Mayor Reid called the meeting to order at 6:40 p.m. with the following present: Mayor Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid Woody Owens Helen Beckman Kevin Cole Bill Eisen Darrin Coker Young Lorfing Absent: Mayor Pro -Tem Steve Saboe and Councilmember Felicia Kyle. PURPOSE OF HEARING — PUBLIC COMMENT AND TESTIMONY REGARDING THE PROPOSED 2007 TAX RATE FOR THE 2007 — 2008 BUDGET. Mr. Bill Eisen, City Manager. STAFF REVIEW OF THE PROPOSED 2007 TAX RATE FOR THE 2007 — 2008 BUDGET. Mr. Bill Eisen, City Manager. A presentation was given by City Manager Bill Eisen in previous Budget Public Hearing. City Manager Bill Eisen stated the proposed budget includes requests for 43 additional positions in the General Fund and 3 in the Utility Fund. Changes have also been made in increasing the employees' dependent insurance coverage benefits. Several pay plan adjustments were made based on market surveys of salaries the City pays compared to other government entities. The proposed budget includes 18 new personnel in the Fire Department to establish a combination Fire Department and the sale of $162 -million worth of bonds approved by voters. Several goals of the City Council have also been included. No tax rate increase is proposed, but an increase in water and sewer rates is included. Page 1 of 2 — 9/4/2007 The proposed tax rate is rate is $0.6526/$100 in property value, which is slightly less than the current rate. CITIZEN COMMENTS: None. COUNCIUSTAFF DISCUSSION: Councilmember Owens stated each year there is an increase in the budget, but there are never any citizens to comment on the budget. There is a lot of discussion throughout the City and he feels it is a shame that no citizens come to comment or recognize the outstanding job the City does on the budget. Mayor Reid stated he feels the citizens should recognize how well Staff does on the budget since Pearland one of the fastest growing cities in the United States. The things Staff have to do to make the City what it is are very commendable. Councilmember Cole asked if the budget was available to citizens on the internet. Finance Director Claire Manthei stated the law requires the City to place the entire budget on the internet for citizens to review.
