2001-02-19 CITY COUNCIL SPECIAL MEETING MINUTES' M MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON FEBRUARY 19, 2001, AT 7:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Tom Reid Mayor Pro -Tem Klaus Seeger Councilmember Helen Beckman Councilmember Woody Owens Councilmember Larry Marcott Interim City Manager Alan Mueller City Attorney Darrin Coker City Secretary Young Lorfing Absent: Councilmember Larry Wilkins. Others in attendance: Director of Administrative Services Mary Hickling; Project Manager Michael Ross. PURPOSE OF THE MEETING: COUNCIL ACTION - RESOLUTION NO. R2001-23 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, SUPPORTING THE PRESERVATION AND RENOVATION OF THE FORMER C.J. HARRIS ELEMENTARY SCHOOL AND SUPPORTING FEDERALLY FUNDED GRANT TO FUND SUCH RESTORATION AND RENOVATION. Mayor Reid. Councilmember Beckman made the motion, seconded by Councilmember Owens, to approve Resolution No. R2001-23. Mayor Reid stated that he received the request for this resolution from the Board of Governors of the Pearland College Campus. The Board requested the City support their effort to acquire a grant in the sum of $2.5 million to renovate an historical building which is the campus itself, the Auditorium, and the original Administration Building. He further stated there are other endorsements of the grant. The Adult Reading Center is one that has endorsed the grant request. Interim City Manager, Alan Mueller, stated the resolution was placed on this Special Meeting Agenda because of a March 1, 2001 deadline. Page 1 of 3 - 2/19/2001 050 Councilmember Owens stated he gave Brazoria County Judge Willy a copy of the same Resolution, Representative Dennis Bonnen, and a copy for Senator Buster Brown. He further stated that they all plan to support the Resolution, and also a letter has been sent to Congressman DeLay. Councilmember Marcott stated he had an opportunity to tour this building when he was in the Leadership Pearland Program. He further stated he had no idea that the theater was there. The theater in particular would be a real asset to the community. Councilmember Marcott stated it is extremely important to maintain the historical value and also to help to enhance the Village District that has been discussed in the old Townsite. In closing he stated he strongly supports this resolution. Councilmember Owens stated as of Friday there was approximately $2.4 million that has been looked at that has either been donated or in-kind services. Since the College has been here they have received great support from the Community. Councilmember Marcott stated it was good that Alvin Community College has come here without a tax base, and moved forward to allow Pearland students to have an in -district tuition here at the College. Voting "Aye" Councilmembers Beckman, Owens, Seeger, and Marcott. Voting "No" None. Motion Passed 4 to 0, with Councilmember Wilkins absent. EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE Council adjourned into Executive Session under Texas Government Code at 7:10 p.m. to discuss the following: SECTION 551.074 - PERSONNEL MATTERS: DISCUSSION REGARDING THE HIRING OFA CITY MANAGER. City Council. NEW BUSINESS: Council returned from Executive Session at 10:26 p.m. COUNCIL ACTION -REGARDING THE HIRING OFA CITY MANAGER. City Council. No Council action taken.
