2006-12-14 PARKS, RECREATION AND BEAUTIFICATION BOARD REGULAR MEETING MINUTESMINUTES — REGULAR MEETING OF THE PEARLAND PARKS, RECREATION AND BEAUTIFICATION BOARD, OF THE CITY OF PEARLAND, TEXAS, HELD ON THURSDAY, DECEMBER 14, 2006, AT 8:00 A.M., IN THE PARKS AND RECREATION DEPARTMENT CONFERENCE ROOM, AT 2947 BROADWAY STREET, PEARLAND, TEXAS I. Ms. Austin seconded the motion and the motion carried 5 to 0. DISCUSSION AND POSSIBLE ACTION REGARDING PARK DEDICATION ORDINANCE AMENDMENTS Mr. Branson handed out a list of items to the Board for consideration regarding the Park Dedication Ordinance. Amendments are listed below: The Planning Department is currently discussing proposed changes to the Unified Development Code and will be make final recommendations to Council in January of 2007. The following represents proposed additional changes to the UDC related to Parkland Dedication. Under Section 3.2.10.1, (b) Parkland Dedication, item (9) Method of Park Dedication: Change a., from 500 Dwelling Units or More to read 250 Dwelling Units or More. Remove item b completely and change item c from Fewer than 100 Dwelling Units to read Fewer than 250 Dwelling Units and change (1) acre in the same section to read (5) acres. Additionally, in the same section subsequently change one hundred (100) dwelling units to read two hundred fifty (250) dwelling units. Under item (11) of the same section change section d to section e, and insert the following language under section d: A credit may be given of up to 100% of the total dedication of land or fees required under this ordinance for neighborhood parks where the developer installs and perpetually maintains a "Private Park" within the same park zone of the proposed development. All improvements shall meet the same applicable codes as for like improvements in a public park, In order to receive credit for the Neighborhood Park dedication, the developer must install all of the following "Minimum Park Amenities": Playground Structure Multipurpose Court/Tennis Courts Picnic Shelter/Pavilion Hike and Bike Trail Four (4), six (6") foot Park Benches Plant Twenty (20) qualified Trees The aforementioned amenities are the minimum requirements to receive credit for the neighborhood dedication. All amenities must adhere to the Southern Standard Building Code and must meet or exceed the U.S. Consumer Product Safety Commission Standards. In order to receive credits for the Neighborhood Park exaction, the sub divider shall provide sufficient documentation to the Director of Parks and Recreation at the time of final plat filing, to establish the validity of the estimated cost that will be used to determine the reduction. In the event the developer proposes to construct the improvements at a later date, as in a phased development, the City may require that the developer obtain a surety bond, performance bond, or other form of guarantee that the recreational amenities will be installed within four (4) years from the date of filing of the final plat of the first phase of the phased development. The Director of Parks and Recreation will evaluate the submitted documentation and approve the value prior to any reduction being given. Credits are cumulative, but in no case shall credit given exceed 100% of the total dedication of land or fees required for Neighborhood Parks. Once all of the aforementioned minimum park amenities have been installed, the developer may choose from any of the following "Optional Park Amenities", to fulfill their Neighborhood Park dedication if it has not already been fulfilled: 2 Swimming Pool Restrooms Drinking Fountains Volleyball Court (s) Obstacle Course Racquetball Court (s) Clubhouse/Fitness Facility Turf and Irrigation Detention Pond that perpetually holds water and provides any previously listed recreation amenities adjacent to the pond. Mr. Joe Miller made a motion to approve the Park Dedication Ordinance amendments as presented. The motion was seconded by Mr. Ed Miller and the motion carried 6 to 0. V. UPDATE ON PARKS AND RECREATION BOND PROJECTS Mr. Branson thanked the Parks Board for coming to the City Council meeting that was held on December 11, 2006, to support the Proposed 2007 Bond Projects. On December 18, 2006 Trent Epperson, Projects Manager, will be presenting the City Council a priority listing of all the Proposed Bond Projects. VL DISCUSSION AND POSSIBLE ACTION REGARDING PROGRAMS AND SERVICES FOR PARKS AND RECREATION Mrs. Smith handed out a copy of the current discount policy previously approved by the Parks Board. Improvements to the discount policy have been highlighted for the Board's review. The Parks and Recreation Department currently offers instructors a 20% discount on classes, after they have been employed for one year. Meaning that the instructors are required to teach three sessions concurrently, prior to receiving a discount on classes. While that is a benefit that the Parks and Recreation Department desires to keep, maintaining records to prove these instructors have taught three sessions concurrently has become time consuming for the staff. Mrs. Smith proposes that the criteria be revised from stating that the instructors must be employed for one year prior to receiving the discount to instructors that are teaching in a current session; receive a discount during that session. Ms. Austin made a motion to approve the revision to the discount policy as presented. The motion was seconded by Ms. Wilcoxson and the motion carried 6 to 0. 3 VII.
