1991-09-03 CITY COUNCIL SPECIAL MEETING MINUTES176 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEAR - LAND, TEXAS, HELD ON SEPTEMBER 3, 1991, AT 7:00 P. M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS The meeting was called to order with the following present: Mayor Pro Tem Councilmember Councilmember Councilmember Councilmember City Manager City Secretary PURPOSE OF THE MEETING: D. A. Miller Benny Frank Randy Weber Joy Colson William Wolff James DeShazer Pat Jones EXECUTIVE SESSION UNDER ARTICLE 6252-17, TEXAS REVISED CIVIL STATUTES, SECTION 2, SUBSECTION (g) PERSONNEL - Discussion with Staff Members regarding a procedure for a Staff level evaluation of the City Manag- er. Mayor Pro Tem D. A. Miller explained to Staff members present that Council would like to provide an opportunity to receive input from those working with the City Manager on a day-to-day basis so that an overall evaluation by the Council of the City Manager could be deter- mined with the emphasis on positive results. It was the consensus of Council that it would retire to Executive Session and use the City Charter to determine which Staff members would be asked to participate in this survey. MEETING RECESSED TO EXECUTIVE SESSION AT 7:33 P. M. UNDER TEXAS RE- .... VISED CIVIL STATUTES, ARTICLE 6252-17, SECTION 2 Councilmember Wolff requested that a tape recording be made of the Executive Session. MEETING RETURNED TO OPEN SESSION AT 8:51 P. M. Mayor Pro Tem Miller stated that the following departments, based on the Council's interpretation of departments addressed in the Charter, would be asked to participate in this voluntary input: 1) Police Department; 2) City Secretary; 3) Tax Department; 4) Finance; and 5) Municipal Court. Mr. Miller outlined the following procedure: 1) the participation is to be voluntary; 2) an administrative evaluation form is to be used; 3) it is preferred the form be typed so that anonymity can be main- tained; 4) the forms are to be mailed to the City Secretary's Office, with some marking indicating they are confidential for Council; 5) the City Secretary will have them available for the 9-9-91 Council meeting under Executive Session; 6) in this Executive Session the Council will go over the forms; and 7) at the 9-23-91 Council meeting, the Council will discuss the overall evaluation, i.e., that of Council and Depart- ment heads, with the City Manager. The Council answered questions and concerns of those to be involved in this process. In his closing remarks, Mr. Miller expressed the wish of Council that this was a matter of confidentiality and the result hoped for was a positive one for all those who work for and serve the City. 0 03lf�zl The meeting adjourned at 9:07 P.
