MINUTES OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING AMID ZONING
COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON APRIL 4, 1988, AT 7:30 P. M. IN
THE CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS
The Hearing was called to order with the following present:

Mayor Pro Tem Richard Tetens and Chairman Leroy Savoie made some preparatory comments
regarding the Hearing.
REQUEST BY ROBERT COMPTON, AGENT FOR BILLY GRIFFIN, OWNER, FOR A SPECIFIC USE PERMIT
TO STORE AND SELL LIQUIFIED PETROLEUM IN A COMMERCIAL ZONE, ON THE FOLLOWING
DESCRIBED PROPERTY, TO -WIT:
Part of Lot 2 of the 0. W. Willets Subdivision, W.D.C. Hall League,
Abstract 70, Deed Records of Brazoria County, Texas. (1921 E. Broadway)
1. Robert Compton, Rt 2, Box 1205, Henderson, Texas. Mr. Compton advised he
proposes to use the property for the sale of patio grills and for storage and
sale of liquified petroleum.
2. Billy Griffin, P. 0. Box 996, Pearland, Texas. Mr. Griffin advised he was the
owner of the property which currently contains a vacant drive-in grocery store
with underground gasoline tanks. He stated he feels Mr. Compton's storage and
sale of liquified petroleum at that location would be much safer than using the
gasoline pumps for a service station.

1. Sam Rhodes, Manager of American Storage. Mr. Rhodes stated his business was next
to the property and he feels it would not be safe to have liquified petroleum
stored there.
2. John Munsch. Mr. Munsch stated he was speaking on behalf of the Pearland
Volunteer Fire Department, and because of the residences there, feels it would
only add to our life/safety problems by allowing this liquified petroleum storage
on the property.
In Council's and Commissioner's questions of Mr. Compton, the following was
determined: Mr. Compton proposes to have two 1,000 gallon propane tanks stored on the
property and use two delivery trucks containing about 2100 gallons each. He would
like to provide a complete service, refilling propane bottles from campers, motor
homes and the like; and he plans to use safety features in the business which meet
all Railroad Commission standards.
Mr. Compton was questioned about the explosive nature of propane and the dangers of a
propane spill.
