2001-08-29 CITY COUNCIL SPECIAL MEETING MINUTES091 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON AUGUST 29, 2001, AT 6:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. CALL TO ORDER The meeting was called to order with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid Larry Marcott Richard Tetens Woody Owens Larry Wilkins Klaus Seeger Bill Eisen Darrin Coker Young Lorfing Others in attendance: Deputy City Manager Alan Mueller; Communications Coordinator Mattie Culver. PURPOSE OF THE MEETING: COUNCIL ACTION - RESOLUTION NO. R2001-116 - A RESOLUTION CALLING A SPECIAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 6, 2001, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS OF THE CITY OF PEARLAND, TEXAS, PROPOSITIONS FOR THE ISSUANCE OF PUBLIC IMPROVEMENT BONDS FOR VARIOUS PURPOSES; AND MAKING OTHER PROVISIONS RELATED TO THE SUBJECT. Mr. Darrin Coker, CityAtiorney. Councilmember Tetens made the motion, seconded by Councilmember Owens, to approve Resolution No. R2001-116. City Manager, Bill Eisen, stated Deputy City Manager, Alan Muller, has reviewed the projects that have been discussed by Council on several occasions and rounded off the cost of the projects so the amounts will be better for presentation purposes. Also, he further reported the Economic Development Board (E.D.C.) voted to fund the Oiler Drive Project. Mr. Eisen stated as a result of E.D.C. funding the Oiler Drive Project the propositions on the ballot will be in the amount of $92,500,000 for Street Improvements and $22,500,000 for Drainage Improvements. Page 1 of 3 - 8/29/2001 092 Mayor Pro -Tem Marcott commended the Economic Development Corporation for moving in that direction. Mayor Reid stated the Board's action shows a lot of good maturity as an organization, in recognition of community needs. He further stated that the Economic Development Corporation has contributed more than $4.5 million for the McHard Overpass. The Economic Development Corporation is meeting their requirements by using some of their funds for the infrastructure. Unfortunately, it has not been noticed by the community that they are making major contributions. Mayor Reid and Mayor Pro -Tem Marcott commended City Manager Bill Eisen and Staff for the good presentation that Mr. Eisen gave at the Economic Development Meeting regarding the funds needed for the Oiler Drive Project. Voting "Aye" Councilmembers Tetens, Owens, Marcott, Wilkins, and Seeger. Voting "No" None. Motion Passed 5 to 0. COUNCIL ACTION - RESOLUTION NO. R2001-117 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPOINTING PERSONS TO SERVE AT THE CENTRAL COUNTING STATION, BRAZORIA COUNTY COURTHOUSE, ANGLETON, TEXAS, FOR THE SPECIAL ELECTION FOR THE ISSUANCE OF PUBLIC IMPROVEMENT BONDS FOR VARIOUS PURPOSES TO BE HELD ON THE SIXTH DAY OF NOVEMBER, 2001. Mr. Darrin Coker, City Attorney. Councilmember Owens made the motion, seconded byCouncilmemberTetens, to approve Resolution No. R2001-117. City Manager, Bill Eisen, stated that all of the individuals being appointed at the Central Counting Station are the ones that have done this before. Mr. Eisen briefly reviewed the locations of where early voting will be conducted as well as voting on election day. He also stated due to recent changes in the State law, this is the first year the City can exceed the rate of $6.00 an hour. In trying to get that rate up to a reasonable level this year, the City is proposing to pay the Judges $12 an hour and the Clerks $10 an hour. City Secretary, Young Lorfing, gave an overview of the hours the polling places will be open as well as the hours for Saturday and Sunday early voting.
