The hearing was called to order with the following present:

P & Z Vice Chairman Pat Lopez read the purpose of the public hearing into the
record.
Request of Theodore M. Slafka, owner, for an amendment to the Land
Use and Urban Development Ordinance of said City from Classification
Suburban Development District (SD) to General Business (GB) on the
following described property, to -wit:
Lots 7 & 8, Block 3, Skyway Manor, Brazoria County, Texas.
(2811 Manvel Road).
Assistant City Manager Richard Burdine presented the location of the proposed zone
change.
PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Theodore Slafka 11507 Kirkvalley, Houston, Texas, owner, stated that there were
other Businesses located around his property. Therefore, he requesting that his
property be zoned General Business.
PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST
Allen Eddy, 2824 Piper Street, stated his property is near a junk yard, and is
concerned that other types of objectionable businesses could locate on this property.
Therefore, he is opposed to the property being zoned General Business.
Richard Wells, 2736 Piper Road, stated he opposed this request because he would
like to keep the community residential, and is concerned that other businesses, could
bring in additional traffic and noise. Therefore, he is opposed to the property being
zoned General Business.
COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Councilmember Cole asked Mr. Wells if there were any existing businesses that
extend all the way through the area now? Mr. Wells said there is, but they were
already there, and he does not want this to happen again.

PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Theodore Slafka 11507 Kirkvalley, Houston, Texas, owner, stated that there were
other Businesses located around his property. Therefore, he requesting that his

PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST
Richard Wells, 2736 Piper Road, stated he was concerned that, most of Piper Road
was residential property, and opposes this property being zoned General Business.
Allen Eddy, 2524 Piper Road, stated that, this property is located in the middle of the
neighborhood and he objects to any business along Piper Road.
Betty Bowman, 2913 Piper Road, stated that Piper is a community of residences and
she objects to this property being zoned General Business.
COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Councilmember Berger discussed with Mr. Slafka, that when he filed the application
in December, the proposed use of land was unknown. Mr Slafka stated that he did
not have any use for the land personally. In an attempt to sell the property it would
be more attractive if it was zoned General Business. However, at this time Mr. Slafka
does not have any offers or plan to sell.

Circle)
