CALL TO ORDER
The meeting was called to order at 6:45 p.m. with the following present:

To consider amendments to the Thoroughfare Plan (Figure 7.2), of the City of Pearland
Comprehensive Plan Ordinance as follows:
1) Rustic Lane
2) Hatfield Road (between FM 518 and Magnolia)
3) Unnamed Minor Collector (East of Old Chocolate Bayou Road, West of
Manvel Road, South of FM 518, and North of Fite Road)
4) Fite Road from Old Chocolate Bayou Road, West and North to FM 518
P & Z Chairman Todd Iocco read the purpose of the hearing into the record.
III. APPLICATION INFORMATION AND CASE SUMMARY
A. STAFF REPORT
Executive Director of Community Services Tobin Maples stated the purpose of this
hearing is to consider proposed amendments to the master plan. Mr. Maples stated
amendment number one is for Rustic Lane extension to provide adequate access to. school

and residential uses. Amendment number two is on Hatfield between FM 518 and
Magnolia, Mr. Maples stated there is not a need for four lanes in that area and the
proposal is to declassify from a major thoroughfare to a minor thoroughfare. Mr. Maple,
stated the third amendment is to change the minor thoroughfare because the roadway can
never be built, and there is no need to have 1300 feet between two thoroughfares. Mr.
Maples stated the fourth amendment is to extend Fite Road to the West of FM 518 and
back North.
B. APPLICANT PRESENTATION
None
IV. PERSONS WISHING TO SPEAK FOR OR AGAINST THE PROPOSED
REQUEST
Clayton Dykes, 3750 Pine Chase Dr, stated the intention was to plat the subdivision, and
sale five -acre lots. Mr. Dykes stated they were held up and wanted us to donate 120 feet
of property.
Mark Scecterte, 1608 W. Pine Branch stated this proposal would impact his property and
take away from his property. He stated he did not want to loose 18-20 feet of property.
He stated Rustic Lane is a drag strip behind his property and someone is going to get
hurt.
Christine Scruggs, 3808 Pine Branch stated she was opposed because of the cost. She stated
by adding to Rustic Lane it would make more confusion and collision.
Kathy Moore, 507 Rustic Lane, stated her concern was on speed control and more traffic.
She stated increasing traffic would only make it worse.
Debbie Myers 2930 Hatfield stated they were incorporated about two years ago and now you
want to take the front and take the back of the property, and there has been nothing done
about city services. She stated you put us in the city and you take everything.
V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Mr. Tobin Maples, Executive Director of Community Services
Executive Director of Community Services Tobin Maples stated in reference to Hatfield
Road the plan is not to widen to be four lanes but to a two lane road. Mr. Maples stated
tonight is the Joint Public Hearing and after this meeting the Planning and Zoning
Commission will make a recommendation to forward to the City Council.

Council Member Klaus Seeger stated the problem could be finding the ability to resolve
flooding in Pine Hollow with out finding additional funding.
Council Member Woody Owens stated the parents who take their children to school should
also be taken into consideration.
Commissioner Russ Selemon asked if would eliminate the extension on item four. Mr
Maples replied yes.

The Joint Public Hearing adjourned at 7:27 p.m.
