MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, HELD ON JUNE 23, 1997, AT 6:30 P.M., IN THE COUNCIL
CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
The meeting was called to order with the following present:

Others in attendance: Assistant City Manager Richard Burdine; Project Coordinator
Alan Mueller; Police Chief Mike Hogg; City Engineer John Hargrove; Parks and
Recreation Director Ed Hersh; Grants Director Janet Berry; and Planning and
Community Development Director Dennis Smith.
PURPOSE OF HEARING - PROPOSED ANNEXATION
To consider the amendment of land and use assumptions and a capital
improvements plan and the imposition of an impact fee in the service area
encompassed by the city limits.
STAFF REVIEW OF PROPOSED SERVICE PLAN
Assistant City Manager, Richard Burdine made a presentation regarding Pearland's
growth and Land Use projections. Mr. Burdine stated that the recommended amount
for the new impact fees is $1,997.00.
CITIZEN COMMENTS
Lowell Beck, 2313 County Club, addressed Council, giving his support for impact fees
to keep up with the City's continued growth.
Bud Goza, Sunset Lake Developer, stated having price sensitive lots allows
developer's to be competitive. They are able to offer lots from land use and impact
fees, at a price to keep Pearland attractive for future growth.
Rene West, 2510 Westminster, Developer, addressed Council, stating that she was
sensitive to impact fees. However, she had concerns regarding the higher impact
fees and how it would increase the cost of the property.

Tom Alexander, 1803 Washington Irving addressed Council stating that higher impact
fees would create an extreme increase in housing cost. Mr. Alexander encouraged
Council to look at the Old Town site. It could offer opportunities for rebuilding or
development; and charge lower impact fees for that area because the lines are in
place now.
Mike Leverton, 2310 Buckholt, addressed Council stating the increase in the impact
fees would increase the cost of property. Mr. Leverton expressed concerns regarding
newly annexed property; and would the property owners be assessed the impact fees
if they wanted to be connected to the system.
Michael Cotter, 2549 Lazy Bend, addressed Council stating there is a need for impact
fees in order to have a good system.
COUNCIL/STAFF DISCUSSION
There was lengthy discussion regarding the impact fees. City Manager Paul
Grohman stated that the history of the impact fees have been good for the City and
the City has grown. Council agreed and wants to have the continued growth for
Pearland.
