TOM REID MAYOR ATTEST: CRYSTAL ROAN, TR CITY SECRETARY APPROVED AS TO FORM: DARRIN M. COKER CITY ATTORNEY 10 June 2020 To: Mayor and City MemoCouncil members Background information //1forthcoming to you for award To: Clay Pearson, City Manager of HVAC system services. From: Jack Enoch s FMP, Facil' es Services Manager CC: Trent Epperson, A istant City Manager Clarence Wittw , Director of Public Works David Van Ri r, Assistant Director of Public Works Date: June Re: City Quarterly Preventative Maintenance and Repairs associated with HVAC Systems and Ice Machines Contract Purpose The intent of this memorandum is to provide information on a recommendation to enter into a contract for basic Heating, Ventilation and Air Conditioning (HVAC) Refrigeration Systems quarterly preventative maintenance and repair services at twenty-five (25) City facilities as well as for preventative maintenance services and individual service repairs for seventeen (17) Ice Machines. Background The services of a contract commercial air conditioning and heating services firm are used to provide basic Heating, Ventilation and Air Conditioning (HVAC) Refrigeration Systems quarterly preventative maintenance and repair services at twenty-five (25) City facilities as well as for preventative maintenance services and individual service repairs for seventeen (17) Ice Machines. The quarterly preventative maintenance and repair contract will allow staff to maintain all City HVAC Refrigeration Systems and Ice Machine equipment preserving these key physical assets by identifying and addressing issues before they occur and having faster response times to repairs. Upcoming Request for Consideration Nine (9) sealed bids were received May 5, 2020 with two (2) of the nine being noncompliant, for quarterly preventative maintenance and repair of HVAC Refrigeration Systems and repair/maintenance of Ice Machines at City facilities, per the specifications of City Bid No. 0420- 36. Bid notices were provided to prospective bidders via public notice in newspaper of record and posted on the City's electronic bidding website in accordance with City Purchasing Policy. RFP Evaluation Public Works Facilities Management staff evaluated bid responses received pursuant to the best value criteria stated in bid specifications, including pricing, warranty, qualifications, experience with City or similar work scope with other multi -facility clients, licenses, methodology and background checks for employees and compliance to bid requirements. During the evaluation of the seven (7) proposal submissions it was noted the second low proposer receiving the highest evaluation score that reflects: Relationship with other governmental entities (PISD), higher qualifications, longer warrant period (1 year labor & 1 year parts), and compliance to bid requirements. The lowest proposer receiving the second highest score reflects: shorter warranty period (30 days labor & 1 year parts) and a lower score on compliance to bid requirements. The incumbent (Lee Thompson) scored third highest partially due to being forth highest in bid cost, The scoring process took these and other compliance to bid requirements into consideration during the scoring process for all seven (7) responses. Bidder TDlndustries Fort Bend Mechanical Lee Thompson Star Services A/UV Mechanical Entech Sales National Mechanical Overall Prices as Proposed I Evaluation $123,176.50 86.21 $114,582.79 82.50 $158,079.00 80.12 $153,453.00 71.87 $188,080.00 70.62 $170,497.00 70.13 $162,368.78 69.98 Scope of contract The contract covers HVAC preventative maintenance and repair services for planned work, maintenance work and emergency repairs at twenty-five City facilities and seventeen ice machines with an emergency response time with -in two hours, to any related HVAC and Ice Machine emergency outage. This contract is to be shared and reported to the water production, water reclamation facilities, and facilities management divisions that require these services. The services include: filter changes, coil cleanings, compressor checks and replacements, electrical component checks, refrigerant checks and tune-ups, oil changes, and installations of: duct work, electrical wiring, condensing units, heating units, evaporator coils, actuators, valves, fan motors, blower motors, heating elements and thermostatic controls. Recommended Award At the June 22, 2020 Council Meeting, staff will be recommending an award of the contract to TDlndustries based on being the highest -ranked offeror, and overall best value for the city. TDlndustries was established in 1946 and has contracts with Pearland Independent School District as well as others around the Houston area. They also have an Electrical, Plumbing, and Construction divisions under the same roof, making them an ideal choice for this contract. Public Works staff is confident that TDlndustries can perform the work necessary to maintain and repair all the city's HVAC and refrigeration equipment. The recommended award amount is $202,000 which provides approximately $78,823 above the proposal amount to account for additional HVAC equipment added in FY20 such as the Recreation Center (previously included with the specialized Natatorium units under a different contractor) and Fire Station#1 to the Preventative Maintenance list, unexpected equipment repairs and replacements. This is comparable to the past two years spend of approximately $160,000 - $190,600. The City will only pay the actual amount for services rendered. 0420-36 HVAC Repairs and Quarterly Preventative Maintenance of HVAC Systems and Bid # Ice Machines Line Items Resolution No. R2020-115 EXHIBIT A fort bend mechanical Houston (Star Service The Lee Thompson and construction LLC TDlndustries* Incl Company Line Description UOM QTY Unit Extended Unit Extended Unit Extended Unit Extended QUARTERLY PREVENTATIVE MAINTENANCE 1 OF HVAC SYSTEMS PKG $72,329.24 $70,560.00 $90,413.00 $94,384.00 QUARTERLY PREVENTATIVE MAINTENANCE FOR HVAC EQUIPMENT AT CENTENNIAL 1.1 PARK QTRS 4 $351.00 $130.00 $93.75 $125.00 QUARTERLY PREVENTATIVE MAINTENANCE FOR HVAC EQUIPMENT AT ANIMAL 1.2 CONTROL CENTER QTRS 4 $599.50 $300.00 $468.00 $385.00 QUARTERLY PREVENTATIVE MAINTENANCE FOR HVAC EQUIPMENT AT DELORES 1.3 FENWICK NATURE CENTER QTRS 4 $462.63 $275.00 $603.50 $579.00 QUARTERLY PREVENTATIVE MAINTENANCE FOR HVAC EQUIPMENT AT PARKS 1.4 MAINTENANCE BLDG.
