2002-12-02 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON DECEMBER 2, 2002, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Tom Reid Mayor Pro -Tem Woody Owens Councilmember Richard Tetens Councilmember Charles Viktorin Councilmember Larry Marcott Councilmember Klaus Seeger City Manager Bill Eisen City Attorney Darrin Coker City Secretary Young Lorfing Others in attendance: Deputy City Manager Alan Mueller; Executive Director of Community Services Tobin Maples; City Engineer John Hargrove. PURPOSE, OF THE MEETING: COUNCIL ACTION — RESOLUTION NO. R2002-188 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPROVING WORK AUTHORIZATION #5 SUPPLEMENT #3 FOR ENVIRONMENTAL STUDIES ASSOCIATED WITH THE PEARLAND MOBILITY AND DRAINAGE BOND PROGRAM (CULLEN ROAD EXTENSION PROJECT). Mr. Bill Eisen, City Manager. Councilmember Tetens made the motion, seconded by Councilmember Viktorin, to approve Resolution No. R2002-188. City Manager, Bill Eisen, stated this is a proposal to employee as a sub -consultant Quadrant Consultants to do environmental work on the Cullen Road Extension Project. Mr. Eisen gave a brief overview of the scope of work to be done. Voting "Aye" Councilmembers Seeger, Marcott, Owens, Viktorin, and Tetens. Voting "No" None. Motion Passed 5 to 0. Page 1 of 4 -12/2/2002 j59 1.60 Mayor Reid recessed this Special Meeting at 6:42 p.m. to reconvene a Council Workshop. Mayor Reid called this Special Meeting back to order at 7:50 p.m. COUNCIL ACTION — REGARDING THE CITY OF PEARLAND PARKS AND RECREATION — CHRISTMAS NIGHTTIME PARADE ROUTE. Ms. Michelle Dunn, Recreation Superintendent. Councilmember Marcott made the motion, seconded by Councilmember Tetens, to approve the route for the Pearland Parks and Recreation Christmas Nighttime Parade as presented by Michelle Dunn, Recreation Superintendent and approved by the Police Department. City Manager, Bill Eisen, stated the City has a parade ordinance that requires the Council to approve any parade route that is not on an approved route. Michelle Dunn, Recreation Superintendent, gave a brief presentation of the parade route that is scheduled for Saturday, December 7, 2002 at 7:00 p.m. Ms. Dunn stated this is the best route :for the Nighttime Parade since the parade route has been removed from FM 518. The parade will leave Oiler Drive going up Pearland Parkway down John Lizer through Independence Park. She further stated a temporary road has been constructed to allow the parade to leave Independence Park and end up back on Oiler Drive where it started. In closing she stated the police department has reviewed the route and Chief Doyle is in agreement that this is the best route. Voting "Aye" Councilmembers Tetens, Viktorin, Owens, Marcott, and Seeger. Voting "No" None. Motion Passed 5 to 0. COUNCIL ACTION — REGARDING THE ST. HELEN'S YOUTH MINISTRY CHRISTMAS PARADE ROUTE. Mr. J. C. Doyle, Chief of Police. Councilmember Viktorin made the motion, seconded by Councilmember Marcott, to approve the route for the St. Helen's Youth Ministry Christmas Parade. Veronica Kennedy, Director of Youth Ministry Group at St. Helen's Catholic Church, Page 2 of 4 -12/2/2002 161 addressed Council and stated this is not actually a parade it is a hayride. This is the fourth year they have had this route and it is the same as the previous years. The event is scheduled Sunday, December 22, 2002 at 5:00 p. m. Ms. Kennedy gave a brief overview of the route and stated they will cross FM 518 in two places. There will be a pickup truck in the front of the hayride as well as one in the back to follow up the hayride with special lighting on them. The police department has been notified and will be available to help them cross on FM 518. Voting "Aye" Councilmembers Seeger, Marcott, Owens, Viktorin, and Tetens. Voting "No" None. Motion Passed 5 to 0. COUNCIL ACTION — REGARDING THE TOUR-DE-LITES EVENT ROUTE. Mr. J. C. Doyle, Chief of Police. Councilmember Tetens made the motion, seconded by Councilmember Marcott, to approve the route for the Tour-De-Lites Event. Delores Fenwick, Director of Keep Pearland Beautiful, addressed Council and gave a brief overview of the event and also stated this is the ninth year and the same route they have always used. There will also be two hay wagons for those who may not want to ride their bicycle. The Tour-De-Lites is scheduled for Saturday, December 14, 2002 at 7:00 p.m. Ms. Fenwick reported there have been participants in the event from as far away as Trinidad. There are individuals from Deer Park that ride in the event as well as several individuals from Houston. The route will start at Independence Park and will return to Independence Park. She stated she would review the calendar and try to set the event on a day that will not conflict with the City Christmas Party. Mayor Pro -Tem Owens expressed his concerns and asked that EMS be available at functions such as this event and all other events where there is a gathering of people. He stated by having EMS at these events, it would cut down on their run time if they would be needed. Ms. Fenwick stated there will be members with the EMS on bicycles participating as well as police officers on bicycles for this event.
