PURPOSE OF HEARING — TO CONSIDER THE CREATION OF A REINVESTMENT
ZONE AND TAX ABATEMENT FOR SHAWCOR PIPE PROTECTION, LLC IN
ACCORDANCE WITH SECTION 312.201 OF THE TAX CODE AND CITY OF
PEARLAND'S GUIDELINES FOR GRANTING TAXING ABATEMENTS.

STAFF REVIEW
City Manager Bill Eisen stated an action item regarding this item is on tonight's Regular
Meeting Agenda. This is part of the process required by The State in regards to Tax
Abatement. Shawcor Pipe Protection has recently presented a piece of property to
accommodate this issue.
City Attorney Darrin Coker stated the Property Development and Tax Abatement Act
within the Tax Code allows cities and counties to abate property taxes on improvements
or construction on a property if they are located within a reinvestment zone. This Public
Hearing is for an approximately 15 acre tract of land for Shawcor Pipe Protection. It
would involve taking the 15 acres and designating it as a reinvestment zone, thus
allowing the City to enter into a Tax Abatement Agreement with the Shawcor Pipe

Protection in the future. This tax abatement would be for a period of five years. It can
be renewed after that period. The property is located off Knapp Road at MyKawa. A
zone change request will be considered during tonight's Regular Meeting. This Public
Hearing will determine whether the improvements for the property are feasible and will
benefit the property.
Executive Director of Economic Development Fred Welch stated this is an expansion for
the firm to bring in an additional pipe coating facility to accommodate contracts with the
offshore oil industry. The Pearland Economic Development Corporation has provided
an incentive package of approximately $60,000 to help out with equipment needs,
should Council approve the tax abatement. He stated this is a great and favorable
program for Shawcor Pipe Protection and the City.
CITIZEN COMMENTS: None.
COUNCIUSTAFF DISCUSSION
City Attorney Darrin Coker stated all of the taxing entities have been notified of this
Public Hearing. Prior to the consideration of the Tax Abatement Agreement, the taxing
entities will be provided a copy of the agreement.
