Mayor Reid called the meeting to order at 6:08 p.m. with the following present:

COUNCIL ACTION — RESOLUTION NO. R2006-183 - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO ENTER INTO A CONTRACT WITH FREESE
NICHOLS FOR ENGINEERING SERVICES (UNIDIRECTIONAL FLUSHING AND
WATER AGE ANALYSIS) FOR AREAS EAST OF DIXIE FARM ROAD. Mr. Bill Eisen,

Councilmember Beckman made the motion, seconded by Councilmember Saboe, to
approve Resolution No. R2006-183.

Assistant City Manager Mike Hodge stated after receiving a report on the water issue,
he met with Public Works Director Danny Cameron and discussed several different
solutions. Two engineering firms were contacted for possible options to solve the issue.
Staff chose to work with Freese Nichols for the solution. The program utilized by
Freese Nichols not only helps with water conservation, it also deals with water quality

issues. The proposal is for a two-phase engineering study. The first phase is a
unidirectional flushing program, which will put together a pilot program for the east side
of town that will work with the City's existing system. They will then put together a
Flushing Program to achieve higher velocities than achieved now to help flush out more
materials and sediment. With the experience of Freese Nichols, it will allow the flushing
process to be reduced to taking only twenty minutes or less. The second phase will be
reviewing water quality issues and how the City is treating the water and what
chemicals are being used.
Ron Bavarian, Freese Nichols, stated the second phase of the program will be
reviewing the program the City currently has and how the water ages as it reaches the
east side of Pearland. This will allow them to find what the water is susceptible to. The
only process that is not included in this item is if there is a need for chemical analysis
and if there is a need for this, it can be done as a separate issue.
Councilmember Cole asked if the area that is being included in the study is the area
where there is a known problem or is it simply a random area for the study and what is
an estimated timeframe for the project.
Assistant City Manager Mike Hodge stated the area selected for the study is where the
majority of problems with water quality are occurring. Freese Nichols has already
begun some of the initial information gathering for the process. The way the contract is
set-up there is a 90 -day timeframe to develop the program for flushing and reviewing
the issues for phase -two.
Discussion ensued between Council, City Manager Bill Eisen, Assistant City Manager
Mike Hodge, and Ron Bavarian, Freese Nichols, regarding the Resolution.
Voting "Aye" Councilmembers Saboe, Beckman, Tetens, and Cole.
Voting "No" None.
Motion Passed 4 to 0, with Councilmember Kyle absent.
Mayor Reid called a recess at 6:27 p.m.
Mayor Reid called the meeting back to order at 9:01 p.m.
