MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, HELD ON SEPTEMBER 17, 2001, AT 6:00 P.M., IN THE COUNCIL
CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
CALL TO ORDER
The meeting was called to order with the following present:

Others in attendance: Executive Director of Community Services Tobin Maples.
PURPOSE OF THE MEETING:
EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE
Council adjourned into Executive Session under Texas Government Code at 6:02 p.m. to
discuss the following:
SECTION 551.074 - PERSONNEL MATTERS - CONDUCT INTERVIEWS
OF APPLICANTS FOR APPOINTMENT TO THE PLANNING AND ZONING
COMMISSION.
NEW BUSINESS:
Council returned from Executive Session at 8:33 p.m.
CONSIDERATION AND POSSIBLE ACTION - APPOINTMENT OF
MEMBER(S) TO THE PLANNING AND ZONING COMMISSION.
Council member Tetens made the motion, seconded by Mayor Pro -Tem Marcott, to appoint
Don Sederdahl to serve on the Planning and Zoning Commission with the term expiring
April 2003.

Voting "Aye" Councilmembers Tetens, Marcott, Wilkins, and Seeger.
Voting "No" None.
Motion Passed 4 to 0, with Councilmember Owens absent.
Mayor Pro -Tem Marcott made the motion, seconded by Councilmember Tetens, to appoint
Kevin McDonald to serve on the Planning and Zoning Commission in Randy Patro's, who
requested to be replaced, position with the term expiring April 2002.
Councilmember Wilkins stated Kevin McDonald is certainly an outstanding young man, and
he really liked his interview. He further stated, however, he will not be able to support the
motion because he feels there is someone else, Mark McDonough, who would be better
qualified for the position. It is just a matter of weighing the pros and cons and adding the
pluses and minuses. He also stated he respects Kevin McDonald and wishes him well.
Councilmember Wilkins stated for matter of principles he feels Mark McDonough would be
the better choice.
Councilmember Seeger stated in this particular case he cannot support Mr. McDonald at
this point, although, there will be a lot of opportunity. He further stated he hoped Mark
McDonough would get this position because he has expressed an interest in running for
Council, and has been involved in a lot of the zoning issues. It has been one of the criteria
discussed in the past that people who consider running for Council should have some time
on the Planning and Zoning Commission, so that they understand how the system works.
At this point he cannot support Mr. McDonald because he feels Mr. McDonough needs that
position to prepare him to run for Council.
Mayor Reid stated he has known Kevin for a while and he also knows Mark. Mark has
been very involved in the community in various organizations. Mayor Reid commended
all of the candidates who permitted Council to interview them, as well as those that
submitted applications to serve on the Planning and Zoning Commission.
Voting "Aye" Councilmembers Tetens and Marcott.
Voting "No" Councilmembers Wilkins and Seeger.
In order to break the tie vote, Mayor Reid cast his vote for Kevin McDonald.
Voting "Aye" Mayor Reid
Motion Passed 3 to 2, with Councilmember Owens absent.
