CALL TO ORDER
P&Z Chairperson Jerry Koza, Jr. called the meeting to order at 6:30 p.m. with the
following present:

Also in attendance were: Plans and Plat Administrator Richard Keller, Planner II Evan
DuVall, and Office Coordinator Judy Krajca.
P&Z Commissioner Susan Sherrouse was not in attendance.
APPROVAL OF MINUTES
P&Z Chairperson Jerry Koza, Jr. made the motion to approve the minutes of the
Regular Meeting of July 19, 2010, and P&Z Commissioner Neil West seconded with a
correction to the P&Z Chairperson calling the meeting to order, and in attendance, not
Vice -Chairperson Ron Capehart.
The vote was 5-0. The minutes of July 19, 2010 were approved with corrections.
NEW BUSINESS
ELECTION OF OFFICERS
P&Z Commissioner Henry Fuertes nominated current P&Z Chairperson Jerry Koza, Jr.
The Vote was 6-0. Jerry Koza, Jr. is the newly elected P&Z Chairperson
P&Z Commissioner Henry Fuertes nominated current Vice -Chairperson Ron Capehart.
The vote was 6-0. Ron Capehart is the newly elected P&Z Vice -Chairperson.

CONSIDERATION AND POSSIBLE ACTION — PRELIMINARY PLAT OF SOUTHERN
,TRAILS SECTION TWELVE
Request of Christy Smidt, Kerry R. Gilbert & Assoc., Inc., applicant, for C. L. Ashton
Woods, L.P., owner, for approval of a Preliminary Plat of Southern Trails Section
Twelve located within the Southern Trails Planned Development south of Broadway and
west of Kirby Drive. The applicant is proposing 68 residential lots and two reserve areas
in five blocks on the following described property:
Being a subdivision of 17.6 acres out of the H.T. & B. R.R. Co. Survey, Sec. 84 A-538
and Sec. 80 A-564, City of Pearland, Brazoria County, Texas.
Plans and Plat Administrator Richard Keller read the staff report stating staff
recommends approval since outstanding items have been addressed.
P&Z Commissioner Henry Fuertes inquired about the amenities being in place. Mr.
Keller stated that staff has met with Southern Trails and discussed the amenity issues.
Staff is withholding approval of construction plans, while the amenities are being put in
place. Mr. Keller added that Southern Trails West has changed ownership twice, and is
different owner from Southern Trails.
The vote was 6-0. The Preliminary Plat of Southern Trails Section Twelve was
approved.
CONSIDERATION AND POSSIBLE ACTION — PRELIMINARY PLAT OF SAVANNAH
MEADOWS SECTION EIGHT
Request of Christy Smidt, Kerry R. Gilbert & Assoc., Inc., applicant, for Savannah
Development, Ltd., Inc., owner, for approval of a Preliminary Plat of Savannah
Meadows Section Eight located within the Savannah Planned Development on the
south side of County Road 58 east of Savannah Parkway in the Pearland E.T.J. The
applicant is proposing 28 residential lots and three reserves in two blocks and the
property is described as follows:
Being a subdivision of 7.8 acres out of the A. C. H. & B. Survey, A-403 and the J. S.
Talmage Survey, A-562, Brazoria County, Texas
Plans and Plat Administrator Richard Keller read the staff report and stated staff
recommends approval with the condition that (1) approval to be conditioned upon the
adjoining Savannah Meadows Section Nine (needed for street continuation) Preliminary
Plat being approved within the next sixty days for inclusion of connecting streets to
Savannah Bend Drive in this plat.
P&Z Vice -Chairperson Ron Capehart made the motion to approve, and P&Z
Commissioner Richard Golden seconded with staff's recommendation.

The vote was 6-0. The Preliminary Plat of Savannah Meadows Section Eight was
approved with the condition as stated in the staff report.
CONSIDERATION AND POSSIBLE ACTION — PRELIMINARY PLAT OF PROVINCE
VILLAGE SECTION THREE
Request of Warren Escovy, LJA Engineering & Surveying, Inc., applicant, for Tex Proj
2.008 L.L.C., owner, for approval of a Preliminary Plat of Province Village Section Three
located within the Province Village Planned Development at the corner of Country Club
Drive and Province Village Drive. The applicant is proposing 28 residential lots and five
reserves in two blocks and the property is described as follows:
Being a subdivision of 5.125 acres in the W.D.C. Hall Survey, Abstract 23, City of
Pearland, Harris County, Texas.
Plans and Plat Administrator Richard Keller stated that the applicant is asking for a
Waiver of Decision.
P&Z Vice -Chairperson Ron Capehart made the motion to approve, and P&Z
Commissioner Darrell Diggs seconded.
The vote was 6-0. A Waiver of Decision was approved for the Preliminary Plat of
Province Village Section Three.
DISCUSSION ITEMS
1. Commissioners Activity Report -- P&Z Commissioner Neil West mentioned that
he is putting together several maps. One shows all the micro towers in Pearland
and surrounding area. Another map shows where the HL&P transmission towers
lay, and another map shows the city limits and extra territorial jurisdiction (ETJ).
He would like to bring this before the commission as an agenda item on the
August 16, 2010 meeting. Commissioner West received favorable feedback.
2. Annexation Process — Planning Office Coordinator Judy Krajca explained that a
Public Hearing was taking place at 6:30 p.m. with City Council, and the P&Z will
sit in on a Joint Public Hearing on August 16, 2010. The Commission stated they
will attend the Public Hearing tonight.
3. Project Stars Gateway — due to the short timeline, staff was not able to get with
Knudson on their presentation. This item is being rescheduled to August 16,
2010. P&Z Chairperson Jerry Koza, Jr. asked the Commission to email any
comments, concerns, wants or needs to the Office Coordinator by this Friday, so
that Planner I Ian Clowes would have time to get with Knudson before the next
meeting.
4. Update of Zoning Cases — updates are in the packet for the Commission to
review.
