PEARLAND, TEXAS, HELD ON FEBRUARY 18, 2002, AT 7:00 P.M., IN THE COUNCIL
CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
The meeting was called to order with the following present:

PURPOSE OF THE MEETING:
COUNCIL ACTION - REGARDING ACQUISITION AND DEVELOPMENT OF RIGHT -017 -
WAYS FOR THE CITY OF PEARLAND'S STREET PROGRAM. Mr. Bill Eisen, City
Manager.
Councilmember Seeger made the motion, seconded by Councilmember Wilkins, to
authorize Staff to obtain an appraisal and verify proper ownership of the 60 -foot wide strip
that runs the entire length of Bailey Road between McLean Road and Veterans Road; work
with County Commissioner Jim Clawson to schedule the overlay of Bailey Road so
Pearland Independent School District will not have to overlay Bailey Road after they
complete improvements, and utilize the five-year design rather than the twenty-year design
on the traffic impact road.
City Manager, Bill Eisen, stated that recently the City Council discussed a request from
Pearland Independent School District for financial assistance related to the new secondary
campus. At that time, Council opted not to provide any financial assistance. After learning
of City Council's decision not to participate in the cost of the project, the PISD School
Board members expressed concerns. The primary concern was that the Board felt that
City Council had given indications that the City would participate. Mr. Eisen further stated
that the concern of each of the governing bodies is the cost. He stated there are some

things that might be done, and further explained each option in detail. One new thing
discussed by Staff and the School District is the road improvements and the $810,000
estimated cost for road improvements, which assume a twenty-year design. The twenty-
year design is the standard requirement for any street that is constructed in the City. He
further stated that the improvements on Bailey Road should not last too long. One of the
options available, that does not cost the City or School District, is to take a five-year design
of the roadway instead of a twenty-year design, which would be an opportunity to reduce
the School District's part and no cash outlay on the City's part.
Brief discussion ensued between Council and Staff regarding the proposed option and the
plan to reduce the year requirement for design and renovation of the roadway.
Voting "Aye" Councilmembers Tetens, Owens, Marcott, Wilkins, and Seeger.
Voting "No" None.
Motion Passed 5 to 0.
