PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS,
HELD ON JUNE 25, 1991, AT 7:30 P. M. IN THE COUNCIL CHAMBERS,
CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS

PURPOSE OF THE HEARING:
APPLICATION NO. 22, REQUEST OF FIRST NATIONAL BANK, OWNER,
FOR AN AMENDMENT TO THE LAND USE AND URBAN DEVELOPMENT
ORDINANCE OF SAID CITY, FROM CLASSIFICATION R-3, SINGLE
FAMILY DWELLING DISTRICT, TO M -F, MULTI -FAMILY DWELLING
DISTRICT, ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT:
6.01379 ACRES, OUT OF A 172.0566 ACRE TRACT OUT OF
TRACT 1, THOMAS J. GREEN SURVEY, ABSTRACT 198 OF THE
DEED RECORDS OF BRAZORIA COUNTY, TEXAS (ALEXANDER LANE)
SPEAKING FOR THE PROPOSED REQUEST:
1. A. Harrel Blackshear, Agent for First National Bank.- Mr.
Blackshear introduced himself and others who would be speak-
ing in favor of rezoning this property and stated that the
Bank had foreclosed on this property in 1988 and had no
offers on this property until now. He stated he felt multi-
family would be a good usage as there were other similar
usages nearby.
2. Jim McKendree, 2006 E. Broadway. Mr. McKendree stated he
felt the highest and best usage of the property would be
multi -family.
3. Malcolm Collins, Coenco Engineers. Mr. Collins stated from
an engineer's point of view, multi -family would be a wise
usage of the land.
4. Roy Dickson, 4822 Post Oak Timbers, Houston. Mr. Dickson
stated he was the developer for this acreage and stated he
would like to construct a quality apartment project.
SPEAKING AGAINST THE PROPOSED REQUEST:
Planning and Zoning Chairman Al Lentz read into the records two
letters from interested parties stating their opposition to the
proposed zone change.
A number of people spoke against the proposed request citing
among various reasons the following: increased traffic, drain-
age, flooding, increased crime rate, population densities,
decrease in property values, and expected quality of life in the
City.
The following, among others, spoke against the proposed request.

10. Warren Jones, 2906 London Court
QUESTION AND ANSWER PERIOD:
There followed a general discussion between Council, Planning
Commissioners, and Staff regarding surrounding property zoned
multi -family, densities, grandfathering, and single family dwell-
ing districts.
