The meeting was called to order with the following present:

INVOCATION AND PLE= OF ALLEGIANCE

The Invocation was given by Councilmember David Smith. The Pledge of Allegiance
was led by Stella Roberts, President of the Exchange Club.
APPROVAL OF MINUTES
It was moved by Councilmember Tetens, seconded by Councilmember Smith, that the
Minutes of the Regular Meeting of October 22, 1990 be approved as presented.
Motion passed 4 to 0. Councilmember Wolff abstained.
MAYOR'S ACTIVITY REPORT
Mayor Coppinger issued a proclamation that proclaimed the month of November as
"One Nation Under God Month". Accepting the proclamation were Stella Roberts and
other members of the Exchange Club.
COUNCIL ACTIVITY REPORTS
Councilmember Miller commented on the proposed amendment to the ordinance
concerning church signs that the Council received this evening from the Sign
Ordinance Review Committee.
Councilmember Tetens reported on attending some informative sessions at the T. M.
L. Conference in Corpus Christi on October 25-27.
Councilmember Smith reported attending his first meeting as Cqwwill s
representative to the Clover Field Airport Study. He met with the Drainage
District in an informal workshop and discussed the groundwork for a joint venture
on the proposed work on drainage improvements for the entire West side of town.
At some time this will be presented to Council for approval to move forward on the
project.
Councilmember Weber reported attending some informative sessions at the T.M.L.
Conference in Corpus. He talked with former City employee Patty Bates, who is now
a representative for B.F.I., concerning recycling and talked with a representative
of Insituform concerning that process. Councilmember Weber advised that he was
questioned by some City employees concerning the pay raises and whether the raises
would be retroactive to October 1.
Councilmember Wolff reported that recently, while vacationing in Arkansas, he 'had
an opportunity to meet with the City Manager and Solid Waste Superintendent in
Fayetteville, Arkansas concerning their recycling program and they will be sending
him information concerning the formulation of that process.

City Manager Jim DeShazer advised Council of a luncheon meeting sponsored by the
Texas Good Roads/Transportation Association to be held on Friday, November 16 at
Columbia Lakes. The quest speaker will be Highway Commissioner Wayne Duddlesten
of Houston. City Manager DeShazer reported that the drainage tile project along
Old Alvin Road is progressing very favorably; also the bridge work on Dixie Farm
Road and Longherridge is progressing as well as can be expected. In response to
Councilmember Weber's comment about pay raises, City Manager DeShazer stated he
felt that this was the City Manager's responsibility and that he would report back
to Council when a decision was made.
Mayor Coppinger commented that he felt one of the most significant points made
from the T. M. L. sessions in Corpus was that a city should look forward to the
year '20 0 affl plan accordingly. The -sessions he.attended dealt with topics such
as privatization of some city functions, municipal airports, economic development,
tax abatement and the problem of subsidence. Mayor Coppinger stated that he
understood that the three things that are important to the economic development of
a city are: transportation, quality of life and a stable city government. The
Mayor mentioned that former Mayor Tom Reid was honored at the T.M.L. Conference
for his years of service to that organization. In conclusion Mayor Coppinger
reported attending his first H -GAC meeting at which the topic was recycling and a
discussion concerning upcoming regulations that will tighten the restrictions on
landfills.

RATIFICATION OF APPOINTMENT OF GARY K. WALTERS TO THE PARK BOARD
It was moved by Councilmember Tetens, seconded by Councilmember Miller, that
Council approve the appointment of Gary K. Walters as member of the Park Board for
a two-year term.

EXCUSED ABSENCE FOR COUNCILMEMBER WILLIAM WOLFF FROM THE REGULAR MEETING OF
OCTOBER 22, 1990
It was moved by Councilmember Tetens, seconded by Councilmember Weber, that the
absence of Councilmember William Wolff from the Regular Meeting of October 22,
1990 be approved.
Motion passed 3 to 1. Councilmember Smith voted against. Councilmember Wolff
abstained.
AUTHORIZATION FOR STAFF TO BID FOR THE CONSTRUCTION OF A SIDEWALK ALONG LIBERTY
DRIVE FROM SHADYBEND TO THE BRIDGE INTO INDEPENDENCE PARK
City Manager Jim DeShazer explained that Staff has been working on this project
for quite some time, and it seems that the problems are now resolved. Engineering
Staff estimates the project to cost more than $5,000 so we are asking for Council
approval to bid it. In response to questions by the Mayor, City Manager DeShazer
informed that this project is in conjunction with the Hike and Bike group in which
they have indicated that they will contribute some money toward the construction
of this sidewalk.
In general Council discussion it was determined that plans were for a 4 foot
sidewalk and it was suggested to bid a 5 -foot as an alternate.
It was -moved by Councilmember Wolff, seconded by Councilmember Tetens, that Staff
be authorized to bid for the construction of a sidewalk along Liberty Drive from
Shadybend to the bridge into Independence Park.
Motion passed 5 to 0.

AUTHORIZATION FOR STAFF TO BID FOR SEWER LINE REPAIR ON APPLE SPRINGTW*,
IN CORRIGAN SOUTH SUBDIVISION
Ronny McWhirter, Public Works Superintendent, explained that when these lines were
televised this last summer, it was noted that there was a large amount of
infiltration in these lines and he feels they can be saved by using the insituform
process.
It was moved by Councilmember Smith, seconded by Councilmember Miller, that Staff
be authorized to bid for the sewer line repair on Apple Springs and Carmona in the
Corrigan South Subdivision.
Motion passed 5 to 0.
AUTHORIZATION TO BID FOR SETAW LINE REPAIR ON CEDAR AND WILLOW STREETS IN
WILLOWCREST SUBDIVISION
City Manager DeShazer explained that these concrete lines in Willowcrest have
deteriorated to a point where they will have to be replaced and because of budget
restrictions he would reconviend replacing so much line this year and then more the
following budget year.
It was generally agreed by Council that these lines need to be replaced before a
total failure occurs.
It was moved by Councilmember Smith, seconded by Councilmember Wolff, that Council
authorize Staff to go out for bids for the replacement of the sewer lines on
either side of Cedar Street, which includes the connecting line., watlTa statement
in the bid that this project may be funded by Certificates of Obligation.
Motion passed 5 to 0.

Because of the Christmas and New Year's holidays, Council agreed that the meeting
dates for December should be December 3 and December 17.
