2001-05-08 CITY COUNCIL SPECIAL MEETING MINUTESI87 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MAY 8, 2001, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. CALL TO ORDER The meeting was called to order with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid Klaus Seeger Helen Beckman Woody Owens Larry Marcott Larry Wilkins Bill Eisen Darrin Coker Young Lorfing Others in attendance: Deputy City Secretary Melinda Welsh; City Secretary Office Clerk Amanda Martinez. 011 PURPOSE OF THE MEETING: CONSIDERATION AND POSSIBLE ACTION - RESOLUTION NO. R2001-58 - A RESOLUTION AND ORDER OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE GENERAL ELECTION HELD IN THE CITY OF PEARLAND, TEXAS, ON MAY 5, 2001. Mr. Darrin Coker, City Attorney. Councilmember Beckman made the motion, seconded by Councilmember Owens, to approve Resolution No. R2001-58. Councilmember Beckman reported that there were 1,901 valid and legal votes cast and then gave the election result vote totals: Page 1 of 5 - 5/8/2001 188 FOR MEMBER OF THE COUNCIL, POSITION NUMBER ONE NAME OF CANDIDATE NUMBER OF VOTES RECEIVED PERCENTAGE Mark M. McDonough 374 20.33 Richard Tetens 1,118 60.76 Ray Bacon 348 18,91 Total 1,840 100.00 FOR MEMBER OF THE COUNCIL, POSITION NUMBER FIVE NAME OF CANDIDATE NUMBER OF VOTES RECEIVED PERCENTAGE Klaus W. Seeger 868 46.02 Martin L.K. Hodges 115 6.10 Jeff Koza 903 47.88 Total 1,886 100.00 Councilmember Beckman further reported the City Council of the City of Pearland, Texas, hereby officially and affirmatively declares that the results as shown above are the real and true results of the election held on May 5, 2001, within the City of Pearland, Texas, that the office for City Council, Position Number One (1) is declared to be Richard Tetens and the candidate elected for Member of the Council, Position Number Five (5) is declared to be a runoff, and said above party is hereby declared duly elected to said respective office, subject to taking the Oath of Office and Statement of Elected Officers as provided by the laws of the State of Texas. Voting "Aye" Councilmembers Beckman, Owens, Seeger, Marcott, and Wilkins. Voting "No" None. Motion Passed 5 to 0. Page 2 of 5 - 5/8/2001 COUNCIL ACTION - ISSUANCE OF CERTIFICATE OF ELECTION TO NEWLY ELECTED OFFICIALS. Mayor Reid. Mayor Reid invited Mr. and Mrs. Richard Tetens to the front of the Council Chambers and presented Mr. Tetens with his Certificate of Election. COUNCIL ACTION - ADMINISTRATION OF OATH OF OFFICE TO NEWLY ELECTED OFFICIALS. Mayor Reid administered the Oath of Office to Richard Tetens for Council Position Number One (1). Councilmember Beckman addressed the audience and thanked the Citizens of Pearland for allowing her the privilege of serving them for the past six years. She stated that she knows that not everyone always agree with the way she voted, however, she voted the way she thought was best for the City of Pearland. It has been an interesting six years a lot has happened. The City has grown quite a bit, she has grown quite a bit and has gotten quite an education for herself and for this she is grateful. Councilmember Beckman further stated the City has one of the best Staff at City Hall as that of Staff anywhere. We have a brand-new City Manager, and is delighted he is here, and he will lead us forward in a wonderful way. In closing, she said she is proud to be a citizen of Pearland and she appreciates the opportunity she has had to serve. COUNCIL ACTION - ELECTION OF MAYOR PRO -TEM. City Council. Mayor Pro -Tem Seeger made the motion, seconded by Councilmember Wilkins, to elect Councilmember Marcott as Mayor Pro -Tem. Voting "Aye" Councilmembers Tetens, Owens, Seeger, Marcott, and Wilkins. Voting "No" None. Motion Passed 5 to 0. COUNCIL ACTION - RESOLUTION NO. R2001-60 - A RESOLUTION AND ORDER OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, ORDERING THE HOLDING OF A RUNOFF ELECTION ON THE SECOND DAY OF JUNE 2001, FOR THE PURPOSE OF ELECTING A COUNCILMEMBER (POSITION FIVE) FOR THE CITY OF PEARLAND, TEXAS; ESTABLISHING POLLING PLACES; NAMING CLERKS; AND ESTABLISHING PROCEDURES FOR SAID RUNOFF ELECTION. Voting "Aye" Councilmembers Wilkins, Seeger, Marcott, Owens, and Tetens. Voting "No" None. Motion Passed 5 to 0. COUNCIL ACTION - RESOLUTION NO. R2001-61 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPOINTING PERSONS TO SERVE AT THE CENTRAL COUNTING STATION, BRAZORIA COUNTY COURTHOUSE, ANGLETON, TEXAS, FOR THE RUNOFF ELECTION TO BE HELD ON THE SECOND DAY OF JUNE 2001. Mr. Darrin Coker, City Attorney. Councilmember Owens made the motion, seconded by Councilmember Seeger, to approve Resolution No. R2001-61. Voting "Aye" Councilmembers Tetens, Owens, Marcott, Wilkins, and Seeger. Voting "No" None. Motion Passed 5 to 0. Newly sworn in Councilmember Tetens addressed the audience and thanked the voters of Pearland for electing him to serve on Council again. He further stated that he hates to see Councilmember Beckman go off of Council. He and Ms. Beckman served on the Planning and Zoning Commission together for a number of years and five years on City Council. In closing Councilmember Tetens stated he is glad to be back and looks forward to working with everyone.
