Geotest Engineering, Inc. is the firm recommended to supply these services. Voting "Aye" Councilmembers Tetens, Owens, Marcott, Wilkins, and Seeger. Voting "No" None. Motion Passed 5 to 0. FIRST AND ONLY READING ORDINANCE NO. 1043 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, ESTABLISHING A STOP SIGN WITHIN THE CORPORATE LIMITS OFTHE CITY OF PEARLAND UPON NORMA LANE IN A NORTHERLY DIRECTION AT ITS INTERSECTION WITH MAGNOLIA BOULEVARD, (BARCLAY PLACE); PROVIDING A PENALTY FOR VIOLATION; CONTAINING A SAVINGS CLAUSE, A SEVERABILITY CLAUSE AND A REPEALER CLAUSE; PROVIDING AN EFFECTIVE DATE, FOR PUBLICATION, AND FOR CODIFICATION; AND DECLARING AN EMERGENCY BECAUSE THE NEED TO ESTABLISH STOP SIGNS AT INTERSECTIONS INURES TO THE BENEFIT OF THE TRAVELING PUBLIC AND, THEREFORE, BEARS DIRECTLY UPON THE HEALTH, SAFETY AND WELFARE OF THE CITIZENRY. City Manager, Bill Eisen, stated this location is within a new subdivision and was recommended by the City's Engineering Department and reviewed by the Pearland Police Department. Voting "Aye" Councilmembers Seeger, Wilkins, Marcott, Owens, and Tetens. Voting "No" None. Motion Passed 5 to 0. City Manager, Bill Eisen, stated the proposed stop signs are 12 locations in a new subdivision. This is based on a recommendation by the City's Engineering Department and reviewed by the Pearland Police Department. Voting "Aye" Councilmembers Tetens, Owens, Marcott, Wilkins, and Seeger. Voting "No" None. Motion Passed 5 to 0. COUNCIL ACTION - RESOLUTION NO. R2001-172 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, ESTABLISHING A TEMPORARY MORATORIUM ON THE CONSTRUCTION OF OFF-STREET PARKING IN RESIDENTIALLY ZONED AREAS. Mr. Darrin Coker, City Attorney. Councilmember Tetens made the motion, seconded by Mayor Pro -Tem Marcott, to approve Resolution No. R2001-172. Page 4 of 5 - 11/19/2001 City Manager, Bill Eisen, stated the City's zoning ordinance allows a circumstance where a primary use can be located in one zoning district and parking, for example, associated with that primary use can be located in a separate zoning district on adjacent property. Some issues have been raised by citizens and Councilmembers regarding a specific circumstance in the City where a commercially zoned property could place a parking lot in adjacent residential property. This item is to consider establishing a moratorium on the construction of a parking lot in residentially zoned areas or making a change to the zoning ordinance. Voting "Aye" Councilmembers Tetens, Owens, Marcott, Wilkins, and Seeger. Voting "No" None. Motion Passed 5 to 0.
