A Resolution and Order of the City Council of the City of Pearland, Texas,
casting votes for candidates for the Fort Bend County Appraisal District
Board of Directors for the 2020-2021 term.
WHEREAS, V.T.C.A. TX Code, Section 6.03(g) provides that the governing body of each
taxing unit is entitled to vote for members of the Board of Directors of the County Appraisal District,
and shall determine its vote by Resolution and submit to the Chief Appraiser by December 15,
2019; and
WHEREAS, the City of Pearland is entitled to vote and desires to cast votes for the
positions to be filled on the Board of Directors of the Fort Bend County Appraisal District; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
I.
That the Official Ballot for the candidates of the Board of Directors of the Fort Bend County
Appraisal District, shown as Exhibit "A", is attached hereto and made a part hereof for all purposes.
II.
That said Official Ballot indicates thereon the number of votes for each candidate cast by
the City Council of the City of Pearland.
III.
That the City Secretary is hereby authorized and directed to submit the Official Ballot
containing the votes cast by the City Council of the City of Pearland, Texas, and a certified copy of
this Resolution to the Chief Appraiser of Fort Bend County by December 15, 2019.

participate in the district as provided by this section. Members of the board of directors other than a county
assessor-collector serving as a nonvoting director serve two-year terms beginning on January 1 of even--numbered
years.
The candidates listed below were duly nominated by thevoting governing bodies and now stand tor election .for

Section 6.03
"(j) Before October 30,the chief appraiser shall prepare a ballot,listing the candidates whose names were timely
submitted under Subsections(g) and,if applicable; (h.) or(i) alphabetically according to the first letter in each
candidate's surname,:and shall;deliver a copy of the ballot to the presiding officer of the governing body of each taxing
unit that is entitled to vote.
(k) The governing body of each taxing unit entitled to vote shall determine its vote by resolution and submit it tothe
chief appraiser before December 15. The chief appraiser shall count the votes,declare the five candidates who ..
receive the largest cumulative vote totals elected;and submit the results before December 31 to the governing body of
each taxing unit in the district and to the candidates.For purposes of determining the number of votes received by the
candidates,the candidate receivingthe most voles of the conservation and reclamation districts is considered tohave
received all of the votes cast by conservation and reclamation districts and the other candidates are considered not to
have received any votes of the conservation and reclamation districts. The chief appraiser shall resolve a tie vote by
any method of chance."

Enclosed is the election ballot for the 2020-2021 Fort Bend Central Appraisal District Board of Directors
Election. This year there are five(5)candidates for the five (5) board positions.
A signed copy of the board's resolution must be included with the ballot for the votes to he counted. The Chief
Appraiser must receive submission of the ballot and the signed resolution no later than Monday I7ecember 16,
2019 since the deadline' falls on the weekend. The code states in "Section 6.03 (k) the governing body of each
taxing unit entitled 10 vote shall.'determine its vote by resOlulion and submit it t0 the chief appraiser before
December 15."
The fivc(5)candidates for.the Five(5)positions arc:
• Al Abramczyk—Currently serving the Appraisal District as a Board member& Financial Officer. Ile retired
from the Oil& Gas industry,where he held a number of operating &staff positions. These included, among
others, responsibility for budgets, planning,acquisitions &divestitures&Joint Venture investments. Since
retirement, he has been active in the community, including serving as Chair of Sugar Land's Building Standards
Commission & the City's Charter Commission, as well as in Task Forces updating the International Building
Code & Rental Ordinance, and the creation of an Ethics Code. He has served as an officer&Board member of
his ilonie Owner's Association, as well has in Rotary International. lie also served as Chair of the Fort Bend
Appraisal Rcview.Board. He has been a resident of Fort Bend since 1995.

Patniel J. Gaskin — Retired from KPMG, LLP, a Big 4 Accounting firm and from AT&'I'..Current Managing
Partner of Think-IT Services,. I.I.0 a technology consulting firm providing Internal Audit and CIO Assist • .
services. Mrs. Gaskin currently serves on the Missouri City Construction Board of Appeals and has been a
licensed REALTOR for 20 years. She is the founding member of the Missouri City Chapter of Alpha Kappa
Alpha Sorority, Inc. and served as the inaugural President of Julia 'F. Thompson, Inc., a charitable-501(c)(3)
organization that has given over $300,000 in scholarships to Fort Bend 151) students since 2003. Mi:s. Gaskin
has lived in Fort Bend County since 1976.

amount of political experience and business knowledge as a former Fort Bend County Judgc.and as Director of
Economic Development for Barris County. IIe has sewed as a board member and.presidcnt of liraroria/Ft.
Rend MUI)II l and served as a director/manager of the Baybrook.MUD#1. He has always been active
politically and within his community having served as President of Sugar Lancl Rotary, Pres.of Houston Realty.
Business Coalition, lifetime member of Houston Rodeo and Livestock Show,and has been a supporter of many
other charities and organizations. I-Ie is currently serving as an IIOA Neighborhood Representative for The
Enclave.Ile has lived in Ft. Bend County for over 44 years with his wife, Barbara. Mike and Barbara are .
