2005-07-14 PEARLAND PARKS, RECREATION AND BEAUTIFICATION BOARD REGULAR MEETING MINUTESMINUTES — REGULAR MEETING OF THE PEARLAND PARKS, RECREATION AND BEAUTIFICATION BOARD, OF THE CITY OF PEARLAND, TEXAS, HELD ON THURSDAY, JULY 14, 2005, AT 12:00 NOON, IN THE PARKS AND RECREATION DEPARTMENT CONFERENCE ROOM, AT 2947 BROADWAY STREET, PEARLAND, TEXAS I. CALL TO ORDER The meeting was called to order at 12:02 p.m. II. BOARD MEMBER ROLL CALL The following members were present: Board Secretary Laura Austin Vice -Chairperson Ben Carranza Board Member Christian Corl Board Member Roy Loris Board Member DaLona Niland Mayor Tom Reid Parks Director Rhonda Cyrus Parks Office Coordinator Mona Miller III. APPROVAL OF MINUTES —April 14, 2005 and May 12, 2005 Mrs. Austin made a motion, seconded by Mr. Loris, to approve both sets of minutes as submitted. The motion passed 5 to 0. IV. DISCUSS COMMENTS ON CHAPTERS 1 AND 2 OF THE PROPOSED MASTER PARKS PLAN Mrs. Cyrus explained that the Master Parks Plan is a work in process. She informed the Board of the different avenues we are using in order to gather information. V. DISCUSSION AND POSSIBLE ACTION REGARDING THE BOARD'S OBJECTIVES Mrs. Cyrus stated that the Board's suggested changes to the Goals and Objectives have been made. She explained that she would like to discuss them today and make any additional changes and/or corrections. Board Member Scott Sherman entered the meeting at 12:10 p.m.. During the discussion on the Board's goals and objectives, several concerns were expressed. Those concerns included sprinkler systems to sustain plant life after it was planted, planting the correct type of plants for our area, and having quality "useable" green space. Page 1 of 2 VI. DISCUSSION AND POSSIBLE ACTION FOR PARKS WALKING TOURS This item was deferred to the next meeting. Mrs. Cyrus stated that we need to pick a cooler time for the Board to tour our City parks. She explained that it will take about one half a day to do so. VII. PARKS BOARD PROCEDURES TRAINING Mrs. Cyrus stated that this item would be recurring on the agenda for more in depth training. However, she did remind the Board that all meetings are recorded and open to the public; and subject to open records requests. She encouraged the Board to attend the upcoming NRPA conference in San Antonio in October for networking and ongoing training. VIII. DIRECTOR'S REPORT Mrs. Cyrus explained that a lot of time has been spent on emergency management recently. She stated that the Parks and Recreation Department is responsible for providing shelters. Mrs. Cyrus informed the Board that the Rotary Club is interested in partnering with the City to create a park for those with special needs. She stated that a tour of the Woodlands parks is scheduled for August 11t'. We will view their twenty-five yard swimming pool, several playgrounds and their recreation center. Mrs. Cyrus mentioned that the Clear Creek Nature Tourism Council will hold a conference at South Shore Harbor on August 31s'. She feels that we have a good possibility for a birding site here in Pearland. She explained that Brazoria County has the highest sighting of different species of birds in the United States. Mrs. Cyrus added that the group meets three to four times a year to promote and to add new sites to the birding trail. IX.
