2006-08-21 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON AUGUST 21, 2006, AT 6:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. Mayor Reid called the meeting to order at 6:00 p.m. with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid Richard Tetens Kevin Cole Helen Beckman Felicia Kyle Steve Saboe Bill Eisen Darrin Coker Young Lorfing Others in attendance: Public Works Director Danny Cameron; Project Director Trent Epperson; Assistant City Manager Nick Finan; Director of Finance Claire Manthei; Executive Director of Economic Development Fred Welch; Interim Director Parks and Recreation Michelle Smith. NEW BUSINESS COUNCIL ACTION — RESOLUTION NO. R2006-127 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ENTER INTO VARIOUS CONTRACTS FOR PRELIMINARY ENGINEERING SERVICES ASSOCIATED WITH THE ANTICIPATED 2007 BOND ELECTION. Mr. Bill Eisen, City Manager. Councilmember Saboe made the motion, seconded by Mayor Pro -Tem Tetens, to approve Resolution No. R2006-127. City Manager Bill Eisen stated Council awarded a number of contracts for preliminary engineering in various bond projects that were still under consideration waiting for a solid cost estimate. Discussion ensued between Council and City Manager Bill Eisen regarding the various contracts. Voting "Aye" Councilmembers Saboe, Beckman, Tetens, Kyle, and Cole. Voting "No" None. Motion Passed 5 to 0. Page 1 of 4 — 8/21/2006 COUNCIL ACTION — RESOLUTION NO. R2006-128 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, DECLARING THE INTENTION TO REIMBURSE CAPITAL EXPENDITURES. Mr. Bill Eisen, City Manager. Councilmember Beckman made the motion, seconded by Councilmember Kyle, to approve Resolution No. R2006-128. City Manager Bill Eisen stated this item allows the City to make capital expenditures and then reimbursement itself from the sale of the future proceeds. Councilmember Cole asked what is the date of the issuance of the Certificates of Obligation. City Manager Bill Eisen stated the date would be towards the end of the year. Voting "Aye" Councilmembers Cole, Kyle, Tetens, Beckman, and Saboe. Voting "No" None. Motion Passed 5 to 0. COUNCIL ACTION — RATIFY CITY MANAGER'S APPOINTMENT OF A PROJECT DIRECTOR FOR THE CITY OF PEARLAND. Mr. Bill Eisen, City Manager. Mayor Pro -Tem Tetens made the motion, seconded by Councilmember Saboe, to ratify the City Manager's appointment of Trent Epperson as Project Director for the City of Pearland. City Manager Bill Eisen stated the City Charter requires Council to approve the City Manager's appointment of Trent Epperson to serve as Project Director. Voting "Aye" Councilmembers Cole, Kyle, Tetens, Beckman, and Saboe. Voting "No" None. Motion Passed 5 to 0. COUNCIL'S ACKNOWLEDGEMENT AND RECOGNITION — REGARDING THE TEXAS AMERICAN PLANNING ASSOCIATION EXCELLENCE AWARD. Mr. Bill Eisen, City Manager. Mayor Reid stated the City of Pearland has received the Texas American Planning Association Excellence Award. Page 2 of 4 — 8/21/2006 Assistant City Manager Nick Finan stated every year the Texas Chapter of the American Planning Association has several awards that are distributed. The City has received the Planning Excellence Award that is based on several criteria. A few of the criteria are the level of training the Planning Commissioners and professional staff receives, the professional qualification or years of experience of the Planning staff, the breadth and currency of the master plan components, and communicating with the public. They feel that through good planning all goals can be achieved. The Commission and Staff have put forth a lot of effort, and Administration and the Council have given tremendous support, which has helped earn this award. Mayor Reid and City Manager Bill Eisen presented the Texas American Planning Association Excellence Award to the Planning and Zoning Staff: Lata Krishnarao, Judy Krajca, Richard Keller, Theresa Grahmann, and Nick Finan. City Manager Bill Eisen stated that in a community that grows as rapidly as Pearland, this requires a tremendous amount of daily planning and dedication from Staff, Commissioners, and Council. Planning Director Lata Krishnarao stated the moment she and Senior Planner Theresa Grahmann saw the criteria for the award, they knew Pearland would get the award. She thanked Council and the Planning and Zoning Commission for their support. Senior Planner Theresa Grahmann stated what Staff submitted for consideration for the award contained much more information than what she is distributing to Council. Assistant City Manager Nick Finan stated the City of Pearland is the first City in the Houston area to receive this award. Mayor Reid called for a recess at 6:35 p.m. Mayor Reid called the meeting back to order at 9:58 p.m. OTHER BUSINESS: Council adjourned into Executive Session under Texas Government Code at 9:59 p.m. to discuss the following: EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE 1.
