2006-10-23 CITY COUNCIL PUBLIC HEARING MEETING MINUTES - 7:00PMMINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON OCTOBER 23, 2006, AT 7:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. Mayor Reid called the meeting to order at 7:05 p.m. with the following present: Mayor Tom Reid Mayor Pro -Tem Richard Tetens Councilmember Helen Beckman Councilmember Felicia Kyle Councilmember Steve Saboe City Manager Bill Eisen City Attorney Darrin Coker City Secretary Young Lorfing Absent: Councilmember Kevin Cole Others in attendance: Jon Branson Parks and Recreation Director; Danny Cameron Public Works Director; Steve Chapman Fire Marshal; Doug Kneupper City Engineer; J.C. Doyle Police Chief; Trent Epperson Project Director; Nick Finan Assistant City Manager; Mary Hickling Director of Human Resources and Safety Management; Mike Hodge Assistant City Manager; Paul Jamison Fire Chief; Lata Krishnarao Planning Director; Claire Manthei Finance Director; Jeff Sundseth EMS Operations Director; Fred Welch Executive Director of Economic Development Corporation. PURPOSE OF HEARING — PARKS AND RECREATION MASTER HIKE AND BIKE PLAN. STAFF REVIEW OF THE PROPOSED PARKS AND RECREATION MASTER HIKE AND BIKE PLAN. Mr. Jon Branson, Parks and Recreation Director and Michelle Smith, Recreation Superintendent. Parks and Recreation Director Jon Branson stated, in 2005, the Council adopted the Parks and Open Spaces Plan and out of this plan came the need for a Master Hike and Bike Plan. In June 2006, Council approved a contract with Kendig Keast Collaborative to develop a Master Hike and Bike Plan. The details of the plan were presented to Council in an earlier Workshop and at this time the City would like to receive input from the public regarding the plan. CITIZEN COMMENTS Rodrigo Carreon, 1122 Ave. C, addressed Council and stated he feels the City needs to work with other entities such as Alvin Independent School District to keep students united by being able to attend the same schools. Surrounding areas should be annexed Page 1 of 2 — 10/23/2006 into the Alvin Independent School District or Pearland School District to provide a school closer to their homes instead of having to travel to Fort Bend Independent School District. Kelly Bean, President Centennial Home Owners Association, addressed Council and stated land has been donated for the Hike and Bike Plan and asked how the land would be used. Mayor Reid stated Council was unable to dialog with Citizens but the issue could be discussed later on the agenda. COUNCIL/STAFF DISCUSSION Councilmember Saboe stated the City needs to consider the issue of financing as the plan progresses and he would like to see the plan incorporate a model for financing. It has been discussed to use funds from the bond election in the spring, money from the existing budget, and other taxing entities or private individuals. It is important when spreading enthusiasm about the plan to discuss the financing also. Mayor Reid stated he feels this Hike and Bike Plan is important to creating a commonwealth for the citizens of Pearland. Councilmember Beckman stated she thinks the intent of the plan is to connect as many neighborhoods as possible. The City is looking for input from all neighborhoods that would like to be a part of this plan.
