2010-06-21 CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PUBLIC HEARING MEETING MINUTESMINUTES OF THE JOINT PUBLIC HEARING OF THE CITY COUNCIL AND PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON JUNE 21 2010 AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL" 3519 LIBERTY DRI�E, PEARLAND, TEXAS I,Tiayor Tom Reid and P&Z Vice-Chai'rperson Ron Capehart called the public hearing to order at 6:34 p.m. with the following present - Mayor Tom Reid Mayor Pro Tern Scott Sherman Council Member Ed Thompson Also in attendance: City Attorney Darrin Coker, Assistant City Manager Mike Hodge, Assistant City Manager Jon Branson, City Manager Bill Eisen, Planning Director Lata Krishnarao, Senior Planner Angela Gantuah, City Engineer Narciso Lira, and Planning Office Coordinator Judy Krajca Senior Planner Angela Gantuah explained the Joint Public Hearing process for the attending public, and explained that the Planning & Zoning Commission meeting will immediately follow the Joint Public Hearing. Mayor Tom Reid called' to order the Public Hearing for Conditional Use Permit No. 2010-014 at 6:37 p.m. A I request of Janice and Bonnie Howard, applicants and' owners of the Houston Memorial Gardens Cemetery, on behalf of Theresa and' Eric Walls, owners of the 3.0i acre Tract of Land, for approval of a conditional use permit to allow the existing Houston Memorial Gardens Cemetery the addition of the adjacent 3 acre tract, both being located in the Cullen Mixed -Use (C -MU) Zoning District, on the following described property, to wit: Legal Description: Approximately 57.231 acre tract of land, out of tracts 41, 42, 55, 56, 57 in the Allison Richey Gulf coast Home Co. Subdivision as Recorded in Plat book 2, Page(s) 24 of the Brazoria County Plat Records, located in the H.T. and B. Company Surveys, Section 20, Abstract 506 in Brazoria county Texas, and! A 'Tract of Land Containing 3.0 Acres, more or less, out of Lot 54 of the Allison Richey Gulf Coas! Home Subdivision of the H.T. and B.R.R. Company Survey, Section 20, Abstract 506, Brazori'ia County. JPH Minutes 06/21/10 Page 1 of 3 General Location: 2310 Cullen Blvd. and 2426 Cullen Blvd., Pearland Texas P&Z Vice -Chairperson Ron Capehart read the purpose into the record. Senior Planner Angela Gantuah presented the staff report and stated staff recommends approval of the Conditional Use Permit. Janice and Bonnie Howard, owners, 2410 Cullen Blvd., Pearland, Texas spoke briefly. There was no one present to speak for or against. Council Member Ed Thompson inquired about the fencing that would surround the cemetery. Planning Director Lata Krishnarao stated if the property owners have an existing wooden fence, then the Howards would need to meet with the property owners to see if they can leave the existing fence, and add vegetation. Council Member Woody Owens expressed that there has been concern over traffic issues on Cullen Blvd. City Engineer Narciso Lira commented that the road shoulder has been improved and is passable both north, and south bound. Mr. Lira stated when Cullen is completed, it will be even better, Mrs. Janice Howard stated that when the road is completed, it will probably solve all the problems, and, added that they have also been working with the police officers that direct traffic flow for the area . P&Z Commissioner Neil West asked if the new police station employees are experiencing any traffic issues. City Engineer Narciso Lira stated he does not feel there are any issues. P&Z Commissioner Henry Fuertes asked why the cemetery was not shown on the zoning map. Senior Planner Angela Gantuah stated that even though the Howards own the property on both the east and west side of Cullen Blvd., this CUP only affects the property adjoining the cemetery on the west side. Mayor Tom Reid, adjourned the Public Hearing for Conditional Use Permit No. 2010-04 at 6:56 p.m. Senior Planner Angela Gantuah stated that a second item was on the agenda, but did not meet the timeline for posting the zone change sign, so Zone Change No. 2010-02Z was withdrawn.
