M. NLNBER OF SIGNATURES ON ATTENDANCE ROSTER: 22 1/!i4 DO 6D,1 :1 . 1 SPECIFIC USE NO. 16, REQUEST OF PATRICIA BETHEA, AGENT FOR TERRY PARIS, OWNER, FOR A SPECIFIC USE PERMIT IN AN R-1 ZONING DISTRICT FOR AGRICULTURAL ANIMAL HUSBANDRY, AT THE FOLLOWING DESCRIBED PROPERTY, TO -WIT: Lot 92B, Tract 5, Being a 2.000 acre tract of land out of Lot 92 of the George W. Jenkins Subdivision in the W.D.C. Hall League, Abstract 70, Brazoria County, Texas. (16719 County Road No. 127, off Dixie Farm Road.) SPEAKING FOR THE PROPOSED REQUEST: 1. Terry Paris, 513 Rustic Lane. Mr. Paris stated he was the owner of the property and Ms. Bethea was the prospective buyer and she would like to have a residence there and keep horses in the back yard. After getting clarification from City Staff that the property would remain residential,, with a Specific Use Permit to keep horses, all in compliance with the Zoning Ordinance and the Animal Control Ordinance, the following spoke in favor of the request: 2. Irene and Tom Mansfield, 16731 County Road 127. 3. Richard Stapp, 105 Stonesthrow, Friendswood. 4. Bunny Williamson, 3504 Dixie Farm Road. SPEAKING AGAINST THE PROPOSED REQUEST: No one spoke against the proposed request. QUESTION AMID ANSWER PERIOD City Council and the Planning Commissioners had several questions for Mr. Paris and City Staff concerning this specific use request. It was pointed out that the prospective owner may want to build a barn for the horses on the property. HODGES, AGENT FOR PEARLAND HOME ASSOCIATION, OWNER FOR AN AMENDMENT TO THE LAND USE AND URBAN DEVELOPMENT ORDINANCE NO. 509, FROM CLASSIFICATION R-2, MEDIUM DENSITY SINGLE FAMILY DWELLING DISTRICT TO GENERAL BUSINESS (GB) ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT: A 10.0005 acre tract of land being Lot 47 of the Allison Richey Gulf Coast Home Company Subdivision of Section 6, H. T. & B.R.R. Survey, Abstract 544, Brazoria County, Texas. (Hatfield Road) SPEAKING FOR THE PROPOSED ZONE CHANGE REQUEST: 1. Tom Hodges, 2211 Country Club Drive. Mr. Hodges explained that the Pearland Home Association was set up to own and manage this property for the Knights of Columbus, Council No. 8960. Mr. Hodges displayed sketches of the different phases the Knights of Columbus are planning for the development of this property. The first would be cleaning up the property and building picnic areas; next, they will construct softball fields in the back of the property; then put in a paved parking lot at the front; and finally build the K. C. Council Hall. Mr. Hodges said they have made personal contact with the adjacent property owners. 2. Vincent Campo, McLean Road. Mr. Campo stated that the organization felt the General Business zoning would be a good buffer between the commercial zoning to the south and the residential zoning to the north. SPEAKING AGAINST THE PROPOSED ZONE CHANGE REQUEST: The following stated they would like this property to remain residential and expressed concerns about the increased traffic which would occur in the area: 1. T. Y. Conner, Lot 5, Hatfield Rd. 2. Deloris and Lee Thomas, 14,330 Hatfield Rd. 3. Sylvia Telan, 7911 Grove Ridge, Houston. 4. Lee Binz, Hatfield Rd. QUESTION AND ANSWER PERIOD The Council and Planning Commissioners had several questions for Mr. Hodges concerning the zone change request.
