2002-05-07 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MAY 7, 2002, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid Larry Marcott Woody Owens Klaus Seeger Bill Eisen Darrin Coker Young Lorfing Absent: Councilmembers Richard Tetens and Larry Wilkins. Others in attendance: Police Chief J.C. Doyle; Deputy City Secretary Melinda K. Welsh; Executive Secretary Perla Lehman. PURPOSE OF THE MEETING: COUNCIL ACTION - RESOLUTION NO. R2002-67 - A RESOLUTION AND ORDER OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE GENERAL ELECTION HELD IN THE CITY OF PEARLAND, TEXAS, ON MAY 4, 2002. Mr. Darrin Coker, City Attorney. Councilmember Owens made the motion, seconded by Mayor Pro -Tem Marcott, to approve Resolution No. R2002-67. McDonough 1,124 94 581 550 Total 2,349 Voting "Aye" Councilmembers Seeger, Marcott and Owens. Voting "No" None. Motion Passed 3 to 0, with Councilmembers Tetens and Wilkins absent. PERCENTAGE 47.85% 4.00% 24.73% 23.41% 100.00% COUNCIL ACTION - ISSUANCE OF CERTIFICATE OF ELECTION TO NEWLY ELECTED OFFICIALS. Mayor Reid. Mayor Pro -Tem Marcott presented newly elected Mayor, Tom Reid, with a Certificate of Election. COUNCIL ACTION - ADMINISTRATION OF OATH OF OFFICE TO NEWLY ELECTED OFFICIALS. Mayor Reid. Judge Cheney administered the Oath of Office to Tom Reid for the office of Mayor. Mayor Reid addressed the audience and stated he would like to express his appreciation to them, to those who supported his campaign for election, and the entire city for their support. He further stated he would like to assure everyone that he will continue to bring true leadership and respect to the office of Mayor. COUNCIL ACTION - ELECTION OF MAYOR PRO -TEM. City Council. Mayor Pro -Tem Marcott made the motion, seconded by Councilmember Seeger, to elect Councilmember Woody Owens as Mayor Pro -Tem. Voting "Aye" Councilmembers Owens, Marcott and Seeger. R2002-68 - A RESOLUTION AND ORDER OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, ORDERING THE HOLDING OF A RUNOFF ELECTION ON THE FIRST DAY OF JUNE, 2002, FOR THE PURPOSE OF ELECTING A MAYOR FOR THE CITY OF PEARLAND, TEXAS; ESTABLISHING POLLING PLACES; NAMING CLERKS; AND ESTABLISHING PROCEDURES FOR SAID RUNOFF ELECTION. Mr. Darrin Coker, City Attorney. Passed with no Council action taken. COUNCIL ACTION - RESOLUTION NO. R2002-69 - A RESOLUTION AND ORDER OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, ORDERING THE HOLDING OF A RUNOFF ELECTION ON THE FIRST DAY OF JUNE, 2002, FOR THE PURPOSE OF ELECTING A MEMBER OF COUNCIL POSITION NUMBER THREE (3) FOR THE CITY OF PEARLAND, TEXAS; ESTABLISHING POLLING PLACES; NAMING CLERKS; AND ESTABLISHING PROCEDURES FOR SAID RUNOFF ELECTION. Mr. Darrin Coker, City Attorney. Councilmember Seeger made the motion, seconded by Mayor Pro -Tem Owens, to approve Resolution No. R2002-69. Voting "Aye" Councilmembers Marcott, Owens and Seeger. Voting "No" None. Motion Passed 3 to 0, with Councilmembers Tetens and Wilkins absent. COUNCIL ACTION - RESOLUTION NO. R2002-70 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPOINTING PERSONS TO SERVE AT THE CENTRAL COUNTING STATION, BRAZORIA COUNTY COURTHOUSE, ANGLETON, TEXAS, FOR THE RUNOFF ELECTION TO BE HELD ON THE FIRST DAY OF JUNE, 2002. Mr. Darrin Coker, City Attorney. Councilmember Marcott made the motion, seconded by Mayor Pro -Tem Owens, to approve Resolution No. R2002-70. Voting "Aye" Councilmembers Seeger, Owens and Marcott. Voting "No" None. Motion Passed 3 to 0, with Councilmembers Tetens and Wilkins absent.
