2005-12-05 CITY COUNCIL PUBLIC HEARING MEETING MINUTESMINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON DECEMBER 5, 2005, AT 7:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. Mayor Reid called the meeting to order at 7:24 p.m. with the following present: Mayor Tom Reid Mayor Pro -Tem Kevin Cole Councilmember Richard Tetens Councilmember Woody Owens Councilmember Larry Marcott Councilmember Position No. 3 Vacant City Manager Bill Eisen City Attorney Darrin Coker City Secretary Young Lorfing Others in attendance: Deputy City Manager Mike Hodge; City Engineer Doug Kneupper; Parks and Recreation Director Rhonda Cyrus; Acting Public Works Director Danny Cameron; Project Director Joe Wertz; and Parks and Recreation Board Members: Roy Loris, Dalona Niland, Laura Austin, and Thomas Gibbs. PURPOSE OF HEARING — MASTER PARKS AND RECREATION PLAN. Ms. Rhonda Cyrus, Parks & Recreation Director. STAFF REVIEW OF THE PROPOSED MASTER PARKS AND RECREATION PLAN. Parks and Recreation Director Rhonda Cyrus stated that earlier this evening the Master Parks Plan was discussed in its entirety. CITIZEN COMMENTS Ken Dufney, Pearland Little League, addressed Council and stated for the last 30 years, the Dad's Club has done an excellent job getting the Pearland Little League field space. The fear the Little League parents have is that the Dad's Club is out of land for baseball and softball fields. Roy Loris, Parks and Recreation Board and Pearland Boy Scouts, addressed Council and stated Pearland is on the move and with the help of the public and the Pearland Parks and Recreation Department, there are going to be more wonderful opportunities for our City. He stated he is glad to be a part of the team. COUNCIL/STAFF DISCUSSION Page 1 of 2 — 12/5/2005 Councilmember Owens asked if the City was still looking at using dry detention areas for more park space. Parks and Recreation Director Rhonda Cyrus stated yes, they are currently looking at a possible soccer complex. She has been working with the Project Department to locate and evaluate different detention areas that may be used as multipurpose facilities. Councilmember Marcott stated there are a lot of detention facilities in his subdivision that could use a trail around them that could be utilized by the people in the neighborhoods. Mayor Pro -Tem Cole asked the Pearland Little League if they still had additional property at the back of their location to build on. Also, are they at the point where they are turning people away because they are full? Ken Dufney, Pearland Little League, stated the property is being used by Pearland girl's softball. He also stated they are close to being full but will not turn anyone away. What ends up happening, unfortunately, is the numbers of games are limited and the people are paying more to play less. PURPOSE OF HEARING - PARKS GRANT FOR THE CENTENNIAL PARK PROJECT. Ms. Rhonda Cyrus, Parks & Recreation Director. STAFF REVIEW OF THE PARKS GRANT FOR THE CENTENNIAL PARK PROJECT. Parks and Recreation Director Rhonda Cyrus stated Texas Parks and Wildlife requires the City to hold a Public Hearing for input or testimony from the public in regards to this item. CITIZEN COMMENTS COUNCIUST AFF DISCUSSION Councilmember Owens asked if they needed to have matching funds before the grant is submitted. He also asked if Ms. Cyrus was able to get any type of commitment from Brazoria County. Parks and Recreation Director Rhonda Cyrus stated all of the partners are in place and as long as they pledge throughout the three-year time period it is okay. The Brazoria County Parks and Recreation Department is going to do some work for the City and the probation workers will also be working on some of the landscape.
