PROPOSED BUDGET FOR FISCAL YEAR 2009-2010 (OCTOBER 1, 2009 TO
SEPTEMBER 30, 2010) FOR THE CITY OF PEARLAND. Mr. Bill Eisen, City Manager.
STAFF REVIEW OF PROPOSED BUDGET FOR FISCAL YEAR 2009-2010
(OCTOBER 1, 2009 TO SEPTEMBER 30, 2010) FOR THE CITY OF PEARLAND.

City Manager Bill Eisen stated Staff considered several items when establishing the
proposed Fiscal Year 2009 - 2010 Budget. The items reviewed were existing reserve
requirements and Bond Covenants, the goals adopted by the City Council, various
contractual obligations, and the continued implementation of the $162,000,000 Bond
Election approved by Voters approved several years ago, and funding for partial years
of several new buildings and programs. Staff also intended to minimize the impact on
tax payers and water and sewer rate payers while maintaining the financial health and
stability of the City. The major challenge was to fund the new buildings and programs
without a change in the tax rate or the water and sewer rate. There will also be an
expected decrease in sales tax revenue in the coming years. The proposed Budget
funds nineteen general fund fulltime personnel and twenty part-time personnel with no
increase to the utility personnel fund. There is an allowance for employee pay increase
based on merit for civilian employees and longevity for civil service employees. Specific

Council goals are address including the park-and-ride facility. Property tax values
estimate the tax roll will be approximately $6.3 billion, which is an increase of $444
million over the current year. Property tax rates remain the same as the past year at a
rate of $0.6526/$100. Mr. Eisen continued to provide Council with a detailed review of
the proposed Budget.

City Manager Bill Eisen gave a brief presentation regarding the proposed tax rates
stating the proposed FY 2009 — 2010 Tax Rate is $0.6526/$100 in property value.
