Mayor Pro -Tem Woody Owens was absent. ZONE CHANGE APPLICATION NO. 1088 I. CALL TO ORDER The Joint Public Hearing was called to order at 6:35 p.m. U. PURPOSE OF HEARING Request for an amendment to the Land Use and Urban Development Ordinance of said City from classification Suburban Development District (SD) to Commercial District (C), on the following described property, to wit: Zone Change Application No_ 1088 Legal Description: 7.34 acres, J. STAFF REPORT Executive Director of Community Development gave a brief description of the surrounding property. Mr. Maples stated as of date there has been no comments forms in opposition or support of the zone change. He stated the comprehensive plan recommends Business Park use; therefore staff is recommending approval. Mr. Maples added the applicant is aware that a traffic impact analysis will be required. B. APPLICANT PRESENTATION Andy Allen, 8607 Cr 489N, Tricor Builders, stated there will be no batching plant at this facility. He added there would only be office buildings on this property. IV. CALL TO ORDER The Joint Public Hearing was called to order at 6:41 p.m. H. PURPOSE OF HEARING Request for an amendment to the Land Use and Urban Development Ordinance of said City from classification Suburban Development District (SD) to General Business District — Specific Use (GB(S)) for mini -storage, on the following described property, to wit: Zone Change Application No. 1086 and Specific Use Application No. 124 Legal Description: 5.17 acres, situated in the John W. Maxey Survey, Abstract No. 721, City of Pearland, Brazoria Co., TX (Broadway Street) Owner: S.F. Sanders 9455 Kemp Rd College Station, TX 77845 Chairman Todd Iocco read the purpose into the record. M. APPLICATION INFORMATION AND CASE SUMMARY A. STAFF REPORT Executive Director of Community Services Tobin Maples stated this is a zone change request for a mini warehouse development. Mr. Maples gave a brief description of the surrounding properties and stated that to date there has been no public comment forms in support or opposition of said zone change. Mr. Maples stated the comprehensive plan recommends medium density zoning, which is R-3 & R-4 zoning; however based off previous meetings with the City of Pearland, staff is recommending approval. Mr. Maples also added the applicant is aware that a traffic impact analysis study may be required. B. APPLICANT PRESENTATION S.F. Sanders, 9455 Kemp Road, College Station, Texas, stated the proposed use of this property is for mini storages. He stated this development is far superior to anything in the U area. Mr. Sanders stated it intends to be heavily landscaped with an office building. Mr. Sanders stated we have 100% acceptance of the surrounding neighbors and we feel this will be a top of the line, first class development. IV. PERSONS WISHING TO SPEAK FOR OR AGAINST THE PROPOSED REQUEST None V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION Mr. Tobin Maples, Executive Director of Community Services Councilman Charles Viktorin stated he would be their neighbor, and wanted to know if they were aware of a five -acre mini storage a half of a mile to the west. Mr. Sanders replied yes. Mr. Viktorin added and the area can handle the demand. Mr. Sanders replied, yes. Mr. Marcott stated obviously we have a saturation of mini storage facilities in the Pearland area, he added he did not want to see a bunch of empty storage facilities. Mr. Sanders replied the rule of thumb is six square foot per person in the community. Mr. Sanders stated we have far exceeded over the last years, and the existing facilities are at about 90% saturation. Mr. Sanders added there is stillroom for competition, and our lenders will not come into the area without a saturation point. Councilman Klaus Seeger stated we are looking at the zoning of this particular piece of property. P & Z Member Robert Scherrer stated he is concerned with the number of storage facilities in the area, and stated they do not need to be so visible from FM 518. Mr. Marcott asked how many square feet are in this storage facility. Mr. Sanders replied there is 100,000 square feet of storage. VI.
