Councilmember Beckman asked that Consent Agenda Item B be removed from the
Consent Agenda for further discussion.
Councilmember Owens made the motion, seconded by Councilmember Beckman, to
adopt Consent Agenda Items C and D, as presented on the Consent Agenda.

Voting "Abstain" Councilmember Beckman
Motion Passed 4 to 0, with 1 abstention.
Mayor Reid recessed the meeting at 10:07 p.m. to complete the Workshop from earlier
in the evening.
Mayor Reid called the meeting back to order at 11:09 p.m.
