2009-04-13 CITY COUNCIL PUBLIC HEARING MEETING MINUTESMINUTES OF THE PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MONDAY, APRIL 13, 2009, AT 7:00 P.M. IN THE TEMPORARY MUNICIPAL COURT ROOM LOCATED AT THE CITY OF PEARLAND COMMUNITY CENTER, 3523 LIBERTY DRIVE, PEARLAND, TEXAS. Mayor Reid called the meeting to order at 7:00 p.m. with the following present: Mayor Tom Reid Mayor Pro -Tem Helen Beckman Councilmember Woody Owens Councilmember Steve Saboe Councilmember Felicia Kyle Councilmember Kevin Cole City Manager Bill Eisen City Attorney Darrin Coker City Secretary Young Lorfing Others in attendance: Jon Branson Assistant City Manager; Danny Cameron Public Works Director; Trent Epperson Project Director; Mary Hickling Director of Human Resources and Safety Management; Mike Hodge Assistant City Manager; Paul Jamison Fire Chief; Narciso Lira City Engineer; Claire Bogard Finance Director; Teresa Battenfield Assistant Project Director. PURPOSE OF HEARING — REGARDING THE WATER CONSERVATION PLAN AND DROUGHT CONTINGENCY AND WATER EMERGENCY RESPONSE PLAN. Mr. Narciso Lira, City Engineer. STAFF REVIEW OF THE WATER CONSERVATION PLAN AND DROUGHT CONTINGENCY AND WATER EMERGENCY RESPONSE PLAN. Mr. Narciso Lira, City Engineer. City Engineer Narciso Lira stated when a municipality has over thirty-three hundred water service connections, they are required to provide a Water Contingency Plan to the Texas Commission on Environmental Quality and the Texas Water Development Board. The City received notice of this requirement in the summer of 2008 and this will be the City's first Water Contingency Plan and an update to the Drought Contingency Plan. The documents will be updated every five years. Mr. Lira continued to provide Council with a detailed review of the Water Conservation Plan and Drought Contingency Plan. CITIZEN COMMENTS: None. Page 1 of 3 — 4/13/2009 COUNCIUSTAFF DISCUSSION: Councilmember Cole stated he feels it is a good thing that the City of Pearland has developed these plans. He stated he does not want the City to take the easy way out in areas where it is already exceeding the requirements. City Engineer Narciso Lira stated Staff is looking at options in the per capita uses in implementing the program. Councilmember Cole asked if the City has been able to identify where the unaccounted for water usage is occurring. City Engineer Narciso Lira stated some of the water loss is attributed to leakage and Staff is reviewing the option of implementing a meter inspection program. Councilmember Cole stated he would like to see information, regarding the best times to water, included in the educational materials provided to the public. Mayor Pro -Tem Beckman stated she would also like to see watering options included such as drip irrigation included in the educational materials. City Manager Bill Eisen stated there is an option in the plan to regulate what time of day watering is allowed to take place. Councilmember Owens asked if any of the measures in the Water Conservation Plan and Drought Contingency Plan were included in the City Building Codes. City Engineer Narciso Lira stated some of the measures are taken into account as part of the Plumbing Code. He stated he feels the most important aspect of water conservation is the education of the general public and becoming aware of how much water is wasted daily. Brief discussion ensued between Council, City Manager Bill Eisen, and City Engineer Narciso Lira regarding the Water Conservation Plan and Drought Contingency Plan.
