A Resolution of the City Council of the City of Pearland, Texas, adopting a
Code of Conduct for Boards and Commission Members.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain Code of Conduct for Boards and Commission Members, a copy
of which is attached hereto as Exhibit "A" and made a part hereof for all purposes, is hereby
authorized and approved.
Section 2. That the City Council adopts a Code of Conduct for Boards and Commission
Members.
PASSED, APPROVED and ADOPTED this the 16th day of December, A.D., 2019.

City of Pearland Code of Conduct for Boards and
Commission Members
As a City Board and Commission Member ("Member') appointed by Pearland City Council, even
as a volunteer citizen, you are a representative of the public acting on behalf of the City in your
official capacity
The various Boards and Commissions, both advisory and policy to the City, provide a valuable
role to the community by volunteering time to help shape the future of Pearland. These positions
should maintain a diverse set of perspectives and experiences that represent all of Pearland. The
goal is to continually develop a community that's inclusive and forward-thinking, prepared for all
the challenges and opportunities now and into the future.
To maintain the respect and trust of the public, the City expects that representatives are
committed to the following qualities that represent principled ideals, quality service, and proper
conduct.
1. Integrity and Honesty
a. Rely on true and accurate evidence and/or statements in the decision-making process
b. Make decisions based on the best interest of the City and its constituents
c. Comply with City and state laws governing ethics and conflicts of interest while
avoiding activities or behaviors that may compromise, or give the appearance of
compromising objectivity, independence, or honesty
2. Confidentiality
a. Protect and preserve any limited confidentiality by not disclosing confidential
information without proper legal authorization
3. Fairness and Accountability
a. When conducting business, make decisions based on the merits of the issue
b. Treat all persons equitably
c. Conduct City business in a way that exemplifies transparency and open
communication
4. Respect
a. Respect the authority of the City Council and all board or commission decisions —
regardless of personal opinions
b. Respect and support the work of staff that executes the vision of the Board or
Commission and provides professional expertise, opinions, and recommendations
c. Respect fellow appointed members, staff and the public by treating all with patience,
courtesy, and civility

d. Respect the expectations of the position by committing to consistent attendance of
meetings and the time required to fulfill appointed duties
5. Communication
a. Commit to a respectful, mutually rewarding, and direct relationship with the community
b. Refrain from conduct that interferes with City operations
c. Do not share or electronically post City related confidential or privileged information
d. Only use accurate information to the best of your knowledge when electronically
posting City related information
e. When expressing personal opinions or positions outside of board or commission
meetings, Members shall explicitly clarify that they are representing their opinions, not
the opinions of their respective board or commission or the City
f. Understand that electronically posting or deleting content regarding City-related
matters, even if on a private device, may result in the violation of the Texas Public
Information Act ("Act"); the City's Legal Department should be consulted if there are
questions regarding compliance with the Act.
