MINUTES OF THE PEARLAND CITY COUNCIL MEETING
HELD May3, 1962.

A regular meeting of the Pearland City Council was called
to order at 7:30 P. M. in the City Hall by Mayor Gibbons with the
following city officials and guests in attendance:
Mayor - E. T. Gibbons
Aldermen - Victor A. Nolen, John Kegley, Tom Alexander
David L. Smith and Gene Sanders
..Police - D. C. Sanders, Bill H. Romoser
Attorney - Jack Harrison
Guest - Lonner R. Self
The minutes of April 19, 1962 meeting were read, corrected,
and approved.
The Mayor next requested a report from the Treasurer.
Alderman David L. Smith reported a balance as of April 19, 1962
of $6,958.70. A balance as of May 3, 1962 was $6,416.78.
A motion was made by Mr. V. A. Nolen and seconded by
Gene Sanders that the attached bills be paid. All Aldermen
voted "Aye" with no " Noes."
Mayor Gibbons reported that a deed has been received
from the County of Brazoria for the City Dump site. r
A motion was made by Mr. John Kegley and seconded
by Mr. V. A. Nolen that Mrs. David Smith be paid $26.25 or
setting up the City Treasurer's books. Aldermen Nolen, Kegley,
Sanders and Alexander voted "Aye", Alderman D. L. Smith obstained.
The "Ayes" being a majority the motion carried:.
Mayor Gibbons appointed V. A. Nolen, Secretary and
D. L. Smith Treasurer subject to approval of the committee.
Alderman V. A. Nolen explained to the council that the Treasurer
position and the Secretary's position are not fixed in occupancy
and that the positions were available for any of the councilmen.
Each of the councilmen were requested to give this consideration.
A motion was made by Mr. Tom Alexander and seconded by Gene
Sanders that the appointments be approved. Aldermen Tom Alexander,
John Kegley and Gene Sanders voted "Aye". Alderman V. A. Nolen
voted "No" and D. L. Smith obstained. The "Ayes" being in the
majority the motion carried.
Mayor Gibbons discussed the recent accident in which
the city police car was involved. Mr. Romoser elaborated upon the
wreck and the sequence of events. The accident was with Mr.
Brakefield, ex -city councilman of Houston, Texas and occured while
the police cas was running emergency taking a snake bite victim
to the hospital.
Mayor Gibbons discussed bids on repairing the wreck, the
low bid was $970.33 by Kleising Motor Company. In view of the ex-
tensive damages it was agreed that it would be better for the
Qty to purchase a new car. A motion was made by Mr. Tom Alexander
and seconded by Gene Sanders that the matter of purchasing a
police car to replace the one totally wrecked by accident to be
declared an emergency, due to public necessity and the police
protection of persons and property being an important public and
police function that a police car be purchased for $2,034.00
with $1,430.33 trade in and damage recovery. The difference in

cost to the City of Pearland will be $633.67. The automobile
was purchased from Kleising Motor Company, Pearland, Texas on
an emergency basis without the usual requirements for bids. All
Aldermen voted "Aye" with no "Noes".
Mayor Gibbons appointed D. L. Smith and Tom Alexander
as a committee to make necessary arrangements for the purchase of
the car.
David L. Smith made a motion and seconded by John
Kegley that a large revolving size red light be attached to the
top of the police car permanently. All Aldermen voted "Aye"
with no "Noes".
A motion was made by Mr. V. A. Nolen and seconded
by John Kegley that traffic speed on Mykawa road between Orange
Street and Clear Creek be fixed at 45 miles per hour and speed
limits posted by signs accordingly. All Aldermen voted "Aye"
with no "Noes".
A motion was made by Mr. V. A. Nolen and seconded by
Mr. D. L. Smith that a city attorney be instructed to proceed
to collect damages for accident involving the city car and Mr.
Brakefield's vehicle. All Aldermen voted "Aye" with no "Noes."
With no further business to attend the meeting
adjourned at 9:30 P. M.
