A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, APPROVING WORK AUTHORIZATIONS #7 AND 8 FOR SURVEY,
H & H DESIGN, TRAFFIC CONTROL, GEO-TECHNICAL, AND WPPP
SERVICES FOR GROUP NUMBERS 2 AND 3 OF THE MISCELLANEOUS
ROAD IMPROVEMENT PROJECTS ASSOCIATED WITH THE PEARLAND
MOBILITY AND DRAINAGE BOND PROGRAM.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain contract by and between the City of Pearland and Turner,
Collie and Braden, Inc., (% C & B) for Program Management of the Pearland Mobility and
Drainage Bond Program was authorized by the City Council on December 10, 2001.
Section 2. That T C & B has developed work authorizations #7 and 8, which are
attached hereto as Exhibits "A" and "B" respectively.
Section 3. That work authorizations numbers 7 and 8 for survey, H & H, design
traffic control, geo-technical, and WPPP services for group numbers 2 and 3 of the
Miscellaneous Road Improvement Projects are hereby approved.

This Work Authorization is made pursuant to the terms and conditions of the Pearland
Mobility & Drainage Bond Program, hereinafter identified as the "Contract", entered into
by and between the City of Pearland ("City"), and Tumer Collie & Braden Inc.
("Engineer).
PART 1. Work Authorization No. 7 is related to Miscellaneous Road Improvement
Projects, Group ~kincluding; Cullen at Hughes Ranch, Cullen at Brookside, Dixie Farm at
McDonald, and Dixie Farm at McGinnis intersections. The Engineer will perform
Topographic Survey services and Geotechnical Investigation under this Authorization.
PART 2. The maximum amount payable for services under this Work Authorization is
$109,365.00. This amount is based on the following: See attached fee proposals
submitted by: JNS Consulting Engineering, Inc. for Survey Engineering for Basic Design
Services, Drainage Report, Traffic Control and SWPPP dated March 25, 2002 in the
amount of $104,325.00 and Paradigm Consultants, Inc.for Geotechnical dated March 20,
2002, in the amount of $5,040.00.
PART 3. Payment to the Engineer for the services established under this Work
Authorization shall be "Lump Sum".
PART 4. This Work Authorization shall become effective on April 8, 2002 and shall
terminate on November 12, 2005, unless extended by a supplemental work authorization.
PART 5. This Work Authorization does not waive the parties' responsibilities and
obligations provided under the contract.
PART 6. This Work Authorization is hereby accepted and acknowledged below.

J'NS Consulting Engineers, Inc. is pleased to pre~ent this proposal for professional engine~ing
and surveying services for the above ref~onced project. The proposed scope (see attached) is for
the preparation of construction drawings and documents for the addition of left turn Ides and
asphalt overlay of four (4) intersect/ohs. Th/s includes lengthening existing culverts, signing,
striping and traffic buttons, traffic control during construction, SWPP Plan and traffic signal
modifications on Cullen Road at Hughes Ranch Road and, possibly, Cullen Road at Brookside
Road. The intersections are Cullen Road (FM 865) at Hughes Ranch Road and Brookside and
Dixie Farm Road at McGinrds Road and McDonald Road. We will utilize the following
companies to perform the services shown:
1. JNS Consulting En~neers, Inc.- Engineering for paving, drainage, traffic control and
SWPP Plan.
2. Jigs Consulting Engineers, Inc.- Topographic and ROW Surveys.
3. TED$I Infrastructure Group - Traffic signal modifications.

PROPOSAL FOR
GEOTECHNICAL ENGINEERING STUDY
CITY OF PEARLAND MOBILITY AND DRAINAGE PROGRAM
WORK AUTHORIZATION NO. 7
PEARLAND, TEXAS
Presented here is our revised proposal to conduct a geotechnical engineering study of the City
of Pearland Mobility and Drainage Program, Work Authorization No. 7. This proposal is
submitted in response to your request dated March 12, 2002.
In accordance with the Texas Professional Services Procurement Act (Government Code-
Chapter 2254), we understand that Paradigm Consultants has been selected to enter into
negotiations for this project and that competitive bid proposals from other firms will not be
obtained. This proposal will be void if competitive bid proposals are obtained.
Project Description
Work Authorization No. 7 includes modifications to four street intersections, as follows.
· Cullen Boulevard at Brookside Road
· Cullen Boulevard at Hughes Ranch Road
· Dixie Farm Road at McDonald
· Dixie Farm Road at McGinnis
We understand that all four intersections include an asphalt pavement. Information from
Turner, Collie & Braden, Inc., indicates the planned modifications typically include the addition
of left turn lanes and limited widening to increase the turning radius.
Scope of Study
The objectives of the proposed geotechnical study are to evaluate the subsurface conditions at
each of the intersections and to develop pavement design recommendations. To accomplish
these objectives, the proposed scope of study will include the following tasks.
1. Drilling soil borings to explore subsurface conditions and to obtain soil samples for
laboratory testing. The specified soil boring program includes one boring at each of
the four street intersections. We propose to drill the soil borings to a depth of 6 ft.
The soil borings will be typically located outside the current paving limits.

2. Conducting laboratory soil tests on selected soil samples to aid in soil classification
and evaluation of soil properties. We have made provisions to conduct the following
soils tests at each boring location.
·water content
· Atterberg limits
· unconfined compression
3. Providing a geotechnical engineering report that will include the following items.
· general soil and groundwater conditions
· design pavement thicknesses for various traffic loadings
Project Budget
The lump sum cost to provide the services described herein is $5,040. This budget is based
upon the following assumptions.
1. The pavement design will be based on assumed soil values.
2. We have included provisions for traffic control including cones, signs, and one
flagman.
3. The soil borings will be located by approximate methods. No provisions have
included for surveying the boring locations, as necessary.
No provisions have been included to evaluate the existing pavements.
A single report will be issue for Work Authorizations 7 and 8 combined.

Dear Mr. Keller:
JNS Consulting Engineers, Inc. is pleased to present this proposal for professional engineering
and surveying services for the above referenced project The proposed scope (see attached) is for
the preparation of construction drawings and documents for the addition of left turn lanes and
asphalt overlay of four (4) intersections. This includes lengthening existing culverts signing,
striping and traffic buttons, traffic control during construction, SWPP Plan and traffic signal
modifications on Cullen Road at Hughes Ranch Road and, possibly, Cullen Road at Brookside
Road. The intersections are Cullen Road (FM 865) at Hughes Ranch Road and Brookside and
Dixie Farm Road at McGinnis Road and McDonald Road. We will utilize the following
companies to perform the services shown:
1. JNS Consulting Engineers, Inc — Engineering for paving, drainage, traffic control and
SWPP Plan.
2 JNS Consulting Engineers, Inc. — Topographic and ROW Surveys.
3. TEDSI Infrastructure Group — Traffic signal modifications.
We propose to perform the following:
1. Preliminary and final design phase services (See attached level of effort).
2. Topographic and ROW Survey (See attached level of effort)
3. Traffic Signal Modifications (Proposal amount x 1.1)
(Proposal to be submitted upon receipt from TEDSI)
4. Geotechnical Investigation Report

GEOTECHNICAL ENGINEERING STUDY
CITY OF PEARLAND MOBILITY AND DRAINAGE PROGRAM
WORK AUTHORIZATION NO. 7

P resented here is our revised proposal to conduct a geotechnical engineering study of the City
of Pearland Mobility and Drainage Program, Work Authorization No. 7 This proposal is
submitted in response to your request dated March 12, 2002.
In accordance with the Texas Professional Services Procurement Act (Government Code Chapter 2254), we understand that Paradigm Consultants has been selected to enter into
negotiations for this project and that competitive bid proposals from other firms will not be
obtained. This proposal will be void if competitive bid proposals are obtained.
P roject Description
Work Authorization No. 7 includes modifications to four street intersections, as follows.
• Cullen Boulevard at Brookside Road
• Cullen Boulevard at Hughes Ranch Road
• Dixie Farm Road at McDonald
• Dixie Farm Road at McGinnis
We understand that all four intersections include an asphalt pavement. Information from
Turner, Collie & Braden, Inc., indicates the planned modifications typically include the addition
of left turn lanes and limited widening to increase the turning radius.
S cope of Study
The objectives of the proposed geotechnical study are to evaluate the subsurface conditions at
each of the intersections and to develop pavement design recommendations. To accomplish
these objectives, the proposed scope of study will include the following tasks.
1. Drilling soil borings to explore subsurface conditions and to obtain soil samples for
laboratory testing. The specified soil boring program includes one boring at each of
the four street intersections. We propose to drill the soil borings to a depth of 6 ft.
The soil borings will be typically located outside the current paving limits.

2. Conducting laboratory soil tests on selected soil samples to aid in soil classification
and evaluation of soil properties. We have made provisions to conduct the following
soils tests at each boring location.
• water content
• Atterberg limits
• unconfined compression
3. Providing a geotechnical engineering report that will include the following items.
• general soil and groundwater conditions
• design pavement thicknesses for various traffic loadings
Project Budget
The lump sum cost to provide the services described herein is $5,040. This budget is based
upon the following assumptions.
1. The pavement design will be based on assumed soil values.
2. We have included provisions for traffic control including cones, signs, and one
flagman.
3. The soil borings will be located by approximate methods. No provisions have
included for surveying the boring locations, as necessary.
4. No provisions have been included to evaluate the existing pavements.
5. A single report will be issue for Work Authorizations 7 and 8 combined.
