Mayor Reid called the meeting to order at 6:36 p.m. with the following present:

PURPOSE OF HEARING — PUBLIC COMMENT AND TESTIMONY REGARDING THE
CITY'S INTENT TO OPT OUT OF THE SUPER FREEPORT PROPERTY TAX
EXEMPTION FOR CERTAIN TANGIBLE PERSONAL PROPERTY AS ENACTED BY
TEXAS HOUSE BILL 621.
STAFF REVIEW REGARDING THE CITY'S INTENT TO OPT OUT OF THE SUPER
FREEPORT PROPERTY TAX EXEMPTION FOR CERTAIN TANGIBLE PERSONAL
PROPERTY AS ENACTED BY TEXAS HOUSE BILL 621. Mr. Bill Eisen, City
Manager.
Director of Finance Claire Manthei stated House Bill No. 621 enacts the Super Freeport
Exemption. The bill exempts from property taxes any tangible personal property that is
located at a site for less than 175 days and is not under control of the property owner.
Unlike freeport goods, an exemption under current law, super freeport goods need not
be shipped out of State of Texas in order to qualify for the tax exemption. The
exemption automatically applies unless the City holds a Public Hearing to allow citizens
to be heard and adopts a Resolution or Ordinance stating it wishes to continue taxing
these items. If, in the future, the City decides to enact the Super Freeport Property Tax
Exemption, a Resolution or Ordinance can be created to do so.
