MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, HELD ON AUGUST 13, 2001, AT 7:00 P.M., IN THE COUNCIL
CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.

CALL TO ORDER
PURPOSE OF HEARING - 2001-2002 BUDGET
To consider the City of Pearland's Budget for Fiscal Year 2001-2002. Mr. Bill Eisen, City
Manager.
STAFF REVIEW OF PROPOSED BUDGET
City Manager, Bill Eisen, introduced Brazoria County Tax -Assessor Collector Ro'Vin
Garrett who was in the audience. Mr. Eisen then presented the proposed budget for Fiscal
Year 2001-2002 and stated the budget is based on a tax rate of $.686 per $100 of taxable
value which is a reduction of $0.009 per $100 of taxable value although it includes a 7.9%
increase in the Effective Tax rate. The budget also assumes the water and sewer rates
will remain the same for the upcoming year. The budget includes 6 new police officers and
an additional ambulance crew to be added mid -year, expanded right-of-way maintenance
capabilities, addition of a building inspector and plans examiner to deal with new growth
and construction in the City and $1,200,000 in contingency to be set aside which at this
point in time is to be used for the FEMA buyout program or any other designated uses

Council may determine. Also included are ongoing construction projects such as
Mykawa/Hickory Slough bridge, Dixie Farm Road, Pearland Parkway, Mykawa from
Beltway 8 to McHard and also McHard from Highway 35 to Pearland Parkway. These
projects will not necessarily be completed during the upcoming fiscal year but funding for
them are in the budget. There are also drainage projects included in the budget such as
Southwest Environmental Center and other projects.
CITIZEN COMMENTS
David Ransom, 3502 Yellowstone, addressed Council and stated the City has only 4
lawnmowers and 4 operators for the entire City. He further stated he had some problems
with overgrown grass in his neighborhood, which was resolved, but noticed other places
around town have overgrown grass which is unsightly. He stated he feels that if the City
is going to talk about spending money then they should discuss having more than 4
lawnmowers.
