The Joint Public Hearing was called to order at 6:30 p.m. with the following present:

and P&Z Secretary Jennifer Gonzales. P&Z Vice -Chairman Donald Glenn was absent.
THOROUGHFARE AMENDMENTS
I. CALL TO ORDER
The Joint Public Hearing was called to order at 6:30 p.m.
II. PURPOSE OF HEARING
Consider amendments to the Thoroughfare Plan (Figure 7.2), County Road 94,
Kirby Road, Hughes Ranch Road, Cliff Stone Road, Stratford, Orange, Unnamed
Minor Collectors (East of Veterans, West of the railroad, South of Magnolia, and
North of Country Road 101), and Unnamed Minor Collector (North of FM 518
between Pearland Parkway and Country Club Drive — behind Lowe's), of the City
of Pearland Comprehensive Plan Ordinance
Executive Director of Community Services Tobin Maples stated that the seven
amendments are almost identical to the proposed amendments that were presented on
February 18, 2002. Mr. Maples stated that the only exception is the amendment regarding

the Orange Street alignment, which has been shifted to the south. Mr. Maples briefly
described the above named amendments.

IV. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
. Mr. Tobin Maples, Executive Director of Community Services
Council Member Marcott would like to reiterate his statements from the previous public
hearing regarding County Road 94. He does not believe that County Road 94 should be
changed to from 100' to 80' because the area is going to grow and the road would just
have to be widened. Mr. Marcott added that Hughes Ranch Road should be kept straight.
Deputy City Manager Alan Mueller explained that the Hughes Ranch Road issue was
only brought forward as a proposal, which was part of an agreement with the developer
of a subdivision in the area.
Council Member Marcott stated that Cliffstone Road needs repairs, and he asked if the
road belongs to county. Mr. Mueller responded that the section between Max and Stone
does belong to the county.

LAND USE & URBAN DEVELOPMENT ORDINANCE AMENDMENTS
I. CALL TO ORDER
The Joint Public Hearing was called to order at 6:46 p.m.
II. PURPOSE OF HEARING
Consider amendments to Chapter 3, Definitions; Section 16.4.2., Outdoor Activities
and Uses; Section 17.5. Special Conditions; Section 18.4. Special Conditions; Section
22.6. Building Facades; Table III, Schedule of Uses, of the City of Pearland Land
Use and Urban Development Ordinance (Ordinance 509-G)
Executive Director of Community Services Tobin Maples explained that first of all staff
has added a section regarding Chapter 3, Definitions. Mr. Maples stated that staff is not
recommending approval because they believe the definitions would be covered under
each zoning classification. Mr. Maples stated that the amendment regarding the Building
Facades has a minor change to Paragraph A, and an addition of Paragraph E. Mr. Maples

stated that under the Table III, Schedule of Uses they have added an "Off Street Parking"
column.

IV. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Mr. Tobin Maples, Executive Director of Community Services
Council Member Owens stated that he is concerned about businesses that would come in
on FM 518 and be located behind other businesses. He asked if they would have to
comply with the fagade ordinance. Executive Director of Community Services Tobin
Maples replied that they would have to comply. Mr. Maples suggested that the language
of the ordinance could be changed to say "frontage" rather then "visible".
Deputy City Manager Mueller explained that the fagade ordinance was just changed two
years ago at the direction of City Council. Mr. Mueller explained that they changed from
"frontage" to "visible".
Council Member Seeger stated that he is going to support the way the fagade ordinance
amendment is being proposed.
Discussion ensued between staff and City Council regarding the possibility of adding
"visibility" to the ordinance.
P&Z Commissioner Todd Iocco asked what would happen if a building had hedges that
would prevent visibility. Deputy City Manager Alan Mueller replied that it would have
to go before the Zoning Board of Adjustments and there would probably be a stipulation
for the maintenance of the hedges.
Discussion ensued regarding the change in Paragraph A. Executive Director of
Community Services Tobin Maples stated that it is stating that when a tenant wants to
change the use then they would have to comply with the fagade ordinance.
Council Member Owens asked if the business that fronts on any thoroughfare has to
comply with the facade ordinance. Mr. Maples replied that it depends on the zoning and
also where the business is located.
Deputy City Manager Mueller added that whether you are on a thoroughfare or a
collector you have to comply with Paragraph A.
Executive Director of Community Services Tobin Maples stated that he has worked for
city's where they don't consider stucco as a masonry product. Mr. Iocco added that in
Sugarland they require 100% masonry.

Chairman Viktorin pointed out that at the last Planning and Zoning meeting they
discussed the Outside Storage amendment. Mr. Viktorin stated that the Commission
showed concern regarding the number of Specific Use Permit applications that would be
brought forward and the workload that would be put on ZBA and staff. Council Member
Seeger reminded the Commission that the Specific Use Permit application only pertains
to Commercial property that is located next to residential lots.
Council Member Tetens commented that zoning properties as they are annexed into the
City should hopefully reduce the workload for the Planning and Zoning Commission.
