T4 k -5-51101.7_nuts "'[W' • PURPOSE OF THE HEARING: APPLICATION NO. 20, REQUEST OF CHARLES EMMERICH, AGENT FOR OWNERS NAMED IN THE APPLICATION, FOR AN AMENDMENT TO THE LAND USE AND URBAN DEVELOPMENT ORDINANCE OF THE CITY, FROM CLASSIFICATION GENERAL BUSINESS (GB) TO COMMERCIAL (C) ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT: Lots 1 through 48, Block 21, Pearland Townsite. Property bounded by 2400 Block of S. Main, 3900 Block of E. Broadway, 2400 Block of S. Houston, and 3900 Block of E. Pear. SPEAKING FOR THE PROPOSED REQUEST - 1. Morris Hardcastle, Hardcastle Real Estate. Mr. Hardcastle presented to the Council and Commissioners brochures of MARCO, an automotive paint and bodywork shop which is proposed for the property located at 2403 South Main. Mr. P' Hardcastle explained that all the remaining property owners in Block 21, with the exception of one, have signed a petition agreeing to their property being rezoned to Commercial. Luella Smith, who did not sign, was also in agreement with the change, Mr. Hardcastle advised. 2. Chuck Emmerich, 2203 Sleepy Hollow. Mr. Emmerich stated that MAACO Auto Painting & Bodyworks is a high tech, state-of-the-art business, and the location, which is the old Kliesing Chevrolet business, is ideal for this type of operation- 3. peration- 3. D. Guardione, 4750 Backenberry. Mr. Guardione explained that he proposes to relocate his business in Houston and use the property at 2403 South Main to operate the MAACO Auto Painting and Bodyworks. 24 4. Larry Steed, Pearland Fire Marshal. Mr. Steed informed that he has been in contact with Mr. Guardione and feels that he will be Operating' the business following all the guidelines established by the Federal and State governments. 5. B. V. Barnett, 5402 Ryan Acres. Mr. Barnett stated that he owns property in that area and has no objections to the zone change for Block 21. SPEAKING AGAINST THE REQUEST - QUESTION AND ANSWER PERIOD - Council answered questions from area residents concerning the requested zone change and explained the differences between General Business and Commercial zones. DOCKETED PUBLIC HEARING NO. 2 PURPOSE OF THE HEARING: SPECIFIC USE PERMIT NO. 20, GEORGE LEE RUSH, JR., AGENT FOR PATRICIA H. ROWE, OWNER, REQUEST FOR A SPECIFIC USE PERMIT FOR UNSCHEDULED AND NEW COMMERCIAL USE (OPERATION OF AN OILFIELD SERVICE COMPANY) ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT: A 4.8094 acre tract of land out of Tract 73 of the Zychlinski Subdivision of the R. B. Lyle Survey, Abstract 542 of the Deed Records of Brazoria County (1323 N. Main) SPEAKING FOR THE PROPOSED REQUEST - 1. George Lee Rush, Jr., 108 Blackstone, Alvin. Mr. Rush explained that the proposed use of the property will be of a similar activity as is curently there. B J Services will operate an oilfield service company in addition to the storage of po%dered cement and some acids, mainly hydrochloric acid.'= a 2. Michael M. McLain, 104 Wood Creek Court, Weatherford, Texas. Mr. McLain explained that the company would like to relocate from Alvin and that this property seemed to be well -located for their needs. The business involves land operations; they will be trucking the stored products to the well sites. 3. Andy Housley, 444 E. Medical Blvd., Webster, Texas. Mr. Housley presented pictures of similar installations of B J Services and advised that the proposed operation in Pearland would employ about 35 - 40 people. SPEAKING AGAINST THE PROPOSED REQUEST - 1. Mike Bunch, South Park Funeral Service. Mr. Bunch stated that because of the increase in the number of trucks leaving and entering the proposed business site, he feels it would be detrimental to the cemetery. He does feel that if the request is granted the company should put some type of screening between their business and the cemetery property. QUESTION AND ANSWER PERIOD - When questioned by Council, Fire Marshal Larry Steed responded that this type business would have to comply with Federal and State regulations. Mr. McLain and Mr. Rush answered several questions by Council and Commission members concerning the operations of B J Services.
