A Resolution of the City Council of the City of Pearland,Texas,authorizing the
City Manager or his designee to enter into a contract with Halff Associates, in
the amount of$297,171.00, for development of the City's Multi-Modal Master
Plan (Trails Master Plan and Sidewalk Gap Analysis); and authorizing the
appropriation of$162,000.00 from the Park Development Fund.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain contract by and between the City of Pearland and Halff
Associates, a copy of which is attached hereto as Exhibit "A" and made a part hereof for all
purposes, is hereby authorized and approved.
Section 2. That the City Manager or his designee is hereby authorized to execute and
the City Secretary to attest a contract with Halff Associates, for development of the City's Multi-
Modal Master Plan.

CONTRACT FOR PROFESSIONAL SERVICES
THIS CONTRACT is entered into upon final execution by and between the City of Pearland
("CITY")and Halff Associates("CONSULTANT").
The CITY engages the CONSULTANT to perform professional services for a project known and
described as Multi-Modal Master Plan ("PROJECT"). (Project#TR 1802)
SECTION I-SERVICES OF THE CONSULTANT .
The CONSULTANT shall perform the following professional services to CITY standards and in
accordance with the degree of care and skill that a professional in Texas would exercise under the
same or similar circumstances:
A. The CONSULTANT shall provide planning services to the City to prepare a Multi-
Modal Master Plan, including an updated Parks Master Plan. See Exhibit A,
attached, for a detailed SCOPE OF WORK and PROJECT schedule. The
PROJECT schedule shall be submitted in digital and hard copy form in the
Microsoft Project for Windows format. .
B. The CONSULTANT shall prepare and submit a detailed opinion of estimated cost
of the.PROJECT.
C. The CONSULTANT acknowledges that the .CITY (through its employee
handbook)considers the following to be misconduct that is grounds for termination
of a CITY employee: Any fraud, forgery, misappropriation of funds, receiving
payment for services not performed-or for hours not worked, mishandling or
untruthful reporting of money transactions, destruction of assets, embezzlement,
accepting materials of value from vendors, or consultants; and/or collecting
reimbursement of expenses made for the benefit of the CITY. The CONSULTANT
agrees that it will not,directly or indirectly;encourage a CITY employee to engage
in such misconduct. .
D. The CONSULTANT shall submit all final construction documents in both hard
copy and electronic format. Plans•shall be AutoCAD compatible and all other
documents-shall be Microsoft Office compatible. The software version used shall
be compatible to current CITY standards. Other support documents, for example,
structural calculations, • drainage reports and geotechnical reports, shall be
submitted in hard copy only. All Record Drawings electronic files shall be
submitted to the CITY in TIF format.
E. The CONSULTANT recognizes that all drawings, special provisions, field survey
notes,reports,estimates and any and all other documents or work product generated
by the CONSULTANT under the CONTRACT shall be delivered to the CITY upon
request,shall become subject to the Open Records Laws of this State.

F. The CONSULTANT shall procure and maintain for the duration of this Agreement,
insurance against claims for injuries to persons, damages to property,or any errors
and omissions relating to the performance of any work by the CONSULTANT, its
agents,employees or subcontractors under this Agreement, as follows:
(1) Workers' Compensation as required by law.
(2) Professional Liability Insurance in an amount not less than $1,000,000 in
the aggregate.
(3) Comprehensive General Liability and Property Damage Insurance with
minimum limits of $1,000,000 for injury or death of any one person,
$1,000,000 for each occurrence, and $1,000,000 for each occurrence of
damage to or destruction of property.
(4) Comprehensive Automobile and Truck Liability Insurance covering owned,
hired, and non-owned vehicles, with minimum limits of$1,000,000 for
injury or death of any one person, $1,000,000 for each occurrence, and
$1,000,000 for property damage.
The CONSULTANT shall include the CITY as an additional insured under the
policies, with the exception of the Professional Liability Insurance and Workers'
Compensation. Certificates of Insurance and endorsements shall be furnished to
the CITY before work commences. Each insurance policy shall be endorsed to
state that coverage shall not be suspended, voided, canceled, and/or reduced in
coverage or in limits ("Change in Coverage") except with prior written consent of
the CITY and only after the CITY has been provided with written notice of such
Change in Coverage, such notice to be sent to the CITY either by hand delivery to
the City Manager or by certified mail,return receipt requested, and received by the
City no fewer than thirty (30) days prior to the effective date of such Change in
Coverage. Prior to commencing services under this CONTRACT,CONSULTANT
shall furnish CITY with Certificates of Insurance, or formal endorsements as
required by this CONTRACT, issued by CONSULTANT'S insurer(s), as evidence
that policies providing the required coverage,conditions, and limits required by this
CONTRACT are in full force and effect.

G. The CONSULTANT shall indcmnify and hold the CITY, its officers, agents, and
employees,harmless from any claim, loss,damage,suit, and liability of every kind
for which CONSULTANT is legally liable, including all expenses of litigation,
court costs, and attorney's fees, for injury to or death of any person, for damage to
any property, or errors in design, any of which are caused by the negligent act or
omission of the CONSULTANT,his officers,employees,agents,or subcontractors
under this CONTRACT.
H. All parties intend that the CONSULTANT, in performing services pursuant to this
CONTRACT, shall act as an independent contractor and shall have control of its
own work and the manner in which it is performed. The CONSULTANT is not to
be considered an agent or employee of the CITY.
SECTION II-PERIOD OF SERVICE
This CONTRACT will be binding upon execution and end July 2020.
SECTION III-CONSULTANT'S COMPENSATION
A. The total compensation for the services performed shall not exceed the total noted
in Section B.
B. The CITY shall pay the CONSULTANT in installments based upon monthly
progress reports and detailed invoices submitted by the CONSULTANT based
upon the following:
1. Basic Services (Lump Sum) $294,198.00
2. Additional Services shall require independent and specific authorization
and shall be billed as (Lump Sum):

4. Construction Phase Services (Hourly Not to Exceed)
5. Reimbursable Expenses(Not to Exceed) $2,973.00
6. Total: $297,171.00
C. The CITY shall make payments to the CONSULTANT within thirty(30)days after
receipt and approval of a detailed invoice. Invoices shall be submitted on a monthly
basis.

SECTION IV-THE CITY'S RESPONSIBILITIES
A. The CITY shall designate a project manager during the term of this CONTRACT.
The project manager has the authority to administer this CONTRACT and shall
monitor compliance with all terms and conditions stated herein. All requests for
information from or a decision by the CITY on any aspect of the work shall be
directed to the project manager.
B. The CITY shall review submittals by the CONSULTANT and provide prompt
response to questions and rendering of decisions pertaining thereto, to minimize
delay in the progress of the CONSULTANT'S work. The CITY will keep the
CONSULTANT advised concerning the progress of the CITY'S review of the
work. The CONSULTANT agrees that the CITY'S inspection,review, acceptance
or approval of CONSULTANT'S work shall not relieve CONSULTANT'S
responsibility for errors or omissions of the CONSULTANT or its sub-
consultant(s) or in any way affect the CONSULTANT'S status as an independent
contractor of the CITY.
SECTION V-TERMINATION
A. The CITY,at its sole discretion,may terminate this CONTRACT for any reason--
with or without cause--by delivering written notice to CONSULTANT personally
or by certified mail at 14800 St. Mary's Lane Suite 160 Houston, Texas 77079.
Immediately after receiving such written notice, the CONSULTANT shall
discontinue providing the services under this CONTRACT.
B. If this CONTRACT is terminated, CONSULTANT shall deliver to the CITY all
drawings, special provisions, field survey notes, reports, estimates and any and all
other documents or work product generated by the CONSULTANT under the
CONTRACT, entirely or partially completed, together with all unused materials
supplied by the CITY on or before the 15«' day following termination of the
CONTRACT.
C. In the event of such termination, the CONSULTANT shall be paid for services
performed prior to receipt of the written notice of termination. The CITY shall
make final payment within sixty(60)days after the CONSULTANT has delivered
to the CITY a detailed invoice for services rendered and the documents or work
product generated by the CONSULTANT under the CONTRACT.
D. If the remuneration scheduled under this contract is based upon a fixed fee or
definitely ascertainable sum,the portion of such sum payable shall be proportionate
to the percentage of services completed by the CONSULTANT based upon the
scope of work.

E. In the event this CONTRACT is terminated, the CITY shall have the option of
completing the work, or entering into a CONTRACT with another party for the
completion of the work.
F. If the CITY terminates this CONTRACT for cause and/or if the CONSULTANT
breaches any provision of this CONTRACT, then the CITY shall have all rights
and remedies in law and/or equity against CONSULTANT. Venue for any action
or dispute arising out of or relating to this CONTRACT shall be in Brazoria County,
Texas. The laws of the State of Texas shall govern the terms of this CONTRACT.
The prevailing party in the action shall be entitled to recover its actual damages
with interest, attorney's fees, costs and expenses incurred in connection with the
dispute and/or action. CONSULTANT and CITY desire an expeditious means to
resolve any disputes that may arise between under this CONTRACT. To
accomplish this,the parties agree to mediation as follows: If a dispute arises out of
or relates to this CONTRACT, or the breach thereof, and if the dispute cannot be
settled through negotiation, then the parties agree first to try in good faith, and
before pursuing any legal remedies, to settle the dispute by mediation of a third
party who will be selected by agreement of the parties.
SECTION VI—ENTIRE AGREEMENT
This CONTRACT represents the entire agreement between the CITY and the CONSULTANT and
supersedes all prior negotiations, representations, or contracts, either written or oral. This
CONTRACT may be amended only by written instrument signed by both parties.
SECTION VII—COVENANT AGAINST CONTINGENT FEES
The CONSULTANT affirms that he has not employed or retained any company or person, other
than a bona fide employee working for the CONSULTANT to solicit or secure this CONTRACT,
and that he has not paid or agreed to pay any company or person, other than a bona fide employee,
any fee, commission, percentage brokerage fee, gift, or any other consideration, contingent upon
or resulting from the award or making of the CONTRACT. For breach or violation of this clause,
the CITY may terminate this CONTRACT without liability,and in its discretion,may deduct from
the CONTRACT price or consideration, or otherwise recover, the full amount of such fee,
commission, percentage brokerage fee, gift, or contingent fee that has been paid.

SECTION VIII-SUCCESSORS AND ASSIGNS
This CONTRACT shall not be assignable except upon the written consent of the parties hereto.

SCOPE OF SERVICES
City of Pearland,Texas
Multi-Modal Master Plan
Under contract to the City of Pearland (the "City"), Halff Associates, Inc. ("Halff") will provide
planning services to the City to prepare a Multi-Modal Master Plan, including an updated Parks,
Recreation, Open Space and Trails Master Plan: The Master Plan will evaluate connectivity of
pedestrian and bicycle facilities within the City, and guide the growth and enhancement of the
City's parks, recreational facilities, and trails in a manner that addresses current community
needs and anticipated public recreation trends over the next 10 to 20 years.
Halff's project involvement and facilitation will be carried out according to this scope of services,
as well as Exhibit B,Support Services of the City of Pearland,and Exhibit C,Basis of Compensation.
Halff's activities will be administered by the City of Pearland's Engineering & Capital Projects
Division ("ECPD"), Public Works Department ("PWD"), and Parks and Recreation Department
("PARD"). It is understood that all Client communications will be through the ECPD Project
Director.
PLANNING PROCESS PARAMETERS
The scope of services for this proposal is subject to the following parameters:
1. The study area will include the City limits of Pearland and its Extraterritorial Jurisdiction(ETJ).
Other surrounding properties or facilities that may be utilized by the City or by City residents
for recreational purposes may be considered as applicable.
2. Because of the graphic nature of the park elements and ideas suggested as part of this Plan,
draft and final reports will be prepared in Adobe InDesign format. Reports will be provided
to the City of Pearland in INDD and PDF format, suitable for distribution electronically and
posting to the City's website.
3. Tasks prepared as part of this planning effort may occur concurrently where appropriate, or
in some cases, may deviate from the sequence shown in the scope of work.
4. Cost projections prepared as part of this effort, if applicable, are understood to be at a
planning (order-of-magnitude) level, and are prepared prior to any detailed design for
individual projects. Such cost projections will vary as more detailed design occurs and as
inflationary influences occur following Plan adoption.
5. References to a "visit" within this Exhibit refers to on-the-ground time in Pearland by Halff staff
members from their Houston office. The scope of work includes seven major on-site time periods
in Pearland at key intervals during the process.
6. Where possible,stakeholder and planning meetings will be scheduled by Halff and/or the City
on concurrent days and evenings for greater project efficiency.

7. Any additional meetings beyond those shown in the scope of work will be considered an
additional service and are not included in this scope of services.
SCOPE OF WORK
The planning effort scope of work is as follows:
PHASE 1: PROJECT INITIATION AND BACKGROUND
1.1 PROJECT ADMINISTRATION
Halff team members will conduct administrative activities throughout the project term.
Examples of relevant activities may include but are not limited to: meeting logistics,
quality control, contract administration, invoicing,and progress reporting.
1.2 PROJECT INITIATION
A. Project Initiation Teleconference. Halff will convene a project initiation and
coordination teleconference with ECPD, PWD and PARD staff to discuss project goals,.
establish communications protocol, discuss data and documentation needs for the
project, and determine the final public outreach / engagement strategy, including
meetings of the Pearland Parks, Recreation & Beautification Board ("Parks Board"),
which will serve as the project's Citizens Advisory Committee. This meeting will
accomplish several pre-planning objectives:
1. Orientation. The City of Pearland and the primary Halff team will become familiar
with the project team structure and organization and arrive at a complete
understanding of the roles and responsibilities of all project participants.
2. Review of Key Issues. Key issues to be addressed during the course of the work
will be reviewed with staff and team members.
3. Schedule. Review contract schedule and establish key milestone dates.
B. Multi-Modal Master Plan Template. Halff will develop a project report template and
graphics program for formatting and organizing plan headings, figures,tables, maps,
and other graphics. Report organization options will be discussed with ECPD, PWD,
and PARD Project Directors(i.e.,Multi-Modal Master Plan with Parks,Recreation,and
Open Space Master Plan and Trails Master Plan as appendices; or three stand-alone
plans;or two stand-alone plans with.the Trails Master Plan as an appendix or chapter
within the Parks, Recreation,and Open Space,Master Plan).
C. Public Outreach Strategy. Following the project initiation teleconference, Half will
prepare a summary memorandum outlining the intended on-line and in-person public
outreach methods that will be utilized to ensure citizen participation in the parks and
recreation master planning process. The public outreach strategy will expand upon
this scope of work by listing outreach techniques,responsible parties,and anticipated
outreach schedule (See also Phase 2.0, Public Outreach; page 4).

D. QA/QC Plan. Halff will discuss with ECPD a proposed Quality Assurance/Quality
Control (QA/QC) plan to ensure the project proceeds and is completed according to
the City's objectives.
1.3 PRE-PLANNING AND BACKGROUND INFORMATION
Halff will conduct the following activities in analyzing baseline community conditions and
preparing for public outreach:
A. Assemble a List of Requested Files and Information.Halff will submit a list of required
information to ECPD/PWD/PARD staff,including most recent demographic data,parks
and trails usage data, recreational programs, budgets,ordinances, event inventories,
department and City capital improvement program(CIP),summaries of existing active
transportation facilities (sidewalks, ADA-accessible ramps, and trails); facilities and
equipment in each park, listing of HOA park locations, other applicable previous or
ongoing studies, and most recent GIS information.
B. Plan Review and Documentation. In conjunction with other requested data,
ECPD/PWD/PARD will provide Halff with a digital copy of all relevant City, regional, and
state plans, studies, policies, and programs that may influence the Master Plan. Halff
will review previously completed and on-going applicable concept plans, studies,
policies, programs,and processes to understand recent planning efforts and document
plan findings,including issues,opportunities and recommendations.
C. Develop Base Mapping. Halff will use background base data provided by
ECPD/PWD/PARD to prepare updated base maps of the City's network of sidewalks
and trails, and parks and recreation facilities, which includes areas within the City
limits; and may include other relevant properties within the City's extraterritorial
' jurisdiction (ETJ).
D. Demographic Profile. Halff will incorporate demographic and socioeconomic data
from the U.S. Census,from the City's 2015 Comprehensive Plan, and/or as compiled
by the City through other sources. Halff will utilize the population projections already
used by the City (if available) to determine per capita needs for the future. This data
will be incorporated into the final report document.
E. Comparison Communities. Halff and ECPD/PARD will jointly select up to six
"comparison communities" of similar size and/or character to Pearland to assist in
establishing benchmarks for future park land, facility, and recreational programming
recommendations. The six comparison communities will likely be drawn from the
City's 10 predetermined peer communities. References to some or all of the
comparison communities may be included in the plan document as appropriate
during the planning process.
F. Record of.Accomplishments. PARD will review the recommendations contained
within the most recent(2015) Parks and Recreation Master Plan and (2007) Pearland
Trail Master Plan,and provide Halff with a summary of accomplishments,and ongoing
activities related to parks and trails improvements. The City will also provide Half

with documentation from any recent or ongoing City surveys, departmental reports,
or planning processes that address public perceptions of recreational needs or
utilization of the City's park system.
PHASE 1,MEETING SUMMARY

Managers and support staff.
PHASE 1, ITEMS PROVIDED BY ECPD/PWD/PARD
As described in the task descriptions, including information requested by Halff, demographic
information as available, list of comparison communities, and record of park and trail
accomplishments.
PHASE 1,KEY DELIVERABLES
Key Phase 1 deliverables will include: A) Master Plan template; B) Public outreach strategy
memorandum; C) Sidewalks and Trails base map; Parks and Recreation Facilities base map; D)
QA/QC Plan, E) Demographic Profile; and F) "Request for information" spreadsheets.
PHASE 2: PUBLIC OUTREACH
On-site and on-line public outreach activities will occur throughout the project term. Phase 2
tasks include those project branding and online engagement activities that will be administered
on a recurring basis.
2.1 PUBLIC OUTREACH PREPARATION
Concurrent with the public outreach strategy developed in Phase 1 of the project, Halff will
begin behind-the-scenes preparation of principal public engagement activities. Key activities
will.include: on-line survey preparation; and the development of fliers, public service
announcements, press releases, etc. Materials and associated branding activities will be
prepared in partnership with the ECPD and PARD Project Managers and the City's Public
Information Office(PIO).
2.2 KICK-OFF MEETINGS, INTERVIEWS,AND TOUR(Visit#1)
A. Conduct Kick-off Meetings with ECPD/PWD/PARD Staff. As part of the public kick-
off, Halff will facilitate up to three individual or small group interdepartmental staff
kick-off meetings. This could include interviews with staff from the Departments of
Engineering and Capital Projects, Public Works, Parks and Recreation, Community
Development,Convention and Visitors Bureau; and Pearland Economic Development
Corporation; as well as appointed board and commission representatives and City
Administration. The purpose of these meetings is to introduce the project team and
to identify known issues,and opportunities related to the City's parks,recreation,and
trails system, and planning process. During visits to Pearland, Halff will plan for and
convene meetings with ECPD, PWD and PARD staff, as appropriate.

B. Existing Sidewalks and Trails, Park and Recreation Facilities and Programs Review.
ECPD, PWD and PARD staff will provide Halff staff with a tour of the City, which will
include park properties and facilities, areas with adequate sidewalks and trails, and
areas devoid of parks, sidewalks and trails; the objective of which is to provide Halff
with a first-hand perspective of the multi-modal active transportation-related, and
parks and open space-related issues,challenges,and opportunities facing the City.
C. Field Reconnaissance.While the ECPD/PWD/PARD-led sidewalks,parks and trails tour
is intended to provide an initial overview for HaIff of the key issues and opportunities
facing the City's active transportation connectivity and park and recreation system,
subsequent field reconnaissance and photo-documentation will be compiled by Halff
throughout the project,as necessary.
2.3 STAKEHOLDER MEETINGS
A. Visioning Meetings.Halff will meet with key community representatives to guide initial
plan goal and objective development, and SWOT (Strengths, Weaknesses,
Opportunities,and Threats)analysis. These listening sessions should be comprised of
10-15 people per meeting and are intended to identify important community issues
and their recommendations for the future of the City's park facilities, public grounds,
trails, and recreational programs. Meetings will be topical so that a more in-depth
discussion may occur on specific issues. It is understood, however, that some
attendees may participate in meetings based on time availability. Elected and
appointed officials should be invited to participate in the topical sessions of their
interest. ECPD and PARD staff should be invited to provide insight and expertise as it
relates to the acquisition,construction,operation,and maintenance of parks facilities
and recreational programs.
The following potential stakeholders are suggested (list not exclusive), and can be
altered based on suggestions by ECPD/PARD staff and officials:
1. Indoor recreation and services(e.g., Recreation Center and Natatorium users);
2. Outdoor recreation and passive park and trail users(e.g.,dog park users;walking,
running, and bicycling groups;sporting clubs; etc.);
3. Economic development and developer representatives;
4. Cultural, historical,and beautification groups; and,
5. General citizens (e.g., other key stakeholders or individuals who have been
involved with parks and trails system and/or recreational programming issues).
Halff will conduct four visioning meetings with representative groups. Meetings will be
during lunch or evening timeframes, will occur consecutively over a one to two-day
period, and be conducted in an informal "roundtable"format. (Note: These meetings
will occur in conjunction with Task 3.1.)
B. Strategy Meetings. At the request of PARD,Halff can convene up to two additional small
group or individual stakeholder meetings during Visit#1 to garner ongoing input and

2.4 PARKS,RECREATION,AND BEAUTIFICATION BOARD
The City's Parks, Recreation, and Beautification Board ("Parks Board") will serve as the
project's de facto citizens advisory committee. The Parks Board will guide the outcome of
this project and will provide preliminary review of proposed Plan findings and
recommendations.
A. Benchmark Meetings. Halff and the Parks Board will convene four "benchmark"
meetings with the Parks Board at key points in the planning process. At each
benchmark meeting Halff will present interim findings, deliverables, and facilitate
further discussions/exercises to guide the next steps in the planning process.
Benchmark meetings will occur as follows:
1. Project Kick-off(Visit#1).As part of the project kick-off held during Visit#1, Halff
will meet with the Parks Board to present an overview of the project and conduct
a visioning work session.
2. Review of Public Engagement and Preliminary Findings(Visit#3).Halff will meet
with the Parks Board and summarize the content of the preliminary plan elements
(as summarized later in this scope), and will include a summary of early public
engagement and key assumptions moving forward.
3. Parks and Trails System,and Recreational Program Recommendations(Visit#4).
Halff will meet with the Parks Board to discuss preliminary recommendations for
park land,trail,and facility level of service,recreational programming,and system-
wide operations.
4. Final Plan Review and Recommendation to Council(Visit#6).As part of Visit#6,
Halff will meet with the Parks Board to present the draft final plan (incorporating
comments received from the previous Parks Board meetings and public open
houses) so that an official adoption recommendation can be made by the Parks
Board to the City Council.
2.5 ON-LINE COMMUNITY SURVEY
A. Survey Purpose and Distribution. To solicit appropriate and specific feedback from
the citizens of Pearland, Halff will prepare and administer an extensive online
community survey as part of this project.The survey will address public recreational
preferences. Developing and administering the on-line citizen survey will include the
following:
1. Electronic on-line survey which will be posted using SurveyMonkey® and cross-
linked to the City website's home page, the PARD website's home page, and the
PARD Facebook site.
2. Survey announcements which can be transmitted electronically, or as part of a
newsletter or postcard in the mail,shall be drafted.

B. Survey Results and Feedback. The raw results of the online survey will be translated
and provided to PARD staff and a summary overview of pertinent results will be
included in the plan document.
2.6 PUBLIC OPEN HOUSES
A. Facilitated Meetings. Halff will facilitate two series of public open houses — both of
which will be advertised by Haiff, utilizing ECPD and PARD citizen databases,and staffed
by Halff and PARD — to provide opportunities for area residents to identify key
concerns, destinations, types of facility preferences, etc. Public meetings will occur
on consecutive evenings during two separate visits.This task includes two open house
series, as follows:
1. Visioning Open House (Visit #2). Visioning public open house meetings will be
structured to solicit preferences regarding public parks and recreational services. A
total of two visioning open houses will be conducted at strategic locations in the City.
These open houses will occur in conjunction with Phase 3.
2. Action Plan Open House(Visit#5). Action plan public open house meetings will offer
participants the opportunity to view and evaluate preliminary plan
recommendations and participate in prioritizing the parks master plan actions. A
total of two action plan open house meetings will be conducted at different locations
throughout the City. These open house meetings will occur in conjunction with Task
5.2.
B. "Meetings In-a-Box."Materials created for Halff-facilitated public open house meetings
will be transportable so that PARD staff may independently conduct additional open
houses throughout Pearland. Materials will include presentation boards, maps, sign-in
sheets, and other accessory items. Halff and PARD will agree in advance to the
timeframe within which complimentary PARD-administered open houses should occur.
(Note: If deemed necessary, the City will provide Spanish interpretation services at public
open houses. Halff can provide a Spanish-speaking staff member if needed. Boards and
written materials will be in English only).
2.7 COMMUNITY EVENT PARTICIPATION
Halff staff will participate in two annual community events; and will set up and attend a
booth to.display Parks Master Plan illustrative exhibits, involve interested residents in
short surveys and other quick exercises geared to solicit their input, and discuss their
aspirations and concerns regarding Pearland's system of parks and trails,and recreational
programs.

PHASE 3: MULTI-MODAL MASTER PLAN
Within the City's Annual Sidewalk and Maintenance Repair Program (2016) it was stated that, "a
recent inventory and assessment survey was completed and determined that the City has 2.5
million linear feet or 476 miles of sidewalk in the ROW, and nearly 300 million square feet of
sidewalk and 4,151 ADA ramps." The Multi-Modal Master Plan will incorporate the future
implementation plans outlined within the 2007 Trail Master Plan and Sidewalk Program.The goal
and geographic focus of the plan will be to provide convenient pedestrian and bicycle access to
schools,activity centers,transit routes,parks,and other recreation areas through the creation of
a continuous, safety-oriented, system of sidewalks, bikeways, greenways, and trails in and
around the City.
Active.transportation (sidewalks and trails)goals, objectives, levels of service, and needs will be
informed by a combination of demand-based, standards-based, and resource-based
assessments, prepared through the combined activities described in Phases 2 and 3 of this scope
of work.
3.1 TRAILS AND SIDEWALKS GAP ANALYSIS AND CONNECTIVITY IMPROVEMENTS
In order to plan for land and right of way acquisition, identify future capital projects, and
develop strategies to implement new active transportation policies and procedures, Halff
will review Pearland's Trail Master Plan (2007) and evaluate potential improvements
through conducting a connectivity and facility gap analysis and Pedestrian and Bicycle and
bicycle Level of Service (PLOS and BLOS) analysis of the City's system of active
transportation facilities, including sidewalks, trails, curb cuts and crosswalks, .and
associated wayfinding needs.
A. Destination Analysis
Utilize the City's Future Land Use Plan (from 2015 Comprehensive Plan) to identify
existing and proposed destinations(according to land use), including:

trailheads, major employers, carpool.The plan will focus on these areas for sidewalk
and trail review, analysis, and recommendations. Destinations will be rated based on
evaluative criteria, including the need for sidewalk rehabilitation, upgrades, and
location (areas within a one-quarter mile from the destinations will be given medium
priority and areas within a one-half mile distance will be give lower priority.
The City shall verify the accuracy of both Thoroughfare Plan (2018) and Future Land
Use Plan (2015) and identify any revisions that warrant consideration.
3.2 CORRIDOR ANALYSIS
A. Existing Conditions Analysis.
1. Utilize the City of Pearland's Thoroughfare Plan to analyze right of way widths
along existing and proposed Major Thoroughfares, Secondary Thoroughfares,
Major Collector Streets and Minor Collector Streets within the City limits to
determine capacity to support an active transportation facility (off-street
recreational trail,sidewalk).
2. Identify principal north-south and east-west corridors and determine the
presence of and potential for existing active transportation facilities.
3. Identify and map all pedestrian and bicycle-bicycle-vehicular conflict areas
(particularly designated truck routes.
4. Identify and map all public transit routes and stops, and safety zones.
5. Analyze riparian corridors (creeks, bayous), drainage ways, and utility easements
for potential pedestrian and bicycle facilities.
B. Opportunities Analysis
1. Incorporate proposed improvements depicted within the City's 2019-2023 Capital
Improvement Projects—Streets Map.
2. Corridor Prioritization. Prioritize key corridors for active transportation spines.

3.3 NEIGHBORHOOD ANALYSIS
Delineate the principal neighborhoods and subdivisions and determine gateways and
"entry points. The main focus of analysis will be the degree to which neighborhoods,
subdivisions, and Planned Development Districts (PDs) are connected to schools, parks,
retail centers, etc., with pedestrian and bicycle facilities (i.e., sidewalks and recreational
trails).
Note 1: It will be assumed that residential PDs (as depicted on the City's 2018 Planned
Development Districts Map),and Subdivisions(as depicted on the City's 2018 Residential
Subdivisions and Apartments Map)will contain adequate sidewalks.
Note 2: Municipal Utility Districts (MUDs) and areas within the City of Pearland's
Extraterritorial Jurisdiction (as depicted within the City's 2018 Municipal Utility Districts
Map)will not be included within this analysis).
3.4 REGULATORY ANALYSIS
Analyze City's Code of Ordinances to determine sidewalk location, alignment, and width
requirements (i.e., Sec. 7%-10. - Sidewalk Standards; Sec. 26-2. - Specifications for
Sidewalks, Curbs and Gutters;Sec.29-337.- Use of Sidewalks and Safety Zones.).
3.5 CONNECTIVITY ANALYSIS.
Evaluate existing active transportation connectivity, and the barriers to connectivity
within the City limits. Barriers may include challenges (pedestrian-bicycle-vehicular
conflict areas;corridors which lack adequate right-of-way width to include a pedestrian/
bicycle facility;facilities in poor/substandard condition), and opportunities
A. Initial Review of Sidewalks and Trails
Conduct a cursory review of Open, and Open/Restricted sidewalks and trails will be
completed through a review of recent aerial photography(2018 Near Map and Google
Earth Pro) within the defined destinations, which include districts, neighborhoods,
and corridors.
B. Field Review of Sidewalks and Trails
Upon completion of the initial review of sidewalks and trails, Halff will begin the
detailed field assessment within the defined destination areas.Assessment will be on
a block by block basis and will include whether a sidewalk exists,the width,condition,
presence of mow strip,the surface type, curb cuts, ramps, crosswalks, and additional
notes on thoroughfare speed limits, presence of on-street parking, street trees,
pedestrian and bicycle amenities, etc.
C. Sidewalk Mapping and inventory
Halff will use the Field Review to inventory each destination sidewalks and trails and
update the City's GIS sidewalk and trail data and maps.

D. Pedestrian and Bicycle Level of Service(PLOS)Analysis for Sidewalks and Trails
While a level of service methodology is intended to be used to assess the most crucial,
especially safety related, factors affecting pedestrian and bicyclists' crossing at
signalized intersections. A PLOS model also incorporates "quality of service" by
accounting for measures like comfort, safety, and ease of mobility; as the primary
impediments to comfort and safety for pedestrian and bicycles crossing at signalized
intersections are crossing distance and conflicts with turning vehicles. Vehicle
volumes and speeds are factors as well, but are tempered by the presence of the
traffic signal, its phasing, and/or physical characteristics of the intersection. A PLOS
model can help determine areas where bicycle and pedestrian and bicycle levels of
service are insufficient and identify possible safety problems. A PLOS model will be
developed for the City's existing sidewalks and trails that will include analysis of the
following factors in addition to capacity:
1. Accessibility
2. Pedestrian and bicycle safety and security on the sidewalk and in the crossing
environment(i.e,crossing distance);
3. Signal phasing and timing.
4. Average pedestrian space (also called "circulation area") is the amount of
sidewalk available to pedestrians and bicyclists traveling along a segment
(based on pedestrian and bicycle flow rate, average walking speed, and
effective sidewalk width/person.
5. Convenience and connectivity to community destinations such as stores,
businesses,transit, and other pedestrian and bicycle linkages and
attractions;
6. Amenities such as aesthetically pleasing buildings and landscaping, shade,
well-maintained and adequate sidewalks, and street furniture; and
7. Comfortable street and sidewalk activity.
E. Conceptual Development Plan
A plan will be prepared to depict locations for proposed active transportation
improvements, including sidewalks and trail design, crossings (curb cuts and
crosswalks), wayfinding (based on Texas.Manual on Uniform Traffic Control Devices
[TMUTCD] standards, and other pedestrian and bicycle amenities, as appropriate
(street trees,streetscape furnishings,etc.)to improve pedestrian and bicycle comfort

3.6 BASE MAP PREPARATION
A. Update the City's ROW Assets GIS Shapefile.
1. Update the GIS shapefile to include the location, width and conditions of all
existing sidewalks and curb cuts that have been constructed since 2016.
2. Prepare a base map with which to depict existing conditions analysis and
recommendations, for inclusion within the Parks Master Plan report.
PHASE 3 KEY DELIVERABLES
Key Phase 3 deliverables will include:
A)Goals; B)A summary of sidewalk and trail needs in text,table and map format; C) PLOS analysis
and findings, in narrative, tabular and map format; D) Key recommendations for new and existing
sidewalks and trails and actions for inclusion in Master Plan implementation program (delineated
by City Council District); E) Sidewalk / Trail Conceptual Development Plan maps and illustrative

PHASE 4: PARKS, RECREATION AND OPEN SPACE MASTER PLAN
Much of the Plan report content will be generated through the initiation and completion of tasks
listed in this phase of the scope of work. Many of these tasks will occur concurrent to those tasks
listed in Phase 2: Public Outreach.
Parks, recreation and open space goals, objectives, levels of service,and needs will be informed
by a combination of demand-based, standards-based, and resource-based assessments,
prepared through the combined activities described in Phases 2 and 3 of this scope of work.
4.1 PARKS AND OPEN SPACE INVENTORY
A. Map Parks,Public Grounds,and Open Spaces by Type. Existing parks/trails inventory
data will be provided by PARD staff and will include the number and type of parks,
public grounds, or other open spaces owned and maintained by the City of Pearland,
or other public or quasi-public recreational service provider. From this data, Halff will
map the general geographic location of all parks, public grounds, and other open
space properties in Pearland.
Assets to be shown include:
1. Existing parks, recreation facilities, public grounds(civic spaces),open spaces,and
trails;
2. Existing recreation facilities;

via intergovernmental agreement, lease, or other contract(e.g., ISD facilities);
4. Private or quasi-private recreation facilities (including homeowners association
parks and facilities), as identified by PARD staff and where necessary on-the-
ground confirmation of new non-city park facilities as identified by staff;
5. City-owned properties, including undeveloped properties; and
6. Public and/or quasi-public transmission/utilities easements.
B. Field Review of Existing Parks, Open Spaces, Trails and Sidewalks. During Visit#1,
Halff will conduct a reconnaissance of key parks and trails in Pearland,as identified by
PWD and PARD.This task will include photographs, notes regarding characteristics of
each park.
C. Prepare a Tabular Summary of Facilities. From the base park, open space, sidewalks
and trails inventory provided by PARD staff, Halff will work with PARD staff to verify
recreational facility and equipment inventories within each applicable property.
Facility inventories will be prepared in a tabular format.
4.2 PARK CONDITIONS ASSESSMENT
In conjunction with the parks and open space inventory(Task 3.1), Halff will prepare an
assessment of existing park conditions for all publicly accessible parks, public grounds,
and open spaces maintained by the PARD. The park conditions assessment relies on a
visual survey to evaluate the general condition of park buildings, structures,facilities,
and surfacing. Numerical rankings are applied to each facility and composite scores are
applied to each park property to determine where facility replacement,rehabilitation,
or reconstruction is most warranted.
4.3 REFINE/ADD TO GOALS AND OBJECTIVES
A. Halff will evaluate previous long-term parks and recreation goals and objectives for
the City, to serve as an initial list of guiding principles, and subject to further
modification by PARD staff, the Parks Board, and other planning participants during
the planning process.
B. Where applicable, initial goals and objectives will be based on previous Parks Master
Plan goals, as well-as other policy statements included in existing City plans and
studies, in order to promote compatibility(e.g.,the City's 2015 Comprehensive Plan).
C. Halff will review existing or proposed goals and objectives with ECPD and PARD staff,
and the Parks Board, and will modify as appropriate per comments received.
4.4 PARKS AND OPEN SPACE LEVEL OF SERVICE
The results of the parks and open space inventory(Task 3.1)and parks condition assessment
(Task 3.2)will be used to verify current park land and recreational facility levels of service by
type,and to develop new targeted levels of service.

A. Calculate Current Level of Service (CLOS). Halff will review the 2015 Parks, Recreation,
and Open Space Master Plan Update and notes summarizing public comments received
during public open houses to identify existing park land and facility standards, and to
determine if recommended adjustments or new standards are appropriate.
B. Develop Target Levels of Service(TLOS). Halff and PARD staff will develop a TLOS for
park land, amenities;and facilities to meet the needs of current and future projected
populations. Information from PARD-Halff selected 'comparison communities' and
other regional or national (Nation Recreation and Parks Association) benchmarks will
be utilized to establish TLOS goals.
4.5 PARKS&OPEN SPACE NEEDS ASSESSMENT(GAP ANALYSIS)
A. Written Summary. Halff will prepare a written summary of park system needs, to
include areas of significant deficiencies, in terms of land area, connectivity, and
specific facility types. Halff will compare recommended TLOS standards to actual
conditions to determine deficiencies Citywide and within individual City Council
districts or other planning sub-areas as agreed upon by PARD and Halff.
B. Mapping. Halff will prepare maps as appropriatethat demonstrate key needs based
on geographic distribution, proximity to park land, and the presence of accessible
routes.
4.6 CURRENT RECREATIONAL PROGRAMMING
Halff will compare the results of initial public engagement activities to the current
recreational programs, events, and activities offered by the City of Pearland and other
providers (private sector, non-profit) to assess opportunities for program enhancements,.
additions, or other adjustments. 'Event' assessment will be limited to athletic tournaments
and other similar activities for which the PARD is the principal sponsor and administrator(as
opposed to events sponsored by the Convention and Visitors' Bureau, Economic
Development Corporation,etc.). Recreational program assessment activities include:
A. Recreational Program Inventory and Assessment.
1. Program Inventory. PARD will provide Halff with an inventory of recreational
programs, events, and activities, including dates/times and frequency offered,
capacity,and participation rates and trends.Program information will include details
on contracts with service providers (i.e., lifeguards, instructors, etc.). PARD will
provide Halff a consolidated spreadsheet of program, event, and activity
expenditures and revenues.
2. Program Assessment. Halff will work with PARD staff to identify programming gaps
identified during community engagement activities, analysis of facility usage, and
identification of facility usage and needs (based on information provided by PARD).
Recommended programadjustments will be incorporated into the draft
implementation program for public review.

4.7 OPERATIONAL ANALYSIS
A. Analysis. Half will utilize available City data to assess the relative fiscal health of Parks
and Recreation Department operations. Subject to sufficient data,operational analyses
may include: trends in operating expenditures per capita, and per park land acreage,
revenues per capita,and associated cost recovery for operations.
B. Anticipated Operational Needs. Baseline operational assessments will be compared to
proposed plan actions and capital projects to inform potential adjustments to
operational expenditures and revenue sources. Findings and recommendations will
correspond to the Master Plan's Implementation Action Plan.
C. CAPRA Accreditation Requirements. Half will provide a matrix of annual CAPRA
accreditation requirements, including developing the PARD's five-year self-assessment
report,annual continued compliance report,and preparing for the Commission's on-site
visitation,and associated schedule for PARD staff to utilize to account for and document
completion of accreditation requirements.
4.8 CONCEPTUAL DEVELOPMENT PLAN FOR HUNTER PARK
Half will prepare a conceptual development plan for the Hunter Park property, which is
a neighborhood park (although it could serve to fulfill a community park level of service)
located at the intersection of E. Orange Street and N. Grand Boulevard. The conceptual
development plan will include a facilities improvement program and illustrative site plan,
prepared in manuscript and electronic format, and potential costs at a pre-design level.
The conceptual development plan will:
A. Provide and prioritize a list of park enhancements which could expand and improve
visitation and usage of the park; and may augment the City's parks capital
improvements program;and,
B. Create a long-term vision for the park so that recommended improvements work
towards preferred community identified outcomes.
Strategies for linkages to other City destinations (including the need for a bridge to
link with an existing trail), potential phasing and consideration of opportunities for
grant funding will be considered. Stakeholder and citizen input will be incorporated
into the engagement process outlined in Phase 2 above; and, the concept would be
presented as part of the public review noted in Phase 5.
As presented, preparation of a conceptual development plan assumes coordination
and visioning activities with PARD staff and Parks Board during a visit previously

5.2 IMPLEMENTATION ACTION PLAN
A. Work Program. Based on the current and anticipated growth in the City, Half will
evaluate and provide recommendations to address the specific park land, trails,
facility and equipment deficits and condition-related issues identified throughout the
master planning process. Recommendations will be both Citywide and divided by City
Council district. Recommendations will include a combination of:
1. Prioritized physical improvements(for example:addition of loop trail, parking lot
expansion, pavilions,etc.)accompanied by order of magnitude costs;and,
2. Descriptions of additional long-term system wide enhancements.
B. Parks Capital Improvements Program. Specific capital projects derived from the work
program recommendations will be identified and prioritized. Associated 'order of
magnitude'costs will be included. The Master Plan's capital program does not replace
or supersede the City's official Parks Capital Improvements Plan (CIP), but merely
provides a list of potential projects that the Mayor and City Council may wish to add
to the municipal CIP ata future date.
C. Funding Program. The lists of park land and right-of-way acquisitions and physical
improvements contained in the work program and parks capital improvements
program will be augmented by an overview of recommended funding sources to
support capital investments. Capital funding sources will be considered in addition to
the funding sources recommended in conjunction with Task 4.7 for park system
operations and maintenance.

Plan document to the Parks Board, solicit review comments, and address

learn about the Master Plan prior to the public hearing. A final document will be
submitted to PARD staff for approval by the City Council.
C. City Council Public Hearing and Consideration of Adoption(Visit#7).Halff,along with
ECPD and PARD staff,will present the final Master Plan document to the City Council
at a public hearing.This will include a recommendation from the Parks Board.
6.3 PREPARE ADOPTED PARKS MASTER PLAN AND EXECUTIVE SUMMARY
A. Submit Final Document Original. Halff will provide electronic versions of all original
files related to the Master Plan, and five full-color, printed and bound copies of the
adopted Master Plan.
B. Executive Summary
Halff will prepare an Executive Summary of the Parks Master Plan. The Executive
Summary will be a short(15-20 page average),graphically rich,stand-alone document
that will summarize the key goals and recommendations of the Master Plan. As with
the Master Plan, Halff will provide five full-color, printed and bound copies of the
Executive Summary, including electronic versions of all original files.
C. Additional Copies. Printing of additional copies beyond that identified in 5.3(a),
above, shall be considered an additional service.

Multi-Modal Active Transportation Master Plan
The City of Pearland's Engineering&Capital Projects Division("ECPD"), Public Works Department
("PWD"), and Parks and Recreation Department ("PARD") will provide administrative and
technical support services to assist Halff Associates (hereafter "Halff") in performing the Scope
of Services described in Exhibit A.The support services to be provided by the City will include the
following types of services and tasks:
• Identify a single individual as ECPD's Project Director,who will serve as a primary point of
contact and source of day-to-day work program direction for this collaborative planning
effort involving both ECPD and Halff personnel, resources and capabilities.
• Identify a single individual as PWD's Project Director,who will serve as a primary point of
contact and source of day-to-day work program direction for this collaborative planning
effort involving both PWD and Halff personnel, resources and capabilities.
• Identify a single individual as PARD's Project Director, who will serve as a primary point
of contact and source of day-to-day work program direction for this collaborative
planning effort involving both PARD and Halff personnel, resources and capabilities.
• Provide all available data, maps, aerial imagery, previous reports/plans/studies,
ordinances and resolutions,and other information that is available and applicable to Halff
in digital or printed format and is pertinent and necessary for development of interim and
final deliverables.
• Assist Halff in establishing contacts with agencies and organizations for data collection
and coordination purposes.
• Ensure that key City personnel, and elected and appointed officials, will participate as
needed in the planning process and be available upon request, through arrangements
made by PARD's Project Director,to provide information and referrals and offer opinions,
insights and suggestions that are necessary for completion of the project.This will include
potential formal or informal meetings and briefings with the City Council and parties as
specified in Exhibit A,Scope of Services.
• Upon project initiation PARD's Project Director will,coordinate with Halff to transfer
spatial data and mapping that the City can make available for the project, including data
sets and GIS coverages (and AutoCAD layers, as useful and appropriate) already
developed/maintained by the City for its entire planning area or readily available to the
City from other sources. The City will be responsible for ensuring that GIS data obtained
for this project is compatible, including projections and other formatting elements.

• Reproduce and forward each draft project deliverable submitted by Haiff (via email) to
PARD staff members, elected and appointed officials, and other project participants as
appropriate.
• Conduct public information activities in conjunction with major public meetings/events
and other project milestones. The City will be responsible for news media contacts,
preparation and distribution of news releases and any other public information materials,
promotion and advertising for all public events and citizen surveys, and posting of
meeting notices and project information and updates on the City's website and on the
City's Facebook/social media platforms.
• Use the City's and PARD's websites and social media site (e.g., Facebook)to disseminate
information and inform, update and educate the public about the ongoing project. As
necessary, Halff will provide already-completed interim documents or GIS maps in an
Adobe PDF format,which can be easily posted on the City's website.
• Arrange and provide use of public meeting facilities for each scheduled public
involvement event and meeting identified in Exhibit A, Scope of Services, including
adequate setup for presentations (PowerPoint projector, sound system, screen or white
wall, reduced lighting, extension cords and multi-plug power strips, easels, flip pads and
markers, etc.). The City's support services will include providing public and news media
notification of public meetings, preparing sign-in sheets, producing/mailing/distributing
notices,and reproducing agendas and other handout materials. Halff will be responsible
for presentations and preparation of necessary graphic aids for all meetings. PARD will
also be responsible for inviting members of the City's elected and appointed councils,
boards, and commissions, and representatives of other key agencies and community
organizations,to attend public meetings related to the planning process.
• Commit the necessary resources to prepare adequately for the promotion of citizen
participation in,and media coverage of, key community involvement events. PARD might
consider inviting other community organizations to co-sponsor or "co-host" such key
events and provide further logistical support.
• Consider and act on all deliverables and other interim work items submitted by Halff that
require ECPD/PWD/PARD review, comments or approval within a reasonable period to
enable the Halff to complete the work on schedule. Specific timeframes for such PARD
response will be incorporated into the detailed project schedule cited in Exhibit A,Scope
of Services.
• Provide Halff written summaries, and copies of any handouts/materials,from all project-
related meetings not attended by the Halff.
• Provide such public notice of meetings and hearings as is required by law or deemed
desirable by PARD.
