2004-06-14 CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PUBLIC HEARING MEETING MINUTESMINUTES - JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON JUNE 14, 2004, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS CALL TO ORDER The meeting was called to order at 6:30 p.m. with the following present: Mayor Tom Reid Mayor Pro -Tem Charles Viktorin Council Member Richard Tetens Council Member Larry Marcott Council Member Woody Owens Council Member Kevin Cole P & Z Chairman Todd locco P & Z Commissioner Ruby Sandars P& Z Commissioner David Ransom P & Z Commissioner Don Sederdahl P & Z Commissioner Sheryl Greiner P & Z Commissioner Neil West Also in Attendance: City Manager Bill Eisen, City Attorney Darrin Coker, Deputy City Manager Alan Mueller, Executive Director of Community Services Tobin Maples, Planning Manager Lata Krishnarao, Marketing Manager of P.E.D.C. Will Benson, City Engineer Doug Kneupper, Public Affairs Liaison Lynn Munford, Director of Human Resources and Safety Management Mary Hickling, Purchasing Officer Gordon Island, Project Director Joe Wertz. Planning & Zoning Chairperson Todd locco read the purpose into the record. II. PURPOSE OF HEARING 2004 Comprehensive Plan Update Request for an amendment to the Comprehensive Plan of the City of Pearland, including, but not limited to, updates regarding housing guidance, future land use, and community image guidelines. III. APPLICATION INFORMATION AND CASE SUMMARY A. STAFF REPORT Page 1 of 3 — 6/14/2004 Executive Director of Community Services, Tobin Maples gave a brief description and summation of the comprehensive plan update. This document is designed to be a vision instrument with plans of updating every 5 to 10 years as needed. B. APPLICANT PRESENTATION Dan Sefko, President of Duncan Sefko and Associates gave a presentation. Mr. Sefko gave a slide show presentation of the development of the Comprehensive Plan. The presentation shows the development of future land use and the clarification of the residential zoning. This was developed with the assistance of a steering committee, City Council, and the Planning & Zoning Commissioners. IV. PERSONS WISHING TO SPEAK FOR OR AGAINST THE PROPOSED REQUEST Arlo Klaus, 5016 Groveton, spoke either for or against the Comprehensive Plan. Mr. Klaus feels there are several things that need to be done. Mr. Klaus did not find the existing Comprehensive Plan on the Internet so he feels that it is hard to compare. Mr. Klaus feels that not all the areas proposed by Planning & Zoning and City Council were not addressed. Mr. Klaus is also concerned that the Plan is only looking out 5 years, as soon as it is adopted, then its time to revise again. Mr. Klaus raised concerns regarding several areas: drainage, water rates, building facades. V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION Council Member Tetens made a statement that this was a very general plan, and the specifics would be forthcoming. Council Member Cole has several questions and will submit an email to the consultant for clarification. Mr. Cole has had several long time residents to him regarding how much Pearland is looking more and more like another municipality. Council Member Vicktorin thanked all members of the Planning & Zoning Commission, and the community for all the input into this document. Planning & Zoning Chairman locco commented on the timeline for review of this document. Dan Sefko stated that the reason was not to wait 5 years to review, but to review on a regular basis to maintain the stability of the plan. Mayor Reid stated that the entire document would most likely not be reviewed each year but different components of the plan. A question was asked if this document needs to be changed would a public hearing be required, the answer was yes. Page 2 of 3 — 6/14/2004 Planning & Zoning Commissioner Greiner had a question regarding whether the village center was kept or deleted. Mr. Sefko stated that the village center was still in the plan. Ms. Greiner asked questions regarding telecommunications and public transportation. Mr. Sefko stated that this was something that would probably be addressed in the future. Council member Marcott asked City Manager Eisen if he was looking for a consultant to review the village center project. Mr. Eisen stated that his office was reviewing proposals. Council member Owens thanked Tobin Maples for all the help in getting this project off the ground. VI.
