IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. Mayor Reid called the meeting to order at 6:53 p.m. with the following present: Mayor Tom Reid Mayor Pro -Tem Steve Saboe Councilmember Woody Owens Councilmember Helen Beckman Councilmember Felicia Kyle Councilmember Kevin Cole City Manager Bill Eisen City Attorney Darrin Coker City Secretary Young Lorfing Others in attendance: Danny Cameron Public Works Director; Trent Epperson Project Director; Nick Finan Assistant City Manager; Mary Hickling Director of Human Resources and Safety Management; Mike Hodge Assistant City Manager; Narciso Lira City Engineer; Claire Manthei Finance Director; Fred Welch Executive Director of Economic Development Corporation. PURPOSE OF HEARING - PUBLIC COMMENT AND TESTIMONY REGARDING THE ABANDONMENT OF CERTAIN RIGHT-OF-WAY IN THE CAMBRIDGE LAKE SUBDIVISION. Mr. Darrin Coker, City Attorney. STAFF REVIEW OF THE ADOPTION OF THE ABANDONMENT OF CERTAIN RIGHT-OF-WAY IN THE CAMBRIDGE LAKE SUBDIVISION. Mr. Darrin Coker, City Attorney. City Attorney Darrin Coker stated this Public Hearing is for the proposed abandonment of a Right -of -Way in the Cambridge Lake Subdivision. The developer of the Cambridge Lake Subdivision approached the City on behalf of the Home Owners Association regarding a stub out street called North Fork Drive that intersects with a street called Black Lane. The Home Owners Association would like the City to abandon the stub out portion of North Fork Drive to create a green space for the neighborhood. The property would ultimately be owned and maintained by the neighborhood. CITIZEN COMMENTS None. COUNCIL/STAFF DISCUSSION Councilmember Cole asked what the original purpose was for the stub out. Page 1 of 2 — 5/12/2008 City Engineer Narciso Lira stated he believes the street originally had the stub because the Thoroughfare Plan originally reflected North Fork Street running all the way to the West. Councilmember Cole asked if the Thoroughfare Plan had been modified to remove the stub out of North Fork Street. City Attorney Darrin Coker stated the Thoroughfare Plan would be amended to reflect the change once the item has been approved by Council. Councilmember Cole stated he would like to see the discussion of the amendments to the Thoroughfare Plan happen prior to making this type of change. Mayor Reid stated he feels it would make sense to review the Thoroughfare Plan prior to abandoning the property. Mayor Pro -Tem Saboe asked if this process would automatically transfer the deed to the Home Owners Association. City Attorney Darrin Coker stated normally the deed would transfer to the adjacent property owner; however, the property owner has given up their right to the property so the deed will be transferred to the Home Owners Association.
