PURPOSE OF HEARING Request for an amendment to the Land Use and Urban Development Ordinance of said City for a Specific Use Permit for a manufactured house to be placed in a Suburban Development District (SD), on the following described property, to wit: Specific Use Application No. 125 Legal Description: Lot 3, Detenbeck and Barnhart Subdivision, Brazoria County, Texas (5909 Bardet) Owner: Wayne and Berta Hales 5909 Bardet Pearland, Texas 77584 62 B P & Z Chairman Todd Iocco read the purpose of the hearing into the record. STAFF REPORT Executive Director of Community Services Tobin Maples stated this property is located in the northwest corner of Wagon trail and Burdett Street. Mr. Maples stated he He specific ue permit is to replace an existing mobile home that has become dilapidated.stated this is the first specific use permit under our new ordinance, and to date we have not received any public comment forms in support or opposition. Mr. Maples stated staff is recommending approval. B. APPLICANT PRESENTATION Wayne Hales, 5909 Bardett stated we are rezoning for a trailer, we have been living here for twenty -five years. Mr. Hales stated it is already in their, he just wants to get it legal. IV. PERSONS WISHING TO SPEAK FOR OR AGAINST. THE PROPOSED REQUEST Arthur Partain, 6806 Broadway, stated he had seven letters in favor of the proposal. He added these are good people. V. He stated the property is located north of 518 and east of Sunrise Blvd. Mr. Maples stated staff is recommending approval, and the developer may be required to submit a traffic impact analysis. B. Mr. Maples stated staff had not received any public comment forms in support or opposition of the zone change request. Mr. Maples stated the majority of the area is in General Business, however they did not meet the width for General Business, so there desire was to seek Office Professional in conformance with the master plan. Mr. Maples stated they would not be required to construct a masonry wall because the property behind them is currently zoned Suburban Development, however if the property behind is zoned during the development then they would be required to construct the fence. 62 E B. APPLICANT PRESENTATION Johnny Sims, 6516 Broadway, stated they wanted General Business zoning but did not meet the requirements. STAFF REPORT Executive Director of Community Development Tobin Maples stated the property is located far west end of Fite Road, the property owner is asking for zoning to develop single family residential. Mr. Maples stated a Traffic Impact Analysis will be required and a right of way dedication that will need to occur. He stated the master plan calls for low density therefore staff is recommending approval. B. APPLICANT PRESENTATION Chris Hillman, 7171 Hwy. 6 North, agent for Sterling Engineer, stated he is the developer and engineer for the property. Mr. Hillman stated there are approximately 30 lots. He stated he is aware of the frontage on Fite Road and he plans to work with the county and the city to develop access. Mr. Maples stated the master plan recommends low density with the majority of the surrounding area being R-1. Mr. Maples stated there is an existing mobile home on the property. He stated staff is recommending approval. B. APPLICANT PRESENTATION James Schluntz, 3549 Aubrell, stated we have lived here for 27 years and finally have enough money to build a home, and we will be moving the mobile home off of the property once our home is built.
