PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS,
HELD ON JULY 29, 1991, AT 7:30 P. M. IN THE COUNCIL CHAMBERS,
CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS

PURPOSE OF THE HEARING:
APPLICATION NO. 23, REQUEST OF JIM SMYTHE, AGENT FOR GOLF -
CREST COUNTRY CLUB, OWNER, FOR AN AMENDMENT TO THE LAND USE
AND URBAN DEVELOPMENT ORDINANCE OF SAID CITY FROM CLASSIFI-
CATION R-1, SINGLE FAMILY DWELLING DISTRICT, TO R-3, PUD,
SINGLE FAMILY DWELLING DISTRICT, PLANNED UNIT DEVELOPMENT,
ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT:
A 4.6056 Acre Tract of the W.D.C. Hall Survey, A-23, as
Recorded in Volume 7259, Page 5, of the Deed Records of
Harris County, Texas. (2700 Block of Country Club
Drive)
SPEARING FOR THE PROPOSED REQUEST:
1. Al Lentz, 5703 Rockland. Mr. Lentz stated he was the engi-
neer on this proposed development and discussed lots sizes,
densities, platting procedures, and stated the proposed
homes would be within the integrity of the area.
2. Dick Johnston, 2311 Green Tee Drive. Mr. Johnston explained
he was speaking in behalf of the Golfcrest County Club's
Board of Directors and explained the club's stockholders had
authorized the sale of this land in December, 1989. Mr.
Johnston stated he felt the proposed development will be an
asset to Green Tee and home values will be protected.
3. Ed Bickford, Brickland Homes, Inc. Mr. Bickford described
the type of custom home his company builds and explained
some of the specifications these homes will meet.
4. Evelyn Brennan, Friendswood. Ms. Brennan stated she repre-
sented three families and would like to see homes of this
type built so that she could purchase one.
5. Jim Smythe, President of Golfcrest Country Club. Mr. Smythe
asked permission to have those in the audience in favor of
this zone change stand up.
SPEAKING AGAINST THE PROPOSED REQUEST:
The following, among others, spoke against the proposed zone
change request.
1. Ken Sullivan, 2309 Calloway. Mr. Sullivan explained he was
a Green Tee property owner with plans to build a home across
from the proposed development. He commented on the possi-
bility of increased flooding and stated he did not wish to
look out at an entire row of garages. In closing, he stated
he did not feel he could build and feel secure in his in-
vestment.
2. Barbara Bamburg, 2824 Country Club Drive. Ms. Bamburg spoke
against rezoning for financial gain and stated she felt
flooding and drainage problems would be increased as well as
traffic. ,
3. Pat Campbell, 3007 Country Club Drive. Mr. Campbell ques-
tioned whether all those who stood.up signifying their
approval of the proposed zone change were residents of Green
Tee.
4. Cole Crowder, 2722 Country Club Drive. Mr. Crowder stated
that many who stood to show their approval were not Green
Tee residents.
QUESTION AND ANSWER PERIOD:
The Council and Commission discussed the number of homes in Green
Tee, the percentage of residents belonging to the country club,
plot plans, square footages of the proposed homes, setback lines,
deed restrictions, drainage, and planned unit developments.
