Councilmember Owens made the motion, seconded by Councilmember Beckman, to adopt Consent Agenda Items C and D, as presented on the Consent Agenda. Voting "Aye" Councilmembers Owens, Saboe, Kyle and Cole. Voting "No" None. Voting "Abstain" Councilmember Beckman Motion Passed 4 to 0, with 1 abstention. Mayor Reid recessed the meeting at 10:07 p.m. to complete the Workshop from earlier in the evening.
