1991-09-17 CITY COUNCIL SPECIAL MEETING MINUTES83 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEAR - LAND, TEXAS, HELD ON SEPTEMBER 17, 1991, AT 7:00 P. M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS The meeting was called to order with the following present: Mayor Mayor Pro Tem/Councilmember Councilmember Councilmember Councilmember Councilmember City Manager Administrative Assistant City Engineer City Secretary PURPOSE OF THE MEETING NEW BUSINESS C. V. Coppinger D. A. Miller Benny Frank Randy Weber Joy Colson William Wolff James DeShazer Glen Erwin Dick Qualtrough Pat Jones DISCUSSION OF CONTRACT WITH BEST WASTE REGARDING WEDNESDAY/SATURDAY PICKUP The Council discussed the Wednesday/Saturday pickup and it was the consensus of Council that the contract would have a clause which would allow them to review this situation in six months to see if there are any problems with this pickup. AUTHORIZATION TO ADVERTISE FOR SALE AND RECEIVE SEALED BIDS ON CITY OF PEARLAND GARBAGE TRUCKS, CONTAINERS, AND EQUIPMENT Council discussed the sale of this equipment and the possible market. It was moved by Councilmember Wolff, seconded by Councilmember Frank, that authorization be given to advertise for sale this equipment belonging to the City of Pearland. Motion passed 5 to 0. CITY ACCEPTANCE OF WESTWOOD VILLAGE, SECTIONS 2 AND 5, STREETS, WATER SYSTEM, SANITARY SEWER SYSTEM, AND DRAINAGE City Manager Jim DeShazer informed the Council that the developer has everything in order except for the water test results. It was the recommendation of City Engineer Dick Qualtrough that acceptance be given contingent upon the results of the water tests and that no certificates of occupancy be issued until these results are in. Mr. James Moore of First General Realty stated this site was developed for Pulte Homes which will have approximately 128 homesites and will be accessed from Veterans Drive and McLean Road. It was moved by Councilmember Wolff, seconded by Councilmember Weber, that the City accept Westwood Village, Sections 2 and 5. It was suggested the motion be amended to state that if approval on the water quality is not received within 120 days, no occupancy per- mits will be issued. The maker and seconder agreed to so amend the motion. Motion passed 5 to 0. II 184 MEETING RECESSED TO EXECUTIVE SESSION AT 7:25 P. M. UNDER TEXAS RE- VISED CIVIL STATUTES, ARTICLE 6252-17, SECTION 2 Mayor Coppinger read from the posted agenda the following topic to be discussed in Executive Session: UNDER SUBSECTION (g) PERSONNEL - Evaluation of the City Manager. MEETING RETURNED TO OPEN SESSION AT 10:16 P. M. - NO ACTION TAKEN Mayor Coppinger signed a certification of the item discussed in Execu- tive Session. ADJOURN The meeting adjourned at 10:17 P. M.
