INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was given by Councilmember Cole and the Pledge of Allegiance was led by Councilmember Beckman. APPROVAL OF MINUTES Councilmember Tetens made the motion, seconded by Councilmember Wilkins to approve the minutes of the Joint Public Hearing and Regular Council Meeting held on May 19, 1997. Motion Passed 5 to 0 MAYOR'S ACTIVITY REPORT Page 1 of 14 - 6/9 185 Mayor Reid presented a Proclamation to the United Scleroderma Foundation Bluebonnet Chapter; for "Scleroderma Awareness Month". The Proclamation was read by Mayor Pro -Tem Beckman; Sam Foster and David Knodel from the Banbury Cross Homeowners Association presented the City with a $5000. donation for phase two of the Hyde Park Playground. Mayor Reid attended on May 20, the Houston Galveston Area Council Board of Directors meeting; May 21, the Tri County Chamber meeting; May 21, the Planning and Development Committee meeting of the Gulf Coast Water Authority; and the Brazoria County's Cities Association monthly meeting; May 22, the monthly meeting of the Clear Lake Transportation Partnership at the Houston Aviation Department Office at Ellington Field; and First Chamber Mixer at the Credit Union on 518 West; May 26, joined Councilmember Berger, who is the Past Commander of V.F.W. Post, in a Ceremony at Veteran's Memorial at Southpark; May 27, was present in the audience of the F.A.A. Clover Field Hearing on their Environmental Assessment Report; May 28, met with Tom Delay's local staff person Ann Swiser, and met with Natlie Mclntrye, the new Executive Director of Brazoria County Partnership where all of Chambers of Commerce are members; May 29, the Ribbon Cutting at Texas Honing on Mykawa Road; June 2, the Neighborhood Centers Golf Tournament and was the Master of Ceremonies and listened to a beautiful song written by our Police Chief honoring the volunteers; also on June 2, went to the P.E.D.C. Board Meeting; June 3, gave a presentation at the A.A. R. P. meeting then attended the North Brazoria County Friendswood Heart Association Annual Meeting; May 8, went to the St. Helen's Bazaar and had a nice time. COUNCIL ACTIVITY REPORTS Councilmember Cole reported that on May 27, he was present in the audience at the F.A.A. Clover Field Hearing on their Environmental Assessment Report; May 29, attended the Ribbon Cutting for Texas Honing; June 4, the P. E. D. C. Reception where Brenda Arnett and Senator Jerry Patterson were the speakers. Councilmember Berger reported that on May 20, he and Councilmember Cole met with Mr. Walter Hall from Citizens State Bank in Dickinson, to discuss Clover Field Airport; May 21, he attended his first Brazoria County's Cities Association monthly meeting; May 27 he was present in the audience at the F.A.A. Clover Field Hearing; May 29, attended the Texas Honing Expansion Ceremony; June 2 as a member of the P.E.D.C. Board, attended their meeting. He publicly congratulated Stella Roberts who has been elected to serve as Vice Chairperson of the P.E.D.C.; June 4, attended the P.E.D.C. quarterly reception. Mayor Pro -Tem Beckman reported that before she left town she attended the Quad Page 2 of 14 - 6/9 Ri Me Chamber of Commerce Banquet and the B.C.C.A. meeting. She said she has spent most of the last weeks in the country of Lithuania, and was it very interesting and a beautiful country. Councilmember Tetens reported that he did not have anything to add. Councilmember Wilkins reported that he also attended the Tri County Meeting and attended the Brazoria County Cities Meeting. He attended the hearing on Clover Field Airport which was very interesting, he worked the Bazaar at St. Helens Catholic Church where he is a member and wanted to thank everyone for coming out and supporting the Bazaar. CITY MANAGER'S REPORT Assistant City Manager, Richard Burdine, reported that Mr. Grohman is in Plano attending the Texas City Management Association Conference. CITIZENS Charles McMurrey - 5209 Spring Branch, Pearland, Tx, gave a presentation to Council regarding Public Infrastructure and asked Council to rescind Resolution 94-29. Mr. McMurrey stated he was not in favor of a Road District concept and asked Council to address the issues of roads, bridges, libraries and other types of infrastructure the public is going to be needing. UNFINISHED BUSINESS City Attorney Amy McCullough informed Council that Ordinance No. 509-131 and Ordinance No. 509-132 could be acted upon together. Project Coordinator, Alan Mueller presented the location of the proposed annexation. Councilmember Cole amended his original motion to include, West Lea Subdivision, as presented by the staff, Mayor Pro -Tem Beckman amended her second accordingly. ALLOCATION OF FUNDS FROM THE CITY'S UTILITY FUND RESERVES IN THE AMOUNT OF $333,202.43 TO EXTEND THE CITY'S SANITARY SEWER SERVICES IN THE NORTHWEST SERVICE AREA BEYOND HATFIELD -WOODY ROADS SERVICE AREA WHICH IS SUPPORTED BY THE HARRIS COUNTY HOUSING AND COMMUNITY DEVELOPMENT AGENCY'S BLOCK Page 10 of 14 - 6/9 ,v g GRANT PROGRAM. Mayor Pro -Tem Beckman made the motion, seconded by Councilmember Wilkins to allocate funds from the City's Utility fund reserves in the amount of $333,202.43 to extend the City's Sanitary Sewer Services in the northwest service area beyond Hatfield -Woody Roads, the service area which is supported by the Harris County Housing and Community Development Agency's Block Grant Program. Assistant City Manager, Richard Burdine gave a presentation regarding the area that would receive the extension of Sanitary Sewer Services. COUNCIL'S ACTION - REGARDING THE RENAMING OF CENTENNIAL BOULEVARD TO AVOID CONFUSION AND CONFLICTS WITH OTHER SIMILARLY NAMED CITY FACILITIES. Councilmember Tetens made the motion, seconded by Councilmember Wilkins to discuss the renaming of Centennial Boulevard.
