MINUTES OF A JOINT PUBLIC HEARING BY THE CITY COUNCIL AND THE
PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS,
HELD ON APRIL 29, 1991, AT 7:30 P. M. IN THE COUNCIL CHAMBERS,
CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS
The Hearing was called to order with the following present:

Absent from the Hearing: Commissioner Mary Starr.
It was the consensus of the Council that this application would
be placed on the May 6, 1991, Special Meeting for Council's
consideration due to the upcoming election and changes in Council
personnel.
Mayor Coppinger asked that any petitions to be submitted from the
audience be given to Al Lentz, Chairman of the Planning & Zoning
Commission, at this time.

PURPOSE OF THE HEARING:
APPLICATION NO. 21, REQUEST OF DANIEL D. RUCKER, AGENT FOR
RAMONA CRADOCK ET AL, OWNER, FOR AN AMENDMENT TO THE LAND
USE AND URBAN DEVELOPMENT ORDINANCE FROM CLASSIFICATION R-1
TO CLASSIFICATION R-3 ON THE FOLLOWING DESCRIBED PROPERTY,
TO -WIT:
Block 8, Lots 10-11, Hoidale Subdivision, Abstract 111,
Perry & Austin Survey (11.71 acres)
SPEAKING FOR THE PROPOSED REQUEST:
1. John Garner, 3301 Federal, Pasadena, Texas. Mr. Garner
stated he was the consulting engineer on the proposed
project and he is available this evening to answer any
questions regarding this proposed extension of existing land
use.

2. Daniel Rucker, agent for the proposed zone change. Mr.
Rucker stated he was in a partnership that proposed to
develop this area in keeping with the adjacent Hazeldale
Subdivision developed by Mr. Barnett. He discussed lot
sizes and area traffic, and stated he would hopefully be
able to address all reasonable objections.
3. George Slaughter, President of Profited Investors, Inc. Mr.
Slaughter stated he is president of the corporation which
hopes to develop this area and would be willing to address
questions for interested parties and suggested that resi-
dents in Hazeldale might need another exit out of their
subdivision.
4. Linda Heder, one of the owners of the property. Ms. Heder
stated she felt the developers had given much attention to
the concerns of area property owners.
SPEAKING AGAINST THE PROPOSED REQUEST:
A number of people spoke against the proposed request citing
among various reasons the following: increased traffic, prefer-
ence for the R-1 zone rather than an R-3, drainage, flooding,
strain on city services, increased taxes due this possible in-
crease in city services, and increased crime rate.

In addition, Planning & Zoning Chairman Al Lentz also introduced
into the record a letter signed by four homeowners in opposition
as well as two petitions, one containing 33 names and the other
containing 95 names.
QUESTION AND ANSWER PERIOD:
There followed a general discussion between Council, Planning
Commissioners, and Staff regarding lots sizes, actual amount of
acreage to be rezoned, traffic, and provisions for city services.
