PURPOSE OF HEARING — PUBLIC COMMENT AND TESTIMONY REGARDING THE
PROPOSED BUDGET FOR FISCAL YEAR 2009-2010 (OCTOBER 1, 2009 TO
SEPTEMBER 30, 2010) FOR THE CITY OF PEARLAND. Mr. Bill Eisen, City Manager.
STAFF REVIEW OF PROPOSED BUDGET FOR FISCAL YEAR 2009-2010
(OCTOBER 1, 2009 TO SEPTEMBER 30, 2010) FOR THE CITY OF PEARLAND.

City Manager Bill Eisen gave a presentation regarding the FY2009 — 2010 proposed
Budget. He stated when establishing the proposed Budget, Staff reviewed both reserve
and Bond Convent requirements for the City, Council adopted goals for the year, and
contractual requirements for the previous Bond Election. The goal for the Budget was
to minimize the impact for both taxpayers and water and sewer rate payers while
maintaining the financial health and balance of the City. The proposed Budget general
fund includes nineteen new positions with most of these being associated with new City
facilities currently under construction. The current insurance benefits for employees
and dependents will remain the same and the Budget suggests a 2% average merit
increase. The actual merit increase will depend on each individual employee's
evaluation with the exclusion of Civil Service employees. The proposed Budget does
not include a rate increase for water or wastewater; however, it does include a 1%
increase in solid waste fees to meet contract requirements with the vendor. Property

tax values estimate the tax roll will be approximately $6.3 billion, which is an increase of
$444 million over the current year. Property tax rates remain the same as the past year
at a rate of $0.6526/$100. Mr. Eisen continued to provide Council with a detailed review
of the proposed Budget.

COUNCIL/STAFF DISCUSSION
Councilmember Saboe asked what the total operating expenses in the General Fund for
the fiscal year will be.
Budget Director June Ellis stated the General Fund for the current year is estimated to
be $55.4 million and the budgeted amount for the 2010 fiscal year is $50.3 million.
City Manager Bill Eisen stated the current year budget is higher due to expenditures
associated with Hurricane Ike.

City Manager Bill Eisen gave a brief presentation regarding the proposed tax rates
stating the proposed FY 2009 — 2010 Tax Rate is $0.6526/$100 in property value.
