Mayor Reid called the meeting to order at 6:50 p.m. with the following present:

NEW BUSINESS
TRUSTEE ACTION — RESOLUTION NO. BTR2009-1 — A RESOLUTION OF THE
CITY OF PEARLAND EMPLOYEE BENEFITS TRUST, APPROVING EMPLOYEE
MEDICAL INSURANCE RENEWAL RATES. Mr. Bill Eisen, City Manager.
Trustee Cole made the motion, seconded by Trustee Saboe, to approve Resolution No.
BTR2009-1.
City Manager Bill Eisen stated this is a meeting of the Employee Benefits Trust which
consists of members of the City Council and was established to prevent the City from
being required to pay certain premium taxes. Establishing the Benefits Trust has saved
the City approximately $50,000 to $60,000 per year. Each year, the City is required to
initiate the bid process or renew the current policies. Negotiations have taken place and
at this time a recommendation has been submitted by City—County Benefits Services.
Burke Sunday, City -Council Benefits Services, addressed Council and stated the
Attorney General and State Insurance Commissioner have developed guidelines for
public entities on how they procure insurance and insurance services. Because of this
requirement, most cities retain an independent consultant such as his firm, to assist with

the process. Mr. Sunday provided a detailed summary of the proposed Employee
Benefits Plan.
Discussion ensued between Council and Burke Sunday City -County Benefits Services,
regarding the Benefit Plan for the Fiscal Year 2009-2010.
Voting "Aye" Trustees Owens, Sherman, Kyle, Saboe, and Cole.
Voting "No" None.
Motion Passed 5 to 0.
