2005-08-09 CITY COUNCIL PUBLIC HEARING MEETING MINUTESMINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON AUGUST 9, 2005, AT 7:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. Mayor Reid called the public hearing to order at 7:12 p.m. with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid Kevin Cole Richard Tetens Woody Owens Larry Marcott Bill Eisen Darrin Coker Young Lorfing Absent: Councilmember Charles Viktorin Pearland Parks, Recreation and Beautification Board Chairperson Vice -Chairperson Board Member Thomas Gibbs Ben Carranza Dalona Niland Others in attendance: Parks and Recreation Director Rhonda Cyrus; Recreation Superintendent Michelle Dunn and Senior Center Program Coordinator Kathryn Ketchum. PURPOSE OF HEARING — MASTER PARKS AND RECREATION PLAN. STAFF REVIEW Parks and Recreation Director Rhonda Cyrus and Brent Keist with Lane Kendig gave an overview regarding Chapters 1 through 4 of the proposed Pearland Parks and Recreation Master Plan. CITIZEN COMMENTS Michael Klaus, 5016 Groveton, addressed Council and stated he has concerns regarding the Shadow Creek Park and the land that will come into the City after the park is constructed. He is also concerned about the Zychlinski Park. Mr. Klaus stated the parking lot at Centennial Park is currently always full. The proposed lighting for the Page 1 of 3 — 8/9/2005 parks is a concern. In closing, he expressed his concerns about the parks and having a place for the water when it rains. Kyle Stone, Pearland Girls Softball, addressed Council and stated he is concerned that the Plan does not show anything for a softball field. Mr. Stone asked Council to provide him with some answers regarding the City helping the Dad's Club get a softball field. Roy Simmons, Pearland Lions Club, addressed Council and stated that the Lions Club may be interested in the future of sharing a facility with the City and making the facility useful to the rest of the City. Mayor Tom Reid stated the Dad's Club started in the 1960's and was a volunteer organization, as it is today. Mayor Reid stated the City has assisted the Dad's Club with lighting. Tom Gibbs addressed Council and stated that he lives in the area right next to the Dad's Club, and agrees the City should be involved. He stated the area is not very attractive. He has worked with the Homeowners Association and found land in his neighborhood that could be used for practice fields. In closing, Mr. Gibbs stated he is concerned with the lighting at City parks and asked that the City meet the light pollution laws. COUNCIL/STAFF DISCUSSION Mayor Pro -Tem Kevin Cole stated it has been a dream of his for many years for the City and the Dad's Club to be partners. The Dad's Club has turned down offers the City has made to help out. City Council was able to assist with a grant for lighting for some of the ball fields in 1997. Mayor Pro -Tem Kevin Cole stated he feels the City should let the Dad's Club know what is going to be in the Parks Plan so they do not waste money and time duplicating services. Councilmember Larry Marcott stated the survey results, on the adequacy of facilities that are provided in the community by age group, seems to be inadequate for youth as well as young adults. Those answering the Survey show that 29% of the City of Pearland is 18 years of age or under.
