R2002-58 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPROVING WORK AUTHORIZATIONS #7 AND 8 FOR SURVEY, H & H DESIGN, TRAFFIC CONTROL, GEO-TECHNICAL, AND WPPP SERVICES FOR GROUP NUMBERS 2 AND 3 OF THE MISCELLANEOUS ROAD IMPROVEMENT PROJECTS ASSOCIATED WITH THE PEARLAND MOBILITY AND DRAINAGE BOND PROGRAM. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain contract by and between the City of Pearland and Turner, Collie and Braden, Inc., (% C & B) for Program Management of the Pearland Mobility and Drainage Bond Program was authorized by the City Council on December 10, 2001. Section 2. That T C & B has developed work authorizations #7 and 8, which are attached hereto as Exhibits "A" and "B" respectively. Section 3. That work authorizations numbers 7 and 8 for survey, H & H, design traffic control, geo-technical, and WPPP services for group numbers 2 and 3 of the Miscellaneous Road Improvement Projects are hereby approved. ("Engineer). PART 1. Work Authorization No. 7 is related to Miscellaneous Road Improvement Projects, Group ~kincluding; Cullen at Hughes Ranch, Cullen at Brookside, Dixie Farm at McDonald, and Dixie Farm at McGinnis intersections. The Engineer will perform Topographic Survey services and Geotechnical Investigation under this Authorization. PART 2. The maximum amount payable for services under this Work Authorization is $109,365.00. PART 3. Payment to the Engineer for the services established under this Work Authorization shall be "Lump Sum". PART 4. This proposal is submitted in response to your request dated March 12, 2002. In accordance with the Texas Professional Services Procurement Act (Government Code- Chapter 2254), we understand that Paradigm Consultants has been selected to enter into negotiations for this project and that competitive bid proposals from other firms will not be obtained. This proposal will be void if competitive bid proposals are obtained. Project Description Work Authorization No. 7 includes modifications to four street intersections, as follows. · Cullen Boulevard at Brookside Road · Cullen Boulevard at Hughes Ranch Road · Dixie Farm Road at McDonald · Dixie Farm Road at McGinnis We understand that all four intersections include an asphalt pavement. Information from Turner, Collie & Braden, Inc., indicates the planned modifications typically include the addition of left turn lanes and limited widening to increase the turning radius. Scope of Study The objectives of the proposed geotechnical study are to evaluate the subsurface conditions at each of the intersections and to develop pavement design recommendations. To accomplish these objectives, the proposed scope of study will include the following tasks. 1. Drilling soil borings to explore subsurface conditions and to obtain soil samples for laboratory testing. The specified soil boring program includes one boring at each of the four street intersections. We propose to drill the soil borings to a depth of 6 ft. The soil borings will be typically located outside the current paving limits. · Mr. Jim Keller, P.E. - 2 - March 20, 2002 2. Conducting laboratory soil tests on selected soil samples to aid in soil classification and evaluation of soil properties. We have made provisions to conduct the following soils tests at each boring location. ·water content · Atterberg limits · unconfined compression 3. Providing a geotechnical engineering report that will include the following items. · general soil and groundwater conditions · design pavement thicknesses for various traffic loadings Project Budget The lump sum cost to provide the services described herein is $5,040. This budget is based upon the following assumptions. 1. The pavement design will be based on assumed soil values. 2. We have included provisions for traffic control including cones, signs, and one flagman. 3. The soil borings will be located by approximate methods. No provisions have included for surveying the boring locations, as necessary. No provisions have been included to evaluate the existing pavements. Information from Turner, Collie & Braden, Inc., indicates the planned modifications typically include the addition of left turn lanes and limited widening to increase the turning radius. S cope of Study The objectives of the proposed geotechnical study are to evaluate the subsurface conditions at each of the intersections and to develop pavement design recommendations. To accomplish these objectives, the proposed scope of study will include the following tasks. 1. Drilling soil borings to explore subsurface conditions and to obtain soil samples for laboratory testing. The specified soil boring program includes one boring at each of the four street intersections. We propose to drill the soil borings to a depth of 6 ft. Conducting laboratory soil tests on selected soil samples to aid in soil classification and evaluation of soil properties. This budget is based upon the following assumptions. 1. The pavement design will be based on assumed soil values. 2. We have included provisions for traffic control including cones, signs, and one flagman. 3. The soil borings will be located by approximate methods. No provisions have included for surveying the boring locations, as necessary. 4. No provisions have been included to evaluate the existing pavements. 5.
